The Contracting Authority reserves the right not later than 6 days before the deadline for submission of bids on its own initiative or on the basis of requests for clarification by the bidders to amend or supplement the tender documentation, and immediately inform all economic operators that have obtained the documentation. In the case of amendments to the tender documentation, the Contracting Authority shall extend the deadline for submission of bids for at least 6 days. In the case of a change and an amendment to the tender documents published on the ESPP and the extension of the deadline, the Contracting Authority is obliged to publish the amendment made by ESPP, after which all Economic operators that have taken tender documentation by the time of the amendment will receive automatic electronic notification that an amendment to the specific listing has been published.

Information and formalities necessary for evaluating if the requirements are met: To prove its personal situation, the economic operator shall submit the following documents:

— statement by the economic operator that in the last 5 years has not been announced verdict for participation in criminal organization, corruption, fraud or money laundering,

— confirmation that there is no bankruptcy procedure by the competent authority,

— confirmation that there is no bankruptcy liquidation procedure by the competent authority,

— confirmation of paid taxes, contributions and other public duties by the competent authority of the country where the economic operator is established,

— certificate from the registry of penalties for committed crimes that the company has not been imposed minor penalty…

… ban on participation in public tender procedures, in the award of public procurement contracts and in public-private partnerships,

… for temporary or permanent prohibition of professional activity,

— confirmation that with a final sentence it has not been imposed a sanction ban on performing profession, activity or duty, or a prohibition to perform certain activity,

— to prove the ability for performing professional activity, the economic operator should submit a document for registered activity as an evidence that it is registered as a legal entity for performing the activity related to the subject of the contract or proof that it is a member of a professional association in accordance with the regulations of the country where it is registered.

The same is proved by: copy of the registered activity or document issued by the competent authority in the country where it is registered. If the country in which the economic operator is registered does not issue the documents referred to in sub-section 2.3.1 or they do not cover all the above cases, the economic operator may submit a statement certified by a competent authority.

Економска и финансиска состојба:

To qualify as capable of carrying out the relevant public procurement contract in terms of its economic and financial standing, the economic operator must meet the following minimum requirements:

— Total financial income of at least 22 300 000,00 MKD realized over the last 3 financial years. (Part 1),

— Total income of at least 1 100 000,00 MKD realized over the last 3 financial years. (Part 2).

2.4.2 If the economic operator operates less than 3 years, a minimum requirement for determining

The economic and financial condition of the economic operator is for him to have achieved the requirement of subsection 2.4.1 in years for which data exist.

Минимално ниво(а) на стандарди:

The economic operator proves the fulfillment of the minimum requirement of subsection 2.4.1 or 2.4.2 by submitting:

— Statement of the total turnover of the company (data from the income statement issued by a competent Authority, i.e. audited income statement) and, where appropriate, of the turnover in the area covered by the public procurement contract, maximum for the past 3 financial years for which such data are available, depending on the date on which the company was founded or started work and depending on the availability of such information. (Part 1 and Part 2).

Техничка и професионална способност:

To qualify as capable of carrying out the relevant public procurement contract in terms of its technical or professional capability, the economic operator must meet the following minimum requirements:

— to prove successful performance of services similar to the subject of procurement for at least 2 different operators of Air Tractor AT-802A Faber Bos for the past 3 years (Part 1 and Part 2),

— to be registered and operate as EASA Part-145 Maintenance Organization registered in accordance with Annex II (Part-145) of the EU Regulation Nº 2042/2003 or alternatively EU Regulation Nº 1321/2014 and to hold an Approval that includes Line and base maintenance of Aircraft type Air Tractor AT-802A (Part 1),

— to have an online account to the Aircraft Aircraft manufacturer's database AT-802A Firefighter with regard to established and uninterrupted engineering support and direct and uninterrupted access to the updated database of Technical Maintenance Manuals, Service Bulletin, Service Letters and Service Information Letters for this type of aircraft (Part 1),

— to possess / dispose of a Certificate issued by the Civil Aviation Agency of the Republic of Macedonia with which Part-145 Maintenance Organization approves the maintenance of aircraft, engines and components of Z3-registered aircraft Air Tractor AT-802A Fear Bos (Part 1),

— to own or dispose with stock (manufactured / approved by the manufacturer) Aircraft spare parts Air Tractor AT-802A A barefoot bay which must be in a size that will ensure the proper storage of the spare parts necessary for the smooth, successful and timely execution of the subject of procurement (Part 1 and Part 2),

— to have direct and fast access to a person who is able to provide technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 certificate for authorized commissioning, as well as tools, consumables and aircraft equipment for an aircraft Air Tractor AT-802A Faber Bos, and for the successful and timely execution of the subject of procurement and the subsequent warranty and AOG (Aircraft on Ground) obligations (Part 1),

— to have direct and fast access to an entity that is able to provide technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 certificate for authorized commissioning, as well as tools, consumables and aviation equipment for turboprop -motor PT6A-67AA, and for the successful and timely execution of the subject of procurement and the subsequent warranty and AOG (Aircraft on Ground) obligations (Part 1),

— provide direct and rapid access to an entity that is able to provide technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 Certificate of Authorized Release, as well as tools, consumables and aviation equipment for Vipline 10000, and for the successful and timely execution of the subject of procurement and the subsequent warranty and AOG (Aircraft on Ground) obligations (Part 1),

— possess the opportunity to provide the AOG (Aircraft on Ground) service with a rapid response team which at the request of the client can be deployed at a requested location within 24 hours to provide assessment and repair and return to landing ground ground aircraft Air Tractor AT-802A Fighter Bos as soon as possible, normally taking into account the nature of the problem and / or the damage that caused the landing of the aircraft and appoint a special contact person that will resolve any AOG needs on a 24/7 basis for a period of 12 months in order to provide c lovremena operation and assistance. The AOG team for rapid reaction should comprise at least 3 persons, specialized technical personnel in the following composition: minimum one engineer and at least 2 mechanics with valid licenses that include line and base maintenance of Aircraft type Air Tractor AT-802A Fare Bos and issuing authorization the Certificate release to service (CRS) (Part 1),

— to have employed or have engaged highly skilled and experienced Aircraft Pilot Air Tractor AT-802A Fighter Bos with valid pilot licenses and certificates of health capability and with significant experience in long distance flying and test flights. For a highly skilled and experienced pilot, each pilot who has a minimum of 300 hours of aircraft Air Tractor AT-802A Fighter Bos has performed at least 10 (ten) landings at a minimum of 4 (four) different international airports and has realized a minimum 2 flights at long distances by aircraft Air Tractor AT-802A Fare Bos in controlled international airspace for the past 3 years (Part 1),

— each employee or engaged by contract pilot of the economic operator must have an authorization from the Civil Aviation Agency of the Republic of Macedonia for conducting long journeys at controls.

Минимално ниво(а) на стандарди:

The economic operator shall prove the fulfillment of the minimum requirements of sub-item 2.5.1 by submitting:

— documents proving that in the past 3 years, it has delivered a successful service similar to the subject of procurement for at least 2 different aircraft operators Air Tractor AT-802. These documents are issued by operators of Air Tractor AT-802 which used a similar service to the subject of procurement (Part 1 and Part 2),

— EASA Certificate Part-145 Maintenance Organization registered in accordance with Annex II (Part-145) of the EU Regulation No. 2042/2003 or alternatively EU Regulation Nº 1321/2014 with approval for line and base maintenance of aircraft type Air Tractor AT-802A (Part 1),

— Document proving that Part-145 Technical maintenance organization has an online account to the aircraft manufacturer Air Tractor AT-802A Faber Bos related to established and uninterrupted engineering support and direct and unobstructed access to the updated database of Technical maintenance manuals, Service bulletins, Service letters and Service information letters for that type of aircraft. As proof, a document that is not older than 60 days is accepted and the aircraft manufacturer Air Tractor AT-802A Faber Bos confirms that the Economic operator has a registered and invoiced access to his database. Alternatively, the Economic operator may submit its own Statement that it has a registered and unobstructed access (online account) to the database of aircraft manufacturer Air Tractor AT-802A Firefly. In any case, the Economic operator submits an image (screenshot / screenshot) from the computer interface showing the access of the Economic operator to the manufacturer's database realized not more than 60 days before the deadline for submission of bids (Part 1),

— Certificate issued by the Civil aviation agency of the Republic of Macedonia with which Part-145 Organization for maintenance of the economic operator is approved for maintenance of aircraft, engines and components of Z3-registered Aircraft Air Tractor AT-802A Firefly. Alternatively, in the event that it does not possess the requested Certificate at all or expired, the Economic operator may submit his / her own statement confirming that the Certificate is a contractual obligation that must be met for Part-145 Organization for the maintenance of the economic operator may commence any operations related to the maintenance of aircraft, engines and components of Z3-registered aircraft Air Tractor AT-802A Fighter Bos (Part 1,

— statement that it has a warehouse (stock) stock (manufactured / approved by the manufacturer) Aircraft spare parts Air Tractor AT-802A Frame Boss which is a warehouse with a size that will ensure the proper storage of the spare parts necessary for smooth, successful and timely execution on the subject of procurement. A description and photographs from the warehouse with the spare parts as well as a material list of spare parts required for execution of the subject of procurement with a presentation of currently available / reserved quantities on the day of submission of the bid (Part 1 and Part 2),

— an agreement with which Part 145 the Technical maintenance organization will demonstrate direct and rapid access to the…

… Aircraft manufacturer Air Tractor AT-802A Fare Bos or other suitably registered entity with regard to providing technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 Certificate of authorized release, as well as tools, consumables and aviation equipment for that type of aircraft (Part 1),

… engine manufacturer PT6A-67A or another duly registered entity with regard to the provision of technical and professional support, spare parts accompanied by EASA Form 1 or FAA Form 8130 Certificate authorized commissioning, as well as tools, consumables and aviation equipment for that type of engine (Part 1),

… manufacturer of buoys, Wipeline 10 000 or another duly registered entity with regard to the provision of technical and professional support, original spare parts accompanied by EASA Form 1 or FAA Form 8130 Certificate authorized commissioning, as well as tools, consumables and aviation equipment for that type of swimmers (Part 1),

— statement that it has the opportunity to provide the AOG (Aircraft on Ground) service with a rapid response team which at the request of the client can be deployed at a requested location within 24 hours to provide assessment and repair and return to landing ground Aircraft Air Tractor AT-802A Fighter Bos as soon as possible, normally taking into account the nature of the problem and / or the damage that caused the landing of the aircraft. The statement should include contact details of a separate person who will resolve any AOG needs of the Contracting Authority on a 24/7 basis for a period of 12 months in order to ensure full-time operation and assistance. At the same time, the statement should include the names and qualifications of the members of the AOG team and the statement to include copies of their valid licenses covering line and base maintenance of aircraft type Air Tractor AT-802A Fare Bos, as well as a copy of the authorization for the issuing the Certificate Release to Service (CRS) (Part 1),

— statement for engaged highly skilled and experienced aircraft pilots Air Tractor AT-802A Faber Bos supplemented with valid pilot licenses, certificates of health capability and information on the realized total flight and gass realized in the last 3 years of the aircraft type Air Tractor AT-802A Fighter Bos (Part 1),

— for each employee or contracted pilot, a separate, separate valid authorization issued by the Civil aviation agency of the Republic of Macedonia, authorizing the operation of long distance flyovers in a controlled international airspace, as well as conducting test flights during piloting with Z3-registered aircraft Air Tractor AT-802A Faber Bos (Part 1).
