In order to prove its personal status, the economic operator should submit the following documents:

— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public/private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

In order to prove the capability for performing professional activity the economic operator should submit a document for registered activity – construction/civil engineering — DRA template, as a proof that it has been registered as a natural person or legal entity for performing the activity related to the subject of the public procurement contract or a proof that it belongs to the appropriate professional association in accordance with the regulations of the country where the economic operator is registered and A or B license for performance of 1 or 2 category constructions pursuant to the law on construction.

Економска и финансиска состојба:

Necessary documents for proving the economic status of the economic operator:

— balance sheet verified by a competent body, i.e. an audited balance sheet, or extracts from the balance sheet, in cases when the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered, for the past three years — 2015, 2016 and 2017,

— extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent body, i.e. an audited profit and loss account) for the past three years 2015, 2016 and 2017 and where appropriate, from the turnover in the area covered by the public procurement contract and for maximum of the last three financial years for which such information is available depending on the date when the enterprise was established or commenced with operation and depending on the availability of such information.

— statement from the economic operator certifying that the minimum total asset revenue for the past 3 years, in the amount of 1 200 000 000,00 MKD is from the area of construction.

Minimum criteria for determining the economic and financial status of the economic operator:

— The minimum total asset revenue for the past 3 years (2015, 2016 and 2017) should not be less than 1 200 000,00 MKD in the area of construction.

Техничка и професионална способност:

Necessary documents for proving the technical or professional capability of the economic operator:

— contracts for construction of facilities of category 1 and/or 2 – building construction – residential and business facilities (not taking into consideration economic, industrial and such facilities), implemented in the last 5 years (the contracts should apply to fully constructed facilities, not just the construction of certain phases of the respective facility),

— certificates (recommendations) for high-quality and timely completed works on facilities of category 1 and/or 2 – building construction – residential and business facilities, issued by previous investors for the submitted contracts,

— listing issued by the employment agency for employing persons qualified to perform the activity related to the subject of the public procurement contract (civil engineering – engineering staff, technicians and construction workers), at the time of submitting the bid and listing issued by the employment agency for employing persons qualified to perform the activity related to the subject of the public procurement contract (civil engineering – engineering staff, technicians and construction workers), from the last three months,

— statement from the economic operator for the minimum required professional personnel to be engaged for the implementation of the subject of the procurement, specified with name and surname and to submit the following:

— M1/M2 form for the professional personnel to be engaged for the implementation of the subject of the procurement,

— authorization A or B for construction for the professional personnel to be engaged for the implementation of the subject of the procurement,

— diploma for completed construction course for civil engineers with university degrees,

— statement from the economic operator that it has available minimum 250 (two hundred and fifty) employees or hired persons at the moment of bid submission, of whom at least 150 qualified persons for performance of the activity related to the public procurement contract, with proof provided in continuity in the past 3 (three) months (civil engineering). The statement should specify that 50 % of the qualified workers who should be hired and appointed for performance of the activity related to the public procurement contract at the respective facility, and the said statement should specify the persons who are going to be engaged to perform the activity related to the public procurement contract, their professional education (civil engineer, mechanical engineer, technicians, highly qualified workers, workers, etc.),

— statement regarding the elements of the contract that the economic operator intends to cede to subcontractor(s) and data on such subcontractor(s) (company name, headquarters, unique tax ID number, etc.), as they comply with the conditions for performing the work, prescribed by the law on construction,

— statement verified by notary public specifying that if the economic operator is awarded the public procurement contract, the facility up to phase basic construction, it would be built by the bidder (without ceding the work to subcontractors). (The statement verified by notary public shall be also signed electronically with a digital certificate by the economic operator.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and professional status of the economic operator:

The bidder should have realized contracts for construction of facilities of 1 and/or 2 category — buildings — housing and business facilities, in the past 5 years of the list with total built net surface of minimum 25 000,00 m

The bidder should possess certificates (recommendations) for qualitative and timely performance of the works, of 1 and/or 2 category facilities — buildings — housing and business facilities, in the past 5 years, issued by former investors for the submitted contracts.

Minimum professional staff hired for the realization of the procurement subject, listed by their name and surname, as follows:

— 3 (three) graduated engineers architects, who possess A and/or B authorization for construction,

— 2 (two) graduated civil engineers – construction department, who possess A and/or B Authorization for construction,

— 2 (two) graduated mechanical engineers, who possess A and/or B authorization for construction,

— 1 (one) graduated electrical engineer, who possesses A and/or B authorization for construction,

— 1 (one) graduated engineer – geotechnical department, who possesses A and/or B authorization for construction,

— 1 (one) expert for protection at work.

Minimum 250 (two hundred fifty) employees or hired persons at the moment of bid submission, of whom at least 150 qualified persons for performance of the activity related to the public procurement contract, with proof provided in continuity in the past 3 (three) months (civil engineering). Minimum 50 % of the qualified workers should be hired and appointed for performance of the activity related to the public procurement contract at the respective facility.

— the initial phase of building the facility should be performed by the bidder (it must not be performed by subcontractor).
