— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— Certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

… ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed;

… temporary or permanent ban on performing certain activity has not been imposed;

— Certificate that it has not been announced any sanctions for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity;

— Business Registration Certificate (BRC) as a proof that he is registered either as a natural or legal entity for performing a professional activity related to the subject of the public procurement contract, or a proof that he belongs to a corresponding professional association as per the legislation of the country he is registered in;

— Tenderer (Bidder) is required to possess License A for construction of first (I) category structures, issued by the competent institution in the country as per the Construction Law in force (Official Gazette of Republic of Macedonia No 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16) or, for foreign economic operators, a License issued by the authority responsible for operations in the area of spatial planning/management according to Article 42 of the Construction Law (Official Gazette of Republic of Macedonia No 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16 and 71/16) (applies to each member of the group in case the bid is submitted by a group of economic operators — JV).

Техничка и професионална способност:

Notification on contract items, if any, which the economic operator intends to subcontract to third parties.

Required number of similar completed contracts: minimum one (1) contract on electrical installation and minimum one (1) contract on backup power supply.

а) Personnel: The key personnel for the works, that can either be employees of the economic operator or engaged under a technical support contract, must meet the following minimum requirements (with specified structures):

Minimum 1 (one) B.Sc. in Electrical Engineering, who possesses Authorization A for construction in the field of electrotechnics, and who has minimum seven (7) years of total work experience;

Minimum 3 (three) employees with high-school degree in electrical engineering (electrical…

… mechanic or electrical fitter), and who have minimum five (5) years of total work experience;

The individuals proposed to carry out the subject of the contract are required be available for the contracting authority at all times of the Contract duration.

b) Equipment: The economic operator is required to either possess or secure an access (by renting, leasing, etc.) to the below specified key equipment:

2 (two) light freight vehicles — pickup truck or transporter (closed type);

2 (two) aerial work platforms (AWP) with lifting load height over 13m, to be used for mounting and installing lights on lampposts, etc.;

1 (one) truck equipped with specialized reel for unreeling and laying of cables and lifting of generator;

2 (two) earth excavating machines — tracked trench diggers;

The economic operator shall prove that he meets the technical and professional capacity requirements by furnishing the following:

— Notification on contract items that the economic operator intends to subcontract to third parties.

— For at least one (1) contract on electrical installation and minimum one contract on procurement and supply of backup power, written statements are required to be submitted about completed projects, or written confirmations by an Employer (Investor) about completed works with high quality.

а) Personnel

— Minimum 1 (one) Electrical Engineer, B.Sc., with Authorization A for construction:

— copy of the diploma/proof of completed required education;

— written statement of the economic operator about employed technical personnel or personnel engaged under a technical support contract, regardless of whether the personnel is employed full-time at the economic operator or engaged under a technical support contract;

— copy of Authorization issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia No 130/2009, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 30/16, 31/16, 39/16 and 71/16).

— Candidate's résumé (short CV)

— Minimum 3 (three) employees with high-school degree in electrical engineering (electrical mechanic or electrical fitter):

— copy of the diploma/proof of completed required education (or proof of respectively required additional education);

— Candidate's résumé (short CV);

— Minimum 3 (three) employees with high-school degree in electrical engineering (electrical technician):

— Written statement by the economic operator that the individuals proposed to carry out the subject of the contract shall be available for the contracting authority at all times of the Contract duration.

b) Equipment

Minimum 2 (two) light freight vehicles — pick-up truck or transporter (closed type):

Proof of ownership or of secured access to the equipment; namely, the economic operator is required to submit valid proofs or written statements that such equipment or capacities shall be at his disposal throughout the contract duration, and a proof that they are in use issued by a competent authority for light freight vehicles;

Minimum 2 (two) aerial work platforms (AWP) with total length of the arm over 13 m, to be used for mounting and installing lights on lampposts, etc.

Minimum 1 (one) truck equipped with specialized reel for unreeling and laying of cables and lifting a generator:

Minimum 2 (two) earth excavating machines — tracked trench diggers:

Written statement of ownership or of secured access to the equipment; namely, the economic operator is required to submit valid proofs or written statements that the above stated equipment or capacities (earth excavating machines — tracked trench diggers) shall be at his disposal throughout the contract duration, and a proof that they are in use;
