In order to prove its personal condition the economic operator is obliged to submit the following documents:

— statement of the economic operator that in the past five years it was not rendered a final judgment for participation in criminal organization, corruption, fraud or money laundering,

— confirmation by a competent organ that a…

… bankruptcy procedure was not opened,

… liquidation procedure was not opened,

— confirmation for paid taxes, contributions and other public duties by a competent organ in the country where the economic operator was registered,

— certificate from the Registry of penalties for crimes committed by legal persons that…

… minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him,

… a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him,

— confirmation that a final judgment - prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.

Capacity for performing professional activity of economic operator:

Document for registered activity.

1) In order to prove its capacity for performing professional activity, the economic operator should be registered as natural or legal entity for performing the activity related to the public procurement subject or to be a member of a relevant professional association in accordance to the regulations of the country where it is registered. The economic operator shall prove the fulfillment of the minimum conditions of point 1 by submitting a document for registered activity as an evidence that it has been registered as legal or natural entity for performing the activity related to the public procurement subject or an evidence that it is a member of a relevant professional association in accordance to the regulations of the country where it is registered.

2) Evidence issued by a competent organ that it meets the special conditions for performing the activity prescribed by law, which relate to the contract subject. The economic operator should have a valid B license for construction of second category buildings. The economic operator shall prove the fulfillment of the minimum conditions of point 2 by submitting a valid License B for construction of second category buildings issued by the Ministry of Transport and Communications.

Економска и финансиска состојба:

The economic operator shall prove the meeting of the minimum condition by submitting a balance sheet certified by a competent organ, i.e. revised balance sheet, or excerpts of the balance sheet in cases when publication of balance sheet is prescribed by law in the country where the economic operator is registered.

Минимално ниво(а) на стандарди:

In order to qualify as capable of performing the subject public procurement contract from the aspect of its economic and financial condition, the economic operator should meet the following minimum conditions — not having a financial loss in the last 3 years.

Техничка и професионална способност:

The economic operator shall prove the fulfillment of the minimum conditions by

Submitting of:

1) M1/M2 Forms for minimum 15 (fifteen) employees.

2) Reference list of performed works in the last 3 years of same or similar type as the ones given in the procurement subject of the public announcement nº 19/2018 and submission of minimum 4 (four) contracts for performance of construction works.

3) The economic operator should submit a Statement that it has Certificates for attending training for occupational safety and health for all employees (pursuant to the valid Law on Occupational safety and health) and to enclose minimum 15 such certificates.

Минимално ниво(а) на стандарди:

In order to qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capacity, the economic operator should meet the following minimum conditions:

1) Minimum 15 (fifteen) employees.

2) Experience from previously performed works in the last 3 years of same or similar type as the ones given in the procurement subject of the public announcement nº 19/2018.

3) Implemented training for occupational safety and health for the employees (pursuant to the valid Law on Occupational Safety and Health).

In order to qualify as capable of performing the subject public procurement contract from the aspect of the quality system standards, the economic operator should meet – the economic operator should have Certificate for quality management system ISO 9001-2015. The economic operator shall prove the meeting of the subject standards by submitting – the economic operator should have and submit Certificate for quality management system ISO 9001-2015 issued by certified body or evidence that the subject standard is implemented/applied.
