Statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in criminal organsation, corruption, fraud or money laundering; - Certificate that it is not subject to bankruptcy procedure issued by competent authority; - Certificate that it is not subject to liquidation procedure issued by competent authority; - Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established; - Certificate from the register of penalties for committed criminal acts of legal entities that a minor penalty ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed. - Certificate from the register of penalties for committed criminal acts of legal entities that a minor penalty temporary or permanent ban on performing certain activity has not been imposed. - Certificate that it has not been announced any sanctions for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity.

— Document proving a registered business,

— Tenderer (Bidder) is required to possess Certificate A for construction of first (I) category structures, issued by the competent institution in the country as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18); or, for foreign economic operators, a Certificate issued by the authority responsible for operations in the area of spatial planning/management according to Article 42 of the Construction Law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18) (applies to each member of the group in case the tender is submitted by a group of economic operators – JV).

Економска и финансиска состојба:

— Total revenues of 30 000 000 denars in the last three years (aggregate amount for 2015, 2016 and 2017).

The economic operator shall prove that he meets the requirements for Economic and financial status by furnishing the following:

— Copy of balance sheet report and data of 2015, 2016 and 2017 income statements, verified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered,

— In cases of Foreign Tenderers: If balance sheet report and income statement were not issued for 2015, 2016 and 2017 and verified by a competent authority, the requirement is to furnish copies of auditors’ reports of the Foreign Tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services.

Auditor reports should contain data about the overall economic operation of the Foreign Tenderer, from which the required income amount for the last three years can be seen.

Техничка и професионална способност:

Notification on contract items that the economic operator intends to subcontract to third parties, if any.

а) Key Personnel (Staff)

Minimum 1 (one) B.Sc. in Electrical Engineering, who possesses Certificate A for works in the field of electrotechnics, and has work experience of minimum 5 years;

Minimum 2 (two) employees with high-school degree in electrical engineering (electrical…

… mechanic or electrical fitter);

Minimum 2 (two) employees who have completed training in…

… crane/hoist operating;

… working at heights;

The individuals proposed to carry out the subject of the contract shall be available for the contracting authority at all times of the Contract duration;

The individuals proposed to be key staff are required to possess a Certificate of completed training in Occupational Safety and Health.

b) Equipment

The tenderer is required to either possess or secure an access (by renting, leasing, procurement contract, etc.) to the below specified key equipment that shall be fully operational, and is required to demonstrate that, based on the known commitments, it shall be available during the realisation of the proposed contract.

For the equipment that is not in his ownership, the tenderer shall submit valid evidence as per the article 154 of the Public Procurement Law that this equipment and facilities are at his availability throughout the duration of the Contract.

Minimum 2 (two) light freight vehicles - pickup truck or transporter (closed type);

1 (one) auto-bucket machines for raising over 13 m for performing mounting and connecting transformers on posts, replacing lights on street lamps, etc.;

1 (one) truck with a crane for lampposts mounting;

1 (one) earth excavating machine – trencher;

1 (one) mobile crane – aerial work platform (AWP) for performing works at height inside tunnels;

1 (one) vibratory (tamping) rammer;

LED lights to be used for lighting are required to have lifetime of 60 000 hours from the moment when they are mounted.

The economic operator shall prove that he meets the requirements of Technical and professional competence by submitting the following:

— Notification about contract items that the economic operator intends to subcontract to third parties.

— For minimum 1 (one) B.Sc. in Electrical Engineering, who possesses Certificate A for works in the field of electrotechnics, and has work experience of minimum 5 years, the following evidence is to be submitted:

— copy of the diploma/proof of completed required education,

— copy of Certificate A for works in electrotechnics issued by competent national authorities, as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/2009, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 30/16, 31/16, 39/16 и 71/16, 103/16, 132/16 and 35/18),

— copy of proof of employment or respective evidence of engagement as per the valid Procurement Law,

— completed short biography form for the proposed candidate, which is an integral part of the tender documents,

— For minimum 2 (two) employees with high-school degree in electrical engineering (electrical mechanic or electrical fitter):

— copy of the diploma/proof of completed required education (or proof of respective additional education as required),

— For minimum 2 (two) employees with high-school degree in electrical engineering (electrical technician):

— copy of proof of employment or respective evidence of engagement as per the valid Procurement Law.

For minimum 2 (two) employees who have completed training in crane operating:

— Copy of Certificate for completed training in working as crane operators,

For minimum 2 (two) employees who have completed training in working at heights

— Copy of Certificate for completed training in working at heights,

— — Statement by the economic operator that the individuals proposed to carry out the subject of the contract shall be available for the contracting authority at all times of the Contract duration.

— — For all the individuals proposed for key staff, the economic operators is required to submit a copy of certificate about completed training in Safety and Health at Work.

— — For 2 (two) light freight vehicles - pickup truck or transporter (closed type):

Proof of ownership or proof of secured access according to Article 154 of the Public Procurement Law, as well as a Statement that they are operational;

Copy of vehicle registration card proving that the vehicles have valid registration.

— — For 1 (one) auto-bucket machines for raising over 13 m for p performing mounting and connecting transformers on posts, replacing lights on street lamps, etc:

Copy of vehicle registration card proving that the vehicles have valid registration;

Report on performed testing of technical accuracy as per the Technical Inspection Law and reference number received by the Technical Inspection at the Ministry of Economy.

— — For 1 (one) truck with a crane for lampposts mounting:

Proof of ownership or proof of secured access according to Article 154 of the Public Procurement Law, as well as a Statement that it is operational;

Copy of vehicle registration card proving that the vehicle has a valid registration.

— — For 1 (one) earth excavating machine – trencher:

— Proof of ownership or proof of secured access according to Article 154 of the Public Procurement Law, as well as a Statement that it is operational,

— Report on performed testing of technical accuracy as per the Technical Inspection Law and reference file number received by the Technical Inspection at the Ministry of Economy.

— — For 1 (one) mobile crane – aerial work platform (AWP) for performing works at height in tunnels:

— Proof of ownership or proof of secured access according to Article 154 of the Public Procurement Law, as well as a Statement that it is operational.

— — For 1 (one) vibratory (tamping) rammer:

— — Completed Statement and verified by a Notary Public, that the LED lights to be used for lighting have lifetime of 60 000 hours from the moment when they are mounted (Statement is enclosed to the tender documents).
