— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public/private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict,

— Document for registered activity.

“A” License for 1st category constructions.

Економска и финансиска состојба:

— balance sheet verified by a competent body, i.e. audited balance sheet, or extracts from the balance sheet, in cases when the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered — extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent body, i.e. an audited profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract and for maximum of the last 3 financial years for which such information is available depending on the date when the enterprise was established or commenced with operation and depending on the availability of such information. Foreign legal entity should submit an audit report, valid and issued by a foreign recognised institution registered for performing audit, which should contain data on the total economic operation for the foreign bidder in the last 3 years and it must be translated in Macedonian language

Минимално ниво(а) на стандарди: Total income of min. 45 000 000 MKD in the last 3 years
Техничка и професионална способност:

— list of completed works from the area of construction of roads in the last 3 years, copy of minimum 2 realized contracts by enclosing certificate for satisfactory construction of the works, certificates including value, time and location of the performance of the works and findings whether the works were performed in line with the business rules and whether they were properly completed,

— list of performed works including construction of sewage, constructed in the last 5 years by enclosing certificate for satisfactory construction of the works, certificates including value, time and location of the performance of the works and findings whether the works were performed in line with the business rules and whether they were properly completed,

— educational and professional qualifications of the key technical staff responsible for contract implementation (M1/M2 templates/certificate from competent institution, CVs, Authorizations for each member of the key technical staff, photocopy of University Diploma and/or High School Diploma, photocopy of the document certifying acquired vocational title – construction technician to be enclosed).

Statement for hired and available key staff at the construction site, regardless whether they are employed at the economic operator. In case when there is a staff not employed at the economic operator, statement should be submitted by the respective person expressing consent to be hired for the realization of the contract.

Statement regarding the technical equipment at the disposal of the economic operator for performance of the respective works; and — notice for the elements of the contract the economic operator intends to assign to another subcontractor.

Минимално ниво(а) на стандарди:

— minimum 2 (two) contracts for construction of…

… streets and/or roads in the last 3 (three) years,

… facilities of hydro technical infrastructure in the last 3 (three) years.

The economic operator should have the following minimum technical staff:

— 1 (one) graduated civil engineer for roads and railways with Authorization "A" for construction of facilities,

— 1 (one) graduated civil engineer for performing hydro technical works with Authorization "A" for construction of facilities,

— 1 (one) surveyor with minimum 5 (years) working experience,

— 1 (one) construction technician – laboratory technician with minimum 5 (five) years working experience.

The economic operator should possess the following equipment: the economic operator should prove that it possesses, by means of Leasing Contract, Procurement Contract or acquired in another manner, the following minimum key equipment in entirely functional condition and must prove that, based on the known arrangements, such equipment will be available throughout the entire period for realization of the proposed contract:

— minimum 3 (three) tipper trucks,

— minimum 1 (one) road grader,

— minimum 2 (two) submersible pumps,

— minimum 1 (one) vibratory rammer,

— minimum 1 (one) vibratory roller (steel),

— minimum 1 (one) roller (rubber),

— minimum 1 (one) wheel excavator,

— minimum 1 (one) tracked excavator,

— minimum 2 (two) earth excavators,

— minimum 1 (one) finisher — Laboratory for current control examinations – asphalt base.

Извршување на договорот
Потребни депозити и гаранции:

Tender bid bank warranty: Yes [3 %] of bid value.

Bank Warranty for high-quality enforcement of the Contract: Yes [15 %] of contract value.

Правна форма што треба да ја преземе групата економски оператори на која ќе се додели договорот:

Contracting Authority will not require from the group of economic operators to associate in a specific legal form for the purpose of executing the contract.
