In order to prove his capability to perform professional activity, the economic operator needs to submit a document for registered professional activity as a proof for registration as a physical person or legal entity for performance of the activity related to the subject of the contract on public procurement or a proof of belonging to a related professional association in accordance with the regulations of the country of registration.

Економска и финансиска состојба:

The economic operator proves the fulfilment of the minimum requirement in sub-item 2.4.1 — A statement of the overall turnover of the company (information on the profit and loss statement issued by the competent authority, i.e. audited profit and loss statement) and where appropriate, of turnover in the area covered by the contract, mostly for the last 3 financial years for which such information is available, depending on the date on which the company was founded or started work and depending on the availability of such information.

Минимално ниво(а) на стандарди:

In order to qualify as capable to perform the subject contract on public procurement in terms of his economic and financial status, the economic operator needs to meet the following minimum conditions: — A positive financial result in the last two years 2014, 2015; 2.4.2 If the economic operator performs his operation in a period less than the years stipulated above, the minimum condition for determining the economic and financial status is that the economic operator have fulfilled the criteria in sub-item 2.4.1 in the years for which data are available.

2.5.2 The economic operator proves the fulfilment of the minimum requirements of sub-item 2.5.1 by submitting — Evidence-statement on the professional staff engaged with adequate professional qualifications to provide the specific service — Diplomas for completed educational degree, university degree for the mechanical engineer, high school degree for the welders; — Certificate/diploma of attested welder for the respective procedure (electric or argon welding for — at least 1 (one) graduate mechanical engineer — at least 2 (two) engaged attested electric welders — at least 1 (one) attested argon welder; — Statement and description of the technical equipment and capability of the economic operator — Statement of disposing with the relevant equipment required to perform the necessary operations listed in the technical specification, namely: Small lathe (up to f 400) Big lathe (up to f 800) Big lathe (over f 800) Semi-automatic lathe (CNC) Frontal floor lathe Carousel lathe Borverk Milling machine Milling machine for serration-Fauter milling machine for serration- Glizen punch hole machine radial punch hole machine Pillar grinder for circular indoor and outdoor grinding Grinder for surface grinding Shaper horizontal (Shaping) Shaper vertical Machine file (up to f 300) Hydraulic press (up to 40 t) Hydraulic press (up to 300 t) Hydraulic cutter Machine for bending pipes Machine for bending sheets-Apkan Machine for automatic gas cutting (Secateur) up to 100mm Machine for automatic gas cutting (Secateur) over 100mm Furnace for tempering Furnace for annealing Balancing machine Hydraulic aggregate CNC Coordinate drilling machine — Statement that the economic operator would prove his disposal with a transport vehicle necessary for qualification for technical and professional capability.

2.5.1 In order to qualify as capable to perform the subject contract on public procurement in terms of his technical or professional capacity, the economic operator needs to fulfil the following minimum criteria:

To dispose with professional staff with adequate educational and professional qualifications to provide the specific service, namely: — To dispose with at least 1 (one) graduate mechanical engineer — To dispose with at least 2 (two) engaged attested electric welders — To dispose with at least 1 (one) attested argon welder — To dispose with the relevant equipment required to perform the necessary operations listed in the technical specification, namely: Small lathe (up to f 400) Big lathe (up to f 800) Big lathe (over f 800) Semi-automatic lathe (CNC) Frontal floor lathe Carousel lathe Borverk Milling machine Milling machine for serration-Fauter milling machine for serration- Glizen punch hole machine radial punch hole machine Pillar grinder for circular indoor and outdoor grinding Grinder for surface grinding Shaper horizontal (Shaping) Shaper vertical Machine file (up to f 300) Hydraulic press (up to 40 t) Hydraulic press (up to 300 t) Hydraulic cutter Machine for bending pipes Machine for bending sheets-Apkan Machine for automatic gas cutting (Secateur) up to 100mm Machine for automatic gas cutting (Secateur) over 100mm Furnace for tempering Furnace for annealing Balancing machine Hydraulic aggregate CNC Coordinate drilling machine; To dispose with a vehicle for transport of the materials with a load capacity of at least 1 t.

In order to prove its personal status, the economical operator should submit the following documents:

— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering,

— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquidation procedure has been initiated by a competent authority,

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,

… temporary penalty or permanent ban on the performance of particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict.
