— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Економска и финансиска состојба:

Report on the profit and loss account certified by a competent authority, that is, revised profit and loss account or excerpts from the report on the profit and loss account in cases where the publication of the profit and loss account is prescribed by law in the country where the economic operator is registered — copy of the overall turnover of the company (data from the profit and loss account issued by a competent authority, that is, revised profit and loss account) and, where appropriate, of the turnover in the field covered by the public procurement contract, and most notably for the last 3 (three) financial years for which such information is available, depending on the date on which the enterprise was established or started working and depending on the availability of such information. *A foreign legal entity should submit an audit report that should be positive and issued by a foreign reputable institution registered for auditing that should contain data on the total economic operation of the foreign bidder in the last 3 years and it must be submitted in Macedonian.

Техничка и професионална способност:

— a list of performed works in the field of…

… road construction that have been carried out in the last 5 (five) years, a copy of a minimum of 3 (three) realized contracts with the submission of a certificate for satisfactory performance of the works, certificates including the value, time and location of the works and indications that the works were performed in accordance with the rules of business and whether they were properly completed,

… sewage construction, which have been carried out in the last 5 (five) years by submitting a copy of the contracts and a certificate for satisfactory performance of the works, certificates including the value, time and location of the works and indications that the works were performed in accordance with the rules of business and whether they were properly completed,

— educational and professional qualifications of the key technical staff responsible for the implementation of the contract (additionally, to submit M1/M2 forms /certificate from the competent institution, CV-short biography, certificates of authorization for each member of the key technical staff, photocopy of a diploma for completed higher and/or secondary education, photocopy of a document for acquired title of construction technician),

— a statement for hired and available key staff on the construction site irrespective of whether they directly belong to the economic operator. If the staff does not belong to the economic operator, a statement from the person should be submitted in which he states that he agrees to be hired for the realization of the contract,

— a statement on the technical equipment that the economic operator has at its disposal for performing the particular works, and

— reporting on the elements of the contract that the economic operator intends to subcontract to a subcontractor.

Минимално ниво(а) на стандарди:

— 3 (three) contracts for performed works in the field of…

… road construction in the last 5 (five) years, out of which at least one contract should be worth 10 000 000 MKD (VAT excluded),

… sewage construction in the last 5 (five) years, out of which at least one contract should be worth 1 000 000 MKD (VAT excluded).

The economic operator should have the following minimum technical staff 1 (one) head of construction — graduate civil engineer with category A certificate of authorization for performance in the field of construction with experience in road construction of minimum 3 years,

— 1 (one) graduate civil engineer with category A certificate of authorization for performance in the field of construction with experience in sewage construction of minimum 3 (three) years,

— 1 (one) construction technician — laboratory assistant with experience of minimum 5 (five) years as a laboratory technician in construction,

— 1 (one) surveyor, with a working experience in the field of civil engineering of minimum 3 (three) years. The economic operator should have the following equipment at its disposal:

The economic operator should prove that it owns or that through the Lease Agreement, the Leasing Contract, the Procurement Contract or other means it has provided the following minimum essential equipment in full working order and must prove that on the basis of the known engagements it will be available for the entire duration of the implementation of the proposed contract,

— 1 (one) caterpillar excavator,

— 1 (one) wheel excavator,

— 1 (one) backhoe loader,

— 5 (five) dump trucks,

— 1 (one) vibrating roller of minimum 9 tons

– 1 (one) tamping rammer

— 1 (one) finisher with electronic control of the iron

— 1(one) roller (steel) for asphalting

— 1 (one) roller (rubber) for asphalting — laboratory for ongoing control analyses.
