Open procedure NO 42/2017 for awarding a contract on public procurement for goods part 1 Procurement for replacement and installation of domestic, combined, industrial and hypersonic water metres and their integration into the remote reading system in the water supply system of the Municipality of Kumanovo, and Part 2: Procurement of equipment for reducing water losses.
For the performed procurement with placement and embedding of water meters and the other equipment, the bidder should submit the following:
— Certificates, catalogues, manuals, guarantee and other accompanying documentation prepared by the manufacturer.
— Attest from the manufacturer must be submitted in the course of delivery for each part of the procurement in particular.
— The water meters as part of the procurement should possess a Decision from the entry in the register of the Bureau of Metrology of the Republic of Macedonia.
— The water meters have a trademark which proves that calibration has been made in the Bureau of Metrology of The Republic of Macedonia.
— Signed and verified confirmation for replacement of the water meter which will be prepared for each embedded water meter.
— Signed and verified Interim Report with Bill of Quantities for the performed procurement with placement and embedding of the water meters and the other equipment.
— Signed and verified Final Report with Bill of Quantities for the performed procurement with placement and embedding of the water meters and the other equipment.
Method of payment.
The payment shall be effectuated as follows:
— The payment shall be effectuated with transfer order within 180 days, upon receiving the signed and verified invoices, submitted in the archive of the Contracting Authority upon the actually performed procurement and placement and embedding of the subject of procurement.
— The procurement shall be performed successively in accordance with the adopted dynamics for placement and embedding of the subject of procurement, approved by the Purchaser.
— The payment of the subject of procurement shall be effectuated by preparing and submitting an invoice which should contain the following:
- Name of the Orderer (contracting authority with seat, place, tax number, contract number, etc.).
- Quantities with a description of the goods defined per elements (technical features of the goods in accordance with the elements contained in the tender documentation, i.e. technical specifications as an integral part of the contract).
- Agreed unit prices for each element.
- Total price per elements.
- Total price of the invoice.

А. Home multiple-spray water metre with a wet mechanism.
— Technical requirements.
Water metres should be of the correctness class R80 (B class) according to MKC EN ISO 4064-1:2015 or equivalent prepared for radio reading, with a set of rubber gasket for flat joint union.
— To have an entry in the register– decision by the Bureau of Metrology of the Republic of Macedonia,
— Internal mechanism of water metres DN 15 -1/2" и DN 20 -3/4",
— Nominal flow Qn=of minimum 2.5 m3/h–to maximum 4.0 m3/h,
— Temperature range of the medium: 0
— Pressure: maximum 16 bar,
— Installation horizontal and vertical.
1. Mechanism:
— The mechanism should be prepared for radio reading,
— The pulse should be sent by an inductive method (without external manipulation through magnets,
— Register finder of the metre: min. 5 digits /4 indicators /1 flow indicator,
— Circular indicator: Rotor and rotary axis of 1 part,
— Cabinet: pressed in accordance with W421 or equivalent, brass according to DIN 50930-6 or equivalent,
— Filter: internally installed,
— Glass: special glass ready for direct mounting of radio modules, without a cable and screws (clip on) or equivalent,

B. Ultrasonic water metre
1. Technical requirements
— Static cold water metre for ultrasonic volume measurement in combination with hardware and software for measuring the water flow and consumption, with the possibility to be integrated into an automatic remote reading system,
— Water metres with an integrated radio module shall be in accordance with the Law on Meteorology and the Rulebook on the Metres of the Republic of Macedonia and have an integrated radio module,
— To have an entry in the register-decision from the Metrology Bureau of the Republic of Macedonia.
2. Design:
— To prevent sedimentation of the dirt on the reflectors,
— Dirt does not affect the flow measurement,
— Brass body made of brass in accordance with DIN 50930-6 or equivalent,
— The design ensures that only the exact ultrasonic signals passing through the measuring unit will be measured,
— Installation of the metre in each position,
— Protection class (protection against total immersion during installation in a manhole) at least IP 68 or equivalent,
— Does not include air measurement,
— Life expectancy of the battery from 10 to 15 years.
3. Electronic data:
— The water metre should contain all the necessary components for recording the flow, water consumption as well as for calculating, logging and uploading of data,
— The water metre should be able to comfortably display the reading of the single line of at least the 8-digit display of units and symbols,
— All deficiencies and faults are displayed and recorded on the LC display,
— The electronics is equipped with a standard optical interface with the M-BUS protocol or equivalent. This interface can be used to communicate with adequate parametisation software and single reading,
— at least 8-digit LC display without light,
— module for energy saving,
— a list of events.
4. The metre should show additional information such as:
— flow direction,
— quantity,
— flow,
— errors,
— display test,
— active or inactive radio connection.

— Communication of the receiver with the radio transmitter with a Bluetooth connection,
— Distinguishing of the modules through the serial number of the metre,
— Protection of at least IP 54 or equivalent.
2. Optical device for module programming
— Attachable to a Pocket PC,
— Serves for programming and setting of the parameters of radio modules.
3. Manual tablet
— A minimum 4 core processor with a minimum basic operation of at least 1.33 GHz,
— RAM Memory: minimum 2 GB LPDDR3 or equivalent,
— Data storage memory: a minimum of 32 GB of basic memory with the possibility of extension through the MicroSD card or equivalent with a minimum of 64 GB,
— Screen: minimum 8 '' touchscreen with a minimum of 1900 x 1200 resolution,
— Connection: Wi-Fi 82, 11a/b/g/n and minimum Bluetooth 4.0,
— Li-ion battery with a minimum of 5500mAh,
— Installed software package to be used for radio reading of radio-modules of water metres by coupled radio connection with compatible Bluetooth radio receiver as well as to be used for programming of radio modules on water metres,
— Data transfer should be enabled by direct use of USB interface or wirelessly enabled by direct use of Wi-Fi technology,
— Direct reading by walking or driving without changing the configuration of the metre,
— In the case of driving readings, it shall be possible to read the metres at a minimum speed of 40 Km/h (one pass) and to have a minimum QoS (Quality of Service) of 80 % of the total water metre operated by the route description,
— A system solution should provide all data in a state of the security level of minimum 128AES encryption from telegrams (data messages). Each water metre should have the option of having an individual key.

The statement referred to in indent 1, sub-item 2.5.1 is prepared in an electronic form and should be signed by the authorised person of the economic operator. The confirmation referred to in indent 2, sub-item 2.5.1, that there are is open bankruptcy procedure, and the confirmation referred to indent 3 of sub-item 2.5.1, that there is no open liquidation procedure, as well as the confirmations of the registry of penalties for committed criminal acts referred to in indents 5 and 6 of sub- item2.5.1, are issued by competent authorities in the country where the economic operator is registered. The Central Registry of RM is the competent authority for issuing such confirmations in the Republic of Macedonia. The confirmation referred to in indent 4, sub-item 2.5.1. for paid taxes, contributions and other public dues are issued by a competent authority in the country of registration of the economic operator. The Public RevenuesOffice is the competent authority in the Republic of Macedonia for issuing of this confirmation. The confirmation referred to in indent 7, sub-item 2.5.1. is issued by the competent authority of the country where the economic operator is registered. The Central Registry of RM is the competent authority for issuing of this confirmation in the Republic of Macedonia.

The documents referred to in sub-item 2.5.1 must not be older than 6 months counted backwards from the final deadline for submission of the tenders.
The documents proving the personal standing are submitted in original or a copy verified by the economic operator.
If the contracting authority has any doubts regarding the documents proving the personal standing of the economic operator, it can request information directly from the competent bodies that have issued the documents proving the personal standing.

The Contracting Authority shall exclude from the procedure for awarding a public procurement contract, any economic operator that:
— within the last 5 years has had a legally effective judgment pronounced against it for participation in a criminal organisation, corruption, fraud or money laundering,
— is subject to a bankruptcy procedure or a liquidation procedure,
— has unpaid taxes, contributions or other public dues,
— has been pronounced with a second penalty prohibiting the participation in public procedures, public procurement contract awarding and public-private partnership contracts,

If the economic operator proves its economic and financial capacity, referring to the support from another entity, it is obliged to prove the support with valid evidence that that entity will make available the appropriate financial means to the economic operator.

Against the entity that provides the financial support, a final judgment for participation in a criminal organisation, corruption, fraud or money laundering must not be pronounced. If the economic operators submit a bid as a group of economic operators, the economic and financial status is proven by taking into account the resources of all members of the group. For Part I The economic operator shall prove the fulfilment of the minimum requirements by submitting as follows:
— a list of the main deliveries to the bidders or candidates made in the last three years, with values, dates, buyers (contracting authorities or economic operators), by providing a certificate of executed deliveries issued by the recipients or, if such certificates can not be provided by reasons beyond the control of the economic operator, only with his statement on performed deliveries, of which at least 1 (one) signed and implemented contract for the past 3 years for the same or similar delivery in the amount not less than MKD 25 000 000.00 with calculated VAT,

As part of the bid, it is mandatory for the economic operator to submit a guarantee for the bid in the amount of 1 % of the total value of the bid, VAT excluded.
The bid guarantee shall be in the form of a bank guarantee.
The bid guarantee should be submitted in the original form and in the procedures conducted electronically. Copies shall not be accepted.
The bank guarantee should be issued by a bank acceptable to the Contracting Authority, using the BidGuarantee Form for such purpose which is provided in Annex 6 to the tender documentation. The contracting authority can charge the bid guarantee if the economic operator:

— withdraws its bid prior to the expiry of the validity period thereof,
— does not accept the correction of the arithmetical errors by the Commission,
— does not sign the public procurement contract; and,

The guarantee must have a validity period of at least 14 days from the day of expiry of the bid validity. Any bid that does not include a bid guarantee, or contains a guarantee for the bid that is not in accordance with the conditions stipulated in the tender documentation, such bid will be discarded by the Contracting Authority as unacceptable.

In extraordinary cases, the Contracting Authority can request the bidders to prolong the validity period of the bid guarantee.
The bid guarantee of the unsuccessful economic operators shall be returned within 7 days upon the conclusion of the public procurement contract with the most advantageous economic operator. The bid guarantee of the economic operator whose bid is selected as most advantageous shall be returned thereto upon the signing of the public procurement contract and submitting of a guarantee for the qualitative performance of the contract.

The public opening of tenders shall take place on 29.01.2018, at 10:00 hours, in the Ministry of Transport and Communications.
All submitted tenders shall be opened in line with the Law on Public Procurement, as follows: one at a time,by reading the name of each economic operator, followed by establishing whether the tenders have been submitted pursuant to item 7.1 of the tender documentation and whether all tenders have been signed electronically, followed by a reading of tenders respecting the same order of opening. The tenderers which shall fail to meet the requirements referred to in the tender documentation shall be excluded from the further procedure, that is, they shall not be invited to the electronic auction. None of the 7 tenders shall be rejected at the opening of the tenders, except for the late tenders The public procurement commission shall open the tender seven if only one tender is received. For the performed procurement with placement and embedding of water meters and the other equipment, the bidder should submit the following:
— Certificates, catalogues, manuals, guarantee and other accompanying documentation prepared by the manufacturer.
