In order to prove its personal status, the economical operator should submit the following documents:

— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering,

— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquidation procedure has been initiated by a competent authority,

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,

… temporary penalty or permanent ban on the performance of particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction – ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with the effective verdict.

Capability for performing professional activity of the economical operator:

Document for registered professional activity

In order to prove his capability to perform professional activity, the economic operator needs to submit:

— document for registered professional activity as a proof for registration as a physical person or legal entity for performance of the activity related to the subject of the contract on public procurement or a proof of belonging to a related professional association in accordance with the regulations of the country of registration.

Proof issued by a competent authority that he meets the special conditions for performing the activity prescribed in accordance with the law relating to the subject of the contract, namely:

— decision/work permit (security for property and persons) issued by the Ministry of the interior of the Republic of Macedonia.

Техничка и професионална способност:

The economic operator proves the fulfilment of the minimum conditions by submitting:

— evidence that he has 8 patrol vehicles, the economic operator that will submit a bid should also submit separately for each vehicle – traffic license, purchase agreement, invoices, leasing contracts, inventory list or other evidence confirming that the bidder has available 8 patrol vehicles, as well as a list of all the vehicles for which the economic operator has submitted proof of disposal, where the list should also contain the following data: the brand and type of the vehicle and registration number,

— confirmation from the Chamber for securing property and persons of R. Macedonia for a minimum of 80 (eighty) official IDs issued,

— proof that the agency has at least 25 radios and central monitoring (inventory list, invoices etc.),

— excerpt from the Employment agency of R. Macedonia or an engagement contract as evidence that the economic operator has at least 80 employees or engaged persons, and for said employees the economic operator should submit а statement from the Employment agency of R. Macedonia, and for the hired persons should submit a contract of engagement – a temporary service contract,

— a valid collective insurance policy for the economic operator’s employees or engaged persons, as proof that they are insured against injury at the workplace.

In order to qualify as capable of performing the subject contract on public procurement in terms of his technical or professional capability, the economic operator needs to meet the following minimum requirements:

— the economic operator needs to dispose with at least…

… 8 patrol vehicles,

… 80 official IDs issued by the Chamber for securing property and persons of R. Macedonia,

— the economic operator should have a central monitoring (on-duty operating system) and at least 25 radios,

— the economic operator should have at least 80 employees or engaged persons,

— the economic operator should be provided with insurance against injury at the workplace for the employees or engaged persons.
