— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering,

— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquidation procedure has been initiated by a competent authority,

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,

… temporary penalty or permanent ban on the performance of particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict.

— Document for registered activity — as proof that it is registered as a legal entity for performing the activity related to the subject of the contract, or proof that they belong to a professional association in accordance with the regulations of the country of registration (Form DRD).

Економска и финансиска состојба:

— Balance sheet for the last three years (2013, 2014 and 2015) certified by a competent authority, audited balance sheets or extracts from the balance sheets, where publication of the balance sheet is prescribed by law country in which the economic operator is established.

Минимално ниво(а) на стандарди:

In the last three years (2013, 2014 and 2015), the economic operator should have a positive financial operation and generate a total income of at least 15,000,000 (fifteen million) euros.

Техничка и професионална способност:

2.5.2 The Economic operator proves the fulfillment of the minimum terms from article 2.5.1 submitting the following:

— Reference list of at least 3 end users for which has provided service for the implementation of M2M (machine-to-machine) solutions, of which at least one should have more than 100 connected devices. For each project, together with the reference list must be accompanied by a copy of the contract or other form of legal relationship for implementation of the decision or a certificate from the client for timely and quality services. Where such certification can not be provided for reasons beyond the control of the economic operator, only with his declaration of performed deliveries.

— Brief description of at least one project in the field of Smart Cities, implemented in the last three years by the economic operator of the territory of the country or EU, with at least 100 connected devices, together with a certificate from the end user for successful project implementation. Where such certification can not be provided for reasons beyond the control of the economic operator, it is sufficient to submit a statement on deliveries (if the contracting authority questioned the accuracy of the data, it reserves the right to verify the validity of this statement)

— Reference list of implementation of at least one project for smart street lighting made in the last 3 years, which includes the installation of at least 2 000 connected LED lamps and their intelligent management system for street lighting.The economic operator, in the last 3 years, should have experience in the implementation of at least one project for the complete change of the street lighting infrastructure and the installation of at least 500 new LED lamps. In addition to the reference list should be accompanied by confirmation from the end user to ensure the success of the project.Where such certification can not be provided for reasons beyond the control of the economic operator, only with his declaration of performed deliveries.

— Statement on the number of employees / engaged persons the development, implementation or maintenance of M2M (machine-to-machine) and IoT (Internet of Things) solutions with their qualification structure.

— Short resume of the 1 project manager as proof of the required work experience of 5 years and participation in the implementation of at least 2 M2M (machine-to-machine) projects and at least one project in the field of smart cities. In addition, the project manager is required to submit a diploma / certificate of higher education relevant certification in the field of project management (PMP, Prince or equivalent)

— CV for a minimum of one (1) engaged in electrical engineering, as evidence of the requisite experience in project development in the field of street lighting. To ensure that this team member will be involved in the project throughout its duration, it is necessary that it be permanently employed in the economic operator or has contracted an engagement with the economic operator for the whole time, as evidenced by submission a statement for hired technical staff

— CV of minimum one (1) expert in the field of street lighting, as evidence of the required 5 years of experience in design and analysis projects for street lighting, at least 5 years experience including projects for reconstruction and replacement of conventional street lighting LED technology. Along with CV-it should submit a list of previously completed projects, as well as a statement of participation in the project

— CV for a minimum of one (1) IT experts with at least 5 years of experience and participation in the implementation of at least 2 M2M (machine-to-machine) projects and at least one project in the field of Smart Cities;

— CV and relevant certificates for a minimum of one (1)…

… certified experts database, from the area of the offered solution (Oracle, SQL or equivalent), with at least 3 years of work experience

… employee certified in the field of management processes (ITIL or equivalent)

… certified employees in the area of virtualization of the offered solution (VMware VCP Data Center Virtualization, Hyper — V, Citrix or equivalent)

… certified employees in the area of operating systems of the offered solution (Windows Server, Linux or equivalent)

… employee certified in the field of network technologies of the offered solution, professional level (CCNA, CCNP or equivalent)

… employee certified in the field of network technologies, expert level (CCIE or equivalent)

… employee certified in the field of network security of the offered solution, professional level (CCNA Security or equivalent).

— Confirmation of the authorization B performance of electrotechnical Chamber of authorized engineers and architects RM for at least 1 (one) electrical engineer

— Certificate of passing an exam of at least 1 expert for safety at work

— Certificate of secondary education of at least 1 (one) installer

— Declaration by the economic operator, that the professional staff who shall be submitted by the bidder with the above certificates and CV's will be available for project work within the indicated time period,

— a statement from the economic operator that it has a project management system, a user support portal and a system for reporting and solving problems that will keep records of all tasks, problems and software errors and will completely manage the processes of defining, Maintenance and development of the system.

— Declaration from the bidder and copy of the traffic licenses with which the bidder should prove the disposal of the requested technical equipment: Special vehicle with telescope lift with fixed platform with minimum 12 m height and one truck for transporation of materials.

2.5.1 To qualify as capable of performing the contract for public procurement in terms of its technical or professional ability, the economic operator must meet the following minimum requirements:

— The economic operator should have experience in…

… the implementation of M2M (machine-to-machine) solutions or equivalent and at least 3 successful projectsin the past 3years. Of these, at least one solution should include more than 100 connected devices.

… implementation of at least one complex M2M (machine-to-machine) solution in the field of Smart Cities (smart city solution) in the territory of the Republic of Macedonia and the EU, in the last 5 years. In addition, the solution should include at least 100 connected devices

— Economic operator, the last 3 years, should have experience in implementation of at least one project for smart street lighting, which involves the installation of at least 2000 connected LED lamps and their intelligent management system for street lighting.

— Economic Operator in the last three years should have experience in implementation of at least one project for a complete change of infrastructure for street lighting and installation of at least 500 new LED lamps

— For the implementation of the subject of procurement, the economic operator should have at least 14 employees or engaged experts working on the development, implementation or maintenance of the M2M (machine-to-machine) and IoT (Internet of Things) solutions, that is, qualified personnel Technical staff that will be available for the entire duration of the contract, including:

- Minimum 1 project manager with high level education, possesing project management certificates (PMP, Prince or equivalent) with 5 years experience and implementing at least 2M2M (machine-to-machine) projects and at least one smart city project.

- Minimumone (1) electrical engineer with experience in project development in the field of street lighting

- Minimum one (1) person with experience in the field of street lighting, with more than 5years of experience in design and analysis projects for street lighting, of which at least 5 years experience including projects for reconstruction and replacement of conventional street lighting with LED technology

- Minimum one (1) IT person with at least 5years of relevant experience and participation in the implementation of at least 2M2M (machine-to-machine) projects and at least one project in the field of Smart Cities;

- A minimum of one(1) certified person for database in field of the offered solution (Oracle, SQL or equivalent), with at least 3 years experience

- at least one (1) certified person in the field of management processes (ITIL foundation or equivalent)

- at least one(1) certified person in virtualization of the offered solution (VMware VCP Data Center Virtualization, Hyper — V, Citrix or equivalent)

- at least one(1) certified person in the field of operating systems of the offered solution (Windows Server, Linux or equivalent)

- minimum one(1) certified person in the field of network technologies of the offered solution at the elementary or professional level (CCNA, CCNP or equivalent)

- at least one (1) certified person in the field of network security for the solution offered, professional level (CCNA Security or equivalent).

- minimum one (1) certified person in the field of network technologies for the solution offered, expert level (CCIE or equivalent),

- At least 1(one) electrical engineers with authorization B for performance of electrotechnics form the Chamber of authorized engineers and architects of Macedonia

- at least one (1) expert for safety with a certificate of passed exam

- A minimum of 1 (one) installers with minimum technical high school.

— The economic operator should own a system for project management, portal and user support system for reporting and troubleshooting through which will keep records of all tasks, problems and software bugs and to be able to operate fully with the processes of defining, developing and maintaining the system.

— The bidder should have at his disposal the following minimum technical equipment during the entire contract duration:

- Min one special vehicle with telescope lift with fixed platform with minimum 12m height

- Min one truck for materials transporation.
