— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquidation procedure has been initiated by a competent authority,

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,

… temporary penalty or permanent ban on the performance of particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction – ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict.

Documents necessary to prove the technical and professional capability of the economic operator:

The economic operator shall prove the fulfillment of the minimum requirements of subitem 2.4.1 by submitting:

— List of projects realized in the last 3 years for development and implementation of web solutions of the same or similar nature as the subject of procurement, with values, dates, buyers (contracting authorities or economic operators), providing a certificate of performed deliveries issued by the recipients or, if such certificates can not be provided for reasons outside the control of the economic operator, only with his statement on the performed deliveries,

— Statement from the economic operator that he has the necessary technical staff for the duration of the contract, namely:

—— At least 1 (one) technical person for the position of engineer for…

… developing web solutions (Front-End Developer), with higher education in the field of technical sciences or equivalent, with minimum 5 (five) years working experience,

… development of databases, with higher education in the field of technical sciences or equivalent, with a minimum of 5 (five) years working experience,

—— At least 2 (two) technical persons for the position of engineer for development of application software (Back-End Developer), with higher education in the field of technical sciences or equivalent, with a minimum of 5 (five) years working experience,

—— At least 1 (one) Certified technical person for the position of Spatial database management expert, with higher education in the field of technical sciences or equivalent, with a minimum of 7 (seven) years work experience, with the attached certificate "Enterprise geo-database management professional" or equivalent, issued by the manufacturer of the ArcGIS Platform,

—— At least 1 (one) certified technical person for…

… position of WEB GIS programmer, graduated engineer in electrical engineering / IT engineer or equivalent, with a minimum of 5 (five) years of working experience, with an attached certificate "WEB Application Developer Associate" or equivalent, issued by the manufacturer of the ArcGIS Platform,

Minimum criteria needed for establishing the technical and professional condition of the economic operator:

In order to qualify as capable to perform the subject public contract on procurement from the aspect of its technical or professional capability, the economic operator has to fulfill the following minimum requirements:

— The economic operator to have realized in the last 3 years at least 2 contracts for development and implementation of web solutions of the same or similar nature as the subject of procurement:
