— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Licence “A” for supervision of building construction for first category.

Економска и финансиска состојба:

Balance sheet verified by a competent body, i.e. audited balance sheet, or extracts from the balance sheet, in cases when the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered — extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent body, i.e. an audited profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract and for maximum of the last 3 financial years for which such information is available depending on the date when the enterprise was established or commenced with operation and depending on the availability of such information. Foreign legal entity should submit an audit report, valid and issued by a foreign recognised institution registered for performing audit, which should contain data on the total economic operation for the foreign bidder in the last 3 years and it must be translated in Macedonian language.

Минимално ниво(а) на стандарди:

The average revenue used as average of the total revenue for the last 3 (three) years must be over 5 000 000,00 MKD.

Техничка и професионална способност:

List of main services of the bidders or candidates provided within the past 3 (three) years, with values, dates, service user, location, by providing a copy of the contracts or certificates for the performed services issued by the service recipients or, if such certificates cannot be provided due to reasons beyond the control of the economic operator, only its Statement on the performed services.

— proof that the economic operator has international engineers/consultant and/or experts at its disposal with recent experience in working with construction projects with similar size and volume as this Project, or to be more precise engineers/consultants and/or experts having experience with working on international project (funded by international financial institution) as supervisors of project with minimum value of 6 000 000,00 EUR, in the last 3 (three) years (2015, 2016 and 2017).

— statement of the economic operator on the number of regularly employed staff (enclosed M1/M2 forms or certificate by a competent institution and A authorizations for supervision for the necessary number of civil engineers),

— statement on the hired key technical staff, regardless of whether they are employed at the economic operator. In case when there is a staff not employed at the economic operator, statement should be submitted by the respective person expressing his/her consent to be hired for the realization of the contract,

— educational and professional qualifications of the professional staff of economic operator, and especially the technical staff responsible for providing the particular service. Short CV (Curriculum Vitae) to be submitted for each and every one of the offered technical staff, certificate for finished education and corresponding supervision authorization and statement on hired and available technical staff, regardless of whether these persons are employed at the economic operator for the entire contract duration,

— Information on the elements of the contract that the economic operator intents to assign to a subcontractor.

Минимално ниво(а) на стандарди:

Minimum criteria for determining the technical and professional status of the economic operator:

The economic operator should have realized minimum 3 (three) contracts as a supervisory body for first category buildings in the last 3 (three) years. The economic operator should have international engineers/consultant and/or experts at its disposal with recent experience in working with construction projects with similar size and volume as this Project, or to be more precise engineers/consultants and/or experts having experience with working on international project (funded by international financial institution) as supervisors of project with minimum value of 6 000 000,00 EUR, in the last 3 (three) years 2015, 2016 and 2017). The economic operator should have regularly employed 2 (two) civil engineers with A authorization for supervision of constructions from the construction area. Key technical staff included in the contract realization:

A) Key staff:

A.1) Chief Supervisor, should meet the following minimum criteria:

— professional qualification: BSc in Civil Engineering,

— at least 5 (five) years working experience as supervisor during construction of similar facilities (roads, water supply or sewage infrastructure),

— A authorization for supervision of constructions from the construction area issued by a competent body,

A.2) Assistant Supervisor for construction works on roads should meet the following minimum criteria:

— at least 5 (five) years working experience as supervisor during constructions (roads and streets),

— “A” authorization for supervision of constructions from the construction area issued by a competent body,

A.3) Assistant Supervisor for hydro-technical works should meet the following minimum criteria:

— at least 5 (five) years working experience as supervisor during constructions (water supply or faecal sewage),

— “A”authorization for supervision of constructions from the construction area issued by a competent body,

A.4) Assistant Supervisor for electro-technical works should meet the following minimum criteria:

— professional qualification: BSc in Electrical Engineering,

— at least 5 (five) years working experience as supervisor of the construction of electro-technical facilities,

— “A” authorization for supervision issued by a competent body,

B) Auxiliary staff:

B.1) Surveyor:

— at least 5 (five) years working experience as surveyor in the construction of facilities from the construction area of same or similar nature,

B.2)Technical Lab Assistant for materials:

— at least 5 (five) years working experience as Lab Assistant in the construction of facilities from the construction area of same or similar nature – availability and engagement of the team of experts (key and auxiliary staff) included in the realization of the contract for the entire duration of the contract, regardless of whether they are employed at the economic operator, and if the specified team of experts is not employed at the economic operator, proof must be submitted for the availability of such team.
