— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, contributions and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict,

— Document for registered activity.

Standards for quality systems: ISO 9001:2015

Економска и финансиска состојба:

— balance sheet statement, verified by the competent authority, or audited balance sheet, or extracts from the balance sheet statement in cases when the publishing of the balance sheet is prescribed by law in the country where the economic operator is registered,

— extract from the overall turnover of the enterprise (data from the income statement issued by the competent authority, or audited income statement), and where appropriate, turnover in the field covered by the public procurement contract, maximum for the last 3 financial years for which such information is available, depending on the date when the enterprise was established or commenced its operations, and depending on the availability of such information,

— *Foreign legal entity should submit an audit report that should be positive and issued by a reputable foreign institution, registered for auditing, which audit report should contain information on the overall economic operations of the foreign bidder in the last 3 years, and such audit report should be submitted translated into Macedonian.

Минимално ниво(а) на стандарди: Total income of min. 51 000 000 MKD in the last 3 years.
Техничка и професионална способност:

Necessary documents for proving the technical or professional capability of the economic operator:

— list of works performed in the last 5 years, by enclosing a copy of the implemented contracts and confirmation for satisfactory performance of the required implemented contracts defined in item 2.5.1, including the values thereof, time and location of performing the work and statements whether the work was performed in accordance with the rules of business operations and whether they have been regularly completed,

— educational and professional qualifications of the technical staff, enclosed should be submitted short biographies (CV) with specified experience (from month/year to month/year) for each person (with data on the duration of the engagement, description of the facility, category of the facility, description of the engagement), diploma for completed education, appropriate Authorization A (for Head of construction) and Statement from each of the proposed candidates for key personnel for the veracity of the data provided in the submitted short biography (CV),

— statement on engaged and available technical staff on the construction site for the entire duration of the contract regardless if the staff is employed by the economic operator, and if the relevant technical staff at the construction site is not employed by the economic operator, to prove their availability,

— statement on possession of technical equipment and the professional capacity of the economic operator and other potentials available to the economic operator for performing the specific work and assuring the quality thereof,

— proof that the economic operator has its own, or through a Rent contract, Lease contract, Procurement Contract, or in another manner has provided the minimum key equipment from item 2.5.1 in full working condition and the economic operator has to prove that, based on the known engagements, such key equipment would be available for the entire period of implementation of the proposed contract,

— notification on the elements of the contract that the economic operator intends to cede to a subcontractor.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and professional status of the economic operator:

— the economic operator to have signed and implemented minimum 1 (one) contract for performed same or similar work in the last 5 (five) years – where the minimum value of 1 (one) signed and implemented contract for performed same or similar work in the last 5 (five) years to equal minimum 17 000 000,00 MKD.

The economic operator should have available the following technical staff:

— 1 (one) Head of construction – electric engineer with Authorization A for construction of facilities of first category,

— 1 (one) surveyor with minimum 5 (five) years of working experience.

* For each of the specified technical staff for the construction site, the economic operator shall submit CV, the required authorization and a photocopy of the Diploma from completed university education. Furthermore, the economic operator should submit a Statement on the availability of the specified technical staff at the construction site during the entire period of contract validity, regardless if the personnel is employed with the economic operator or not.

The economic operator should have at their disposal the following equipment, which the economic operator should prove to possess or through a Rent contract, Lease contract, Procurement Contract, or in another manner has provided the following minimum key equipment in full operational condition and the economic operator has to prove that, based on the known engagements, such equipment will be available during the entire period of validity of the proposed contract:

— minimum 1 (one) excavator,

— minimum 1 (one) backhoe loader,

— minimum 2 (two) tipper trucks,

— minimum 1 (one) crane truck for mounting poles – candelabra with height of 10 meters,

— minimum 1 (one) lift basket truck for heights of minimum 9 meters,

— minimum 1 (one) Vibratory Rammer.
