— To prove its capacity to pursue a professional activity, the economic operator should submit a document for registered activity as evidence that it is registered as a natural or legal entity for performing the activity related to the subject matter of the public procurement contract or proof that they belong to a professional association in accordance with the regulations of the country where it is registered, and

— The economic operator should possess a B license for building contractor of second category buildings.
— Contract Works policy — balance sheet and income statements certified by a competent authority for the last 3 years — the economic operator shall have a minimum turnover of 45 000 000 MKD from the execution of works related to the object of the procurement, in the past three years (2013, 2014 and 2015).

— the minimum number of technical staff employed by the economic operator: 30 people at least 2 of which are civil engineers with class B license, a minimum of 1 geometer, a minimum of 2 civil engineering technicians, a minimum of 2 mechanical engineers and at least 2 drivers of commercial vehicles, which is proved by submitting the authorizations and a certificate for the total number of employees issued by the Employment Agency of the Republic of Macedonia and by submitting the employment M1/M2 forms — A list of executed works — a minimum of 5 (five) realized contracts and 5 (five) certificates of satisfactory performance for those contracts in the past three years, at least one of which has a value greater than 15 000 000 MKD for works similar to the object of the procurement which is proved by submitting copies of contracts and copies of certificates. The minimum amount of machines and equipment to be owned by the economic operator throughout the realization of the contract and which is proved by submitting copies of driving licenses or other documents as proof of equipment ownership: one grader, at least 3 commercial vehicles, at least 1 excavating machines, at least 3 road rollers, asphalt cutter, emulsion sprayer, cold planers.
