The contracting authority reserves the right not later than 6 days before the deadline for submission of bids on its own initiative or on the basis of requests for clarification by the bidders to amend or supplement the tender documentation, and immediately inform all economic operators that have obtained the documentation. In the case of amendments to the tender documentation, the contracting authority shall extend the deadline for submission of bids for at least 6 days. In the case of a change and an amendment to the tender documents published on the ESPP and the extension of the deadline, the contracting authority is obliged to publish the amendment made by ESPP, after which all economic operators that have taken tender documentation by the time of the amendment will receive automatic electronic notification that an amendment to the specific listing has been published.

Information and formalities necessary for evaluating if the requirements are met: To prove its personal situation, the economic operator shall submit the following documents:
— Statement by the economic operator that in the last 5 years has not been announced verdict for participation in criminal organization, corruption, fraud or money laundering;
— Confirmation that there is no bankruptcy procedure by the competent authority;
— Confirmation that there is no bankruptcy liquidation procedure by the competent authority;
— Confirmation of paid taxes, contributions and other public duties by the competent authority of the country where the economic operator is established;
— Certificate from the registry of penalties for committed crimes that the company has not been imposed minor penalty…
… ban on participation in public tender procedures, in the award of public procurement contracts and in public-private partnerships;
… for temporary or permanent prohibition of professional activity;
— Confirmation that with a final sentence it has not been imposed a sanction ban on performing profession, activity or duty, or a prohibition to perform certain activity.
— Permission to perform work for insurance issued by the Agency for Supervision of Insurance of the Republic of Macedonia or other competent authority.

To qualify as competent to carry out the contract for public procurement in terms of its technical or professional ability, the economic operator must meet the following minimum requirements: -During the last 3 years to have insured at least 1 legal entity of the same or similar risks; — To posses reinsurance coverage from a company with a minimal credit rating BBB- or BB+ defined by Standard and Poor or the equivalent by another rating agency.

Минимално ниво(а) на стандарди:
The economic operator proves the fulfilment of the minimum requirements of subsection 2.4.1 by submitting:
'List of suppliers (reference list) for whom insurance service has been provided for the same or similar risks in the course of the last three years, by specifying the name of the Purchaser, the period of validity of the insurance contract or year of service delivered along with Certificates from suppliers of the completed service or Statements signed by the responsible person of the economic operator (EO) in case the EO is unable to provide certificates from reasons beyond his control.

— Confirmation of reinsurance from the reinsurance company with a minimal rating of BBB- or BB+ or defined by Standard and Poor or the equivalent by another rating agency which shall specify: the subject of insurance, aircraft with registration mark, the number of open procedures, signed and stamped by the re-insurer or reinsurance leader if multiple reinsurers are involved.

2.5.3 Documents in item 2.4.2, line 1 are prepared and electronically signed by the economic operator and they are not obliged to be certified by a competent authority.
2.5.4 Technical and professional capacity of the economic operator may be supported by another entity regardless of the legal relations between the economic operator and that entity except for the list and previously signed agreements. If the economic operator proves its technical and professional ability invoking the support of another entity, it is obliged to prove the support with valid evidence that the entity will make available to the economic operator the technical and professional resources. The entity which provides technical support a verdict for participation in a criminal organization, corruption, fraud or money laundering should not be rendered.

2.5.5 If economic operators submit a bid as a group of economic operators, their technical and professional capacity shall be established by considering the resources of all members of the group. If the group of economic operators participates with technical and professional support from a third entity or third entities, the technical and professional capability is determined according to the above mentioned.
