— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict,

— document for registered activity as proof that it is registered as a natural person or a legal entity for performance of the activity related to the subject of the public procurement contract or proof that it is part of and adequately professional association in accordance with the regulations of the country where it is registered.

Техничка и професионална способност:

— A copy of a certificate of performed registration issued by the Agency for Electronic Communications (AEC) confirming that the economic operator is registered in AEC as an operator of public telecommunication networks.

– The economic operator should submit a technical solution for the offered VPN service which will include the topology of the backbone network of the operator together with all Presentation points that perform packet switching based on labels, as well as the descriptive optical infrastructure and the manner of realization of the redundancy of the network.

– A statement of the economic operator that it possesses a system for registration and monitoring of obstacles through which the level of availability of the service is automatically determined on an annual level.

– In order to confirm the requirements regarding the performance of the data network, such as: response time, loss of packets and jitter between different presentation points distributed by cities, the Economic operator should submit historical statistics for fulfilment of these parameters from their own monitoring systems.

– A statement of the Economic operator that during its work, it has installed at least 100 VPN points through packet switching networks based on labels.

– At least 3 certificates for quality delivery of services for VPN data connection through a packet switching network based on labels, signed and certified by the Contracting Authority of the service in the last 3 years. If such certificates cannot be provided due to reasons that are not under the control of the economic operator, its statement for performed services would likewise suffice.

– A statement of the economic operator that it will provide the possibility for the initial network placement to be changed (adding of new lines and termination of the existing lines) according to the needs of the Contracting Authority.

– A statement of the Economic operator with a list of at least 2 hired persons and proof that they are hired by the Economic operator for the duration of the procurement, as well as submission of adequate valid certificates in the field of network technologies possessed by these persons: 2 persons certified for Cisco CCNP Routing & Switching or a certificate equivalent to this one.

– A statement that the economic operator will provide…

… user support 24 hours x 7 days a week on a free of charge telephone number.

– A statement of the Economic operator that it will provide the Contracting Authority with administrative access to the network equipment for connection, which is physically located at the Contracting Authority.

– A statement of the Economic Operator that it will provide the Contracting Authority with the access to the Applicative solution which will enable monitoring of the traffic through the link in real time, on a daily, weekly, monthly and annual basis, measurement of the performance of the links and diagnostics of the problems related to the terminal equipment.

– SLA (Service Level Agreement).

– Agreement on the level/quality of the service for data connection, which will mandatorily define: the service and the performance of the data network, the manner of reporting any obstacles in the service, the response time and the elimination of these obstacles,

— ISO 27001 standard for protection of user information or another equivalent standard,

– ISO 20000 standard for management of IT services or another equivalent standard,

– ISO 22301 standard for business continuity management that supports the provision of critical telecommunication services or another equivalent standard.
