The total length of the network is L = 5304,00 m'. From which in the stage one it is planned to perform a total of L = 2089,00 m' moreover, pipeline connectors (К2, К3, К5, К7, К9, К11, К14, К16, К19, К20, К22, К23, К28, К30, К32, К34, К36, К37, К41, К43, К44, К46, К48, К50 и К56), in the stage 2 it remains to perform L = 3215,00 m'.

Краток опис:

The depth of the network ranges from 1,60 — 4,50 m' (excluding a small part where the depth ranges from 4,5 to 5,25m', there is a small elevation of the terrain and it is designed so as to avoid the installation of a pumping station) and width of the ditch equals 0,80 m.

At the locations of connection, turning, delevelling and positive distance there are designed revision manholes, product of the “Karpos” AD Factory, Skopje – old type 1000 mm.

In total, 168 manholes are designed – in the stage one 63 manholes, in the stage two 105 manholes for the purpose of unifying the performance, the division of two types has been made: type I and type II.

Due to small flows, the small and large falls and speeds it is expected a deposition of solid matter from the wastewater. For the periodical rinsing of the sewage network, a rinsing manhole with a volume of 2,64 m

Information and formalities necessary for evaluating if the requirements are met: Together with the tender,the economic operator shall submit accompanying documentation proving the following: personal status, capability for professional activity performance.

The contracting authority shall exclude from the procedure for public procurement contract awarding.

Every economic operator:

— against which sentence for participation in criminal organisation, corruption, fraud or money laundering has been passed by means of effective court decision for the last 5 years,

— against which secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed,

— against which secondary penalty of temporary or permanent prohibition to perform certain activity has been passed,

—— which is subject to bankruptcy or liquidation procedure,

—— who has unpaid taxes, contributions and other public charges, except where economic operator has been approved delayed payment of taxes, contributions and other public charges in accordance with specific regulations and these are paid on regular basis,

— against whom misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition to perform activity has been passed, and who has given false data or failed to deliver the data requested by the contracting authority.

To prove their personal status, economic operators shall submit the following documents:

— statement by the economic operator that no sentence for participation in criminal organisation corruption,fraud or money laundering has been passed against it by means of effective court decision for the last 5 years,

— certificate that no bankruptcy procedure has been initiated against it by the competent authority,

— certificate that no liquidation procedure has been initiated against it by the competent authority,

— certificate for paid taxes, contributions and other public charges by the competent authority of the country in which the economic operator has been registered,

— certificate from the Registry of Penalties for perpetrated crimes for legal persons that no secondary penalty…

… prohibition to participate in public calls, contracts for public procurement and contracts for public/private partnership awarding has been passed,

… temporary or permanent prohibition to perform certain activity has been passed,

— certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective Court decision.

The statement by the economic operator that no sentence for participation in criminal organisation, corruption,fraud or money laundering has been passed against it by means of effective court decision for the last 5 years,shall be prepared and signed by the economic operator itself and it does not have to be certified by Competent authority.

Certificates that no bankruptcy procedure or liquidation procedure has been initiated, as well as certificates from the Registry of Penalties for perpetrated crimes, shall be issued by the competent authorities in the country where the economic operator is registered.

Certificate for paid taxes, contributions and other public charges shall be issued by the competent authority of the country in which the economic operator has been registered.

Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision, shall be issued by the competent authority of the country in which the economic operator has been registered.

The above mentioned documents shall not be older than 6 (six) months counted from the deadline for tenders.

Submission backwards.

If the country in which the economic operator has been registered does not issue the above.

Mentioned documents or they do not include all above listed cases, the economic operator may submit a:

— statement certified by the competent authority capability to perform professional activity.

To prove their capability for performance of professional activity, the economic operators shall submit document:

— For registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration.

Economic operator should submit license B for engineering of structures of second category in accordance with Article 57 of the Law on Building.

Техничка и професионална способност:

— list of works carried out in the last 5 years by attaching a copy of at least 2 (two) implemented contracts (agreements) for the subject area in the last 5 years, the value of one of which is not less than 15 000 000,00 MKD,

— with the contracts (agreements) to be submitted certificates for satisfactory performance of the works issued by the investor. The certificates should contain the value, time and location of performing the works (and if they do not contain, it is required to submit a document for commissioning that contains the requested information),

— statement for engaged technical staff regardless of whether they engaged directly to the economic operator or are engaged with a contract, with submission of B license for performance for civil engineers and,

— statement of at least one person engaged with a certificate from the area of occupational health and safety regardless of whether he/she is engaged directly to the economic operator or is engaged with a contract, with the submission of the certificate for passed professional exam.

Минимално ниво(а) на стандарди:

— The bidder must have implemented a minimum of 2 (two) contracts in the last 5 years in the subject area, of which the minimum value of one implemented contract should not be lower than 15 000 000,00 MKD,

— The bidder has employed or hired (engaged) at least…

… 2 civil engineers with B license for performance,

… one person with a certificate from the area of occupational health and safety.

Потребни депозити и гаранции:

As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation)at an amount of at least 3 % of the total value of the tender without VAT included.

More information on the requested bank guarantee is available in the tender documentation.

The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision.

Of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 10 % of the contract value.
