— Statement of economic operator that in the last 5 years there was no effective convictionfor participation in criminal organization, corruption, fraud or money laundering,
— Certificate that any competent authority has initiated no open
bankruptcy procedure,
liquidation procedure,
— Certificate for paid taxes, contributions and other public paymentsby competent authority in the country where the economic operator has been registered in,
— Certificate from the Register of penalties for crimes committed by legal persons that there is no minor penalty that prohibits participation in procedures for public announcement, awarding contracts on public procurements and contract for public-private partnership

— Certificate from Register of penalties for crimes committed by legal persons that there is no effective conviction for temporary or permanent prohibition to perform certain activity
— Certificate that there is no effective conviction by which infringement sanction has been imposed on — interdiction for professional activities, activities or duties, i.e. temporary interdiction of separate activity realization.

Економска и финансиска состојба:
— Balance Sheet certified by competent authority i.e. audited Balance Sheet or extracts from the Balance Sheet in cases when the publication of the Balance Sheet is stipulated by law in the country of registration of the economic operator,
— extract from the overall turnover of the enterprise (data from the Profit and Loss Account issued by competent authority i.e. audited Profit and Loss Account) and where appropriate, from the turnover in the area covered by the public procurement contract for the last 3 financial years maximum, for which such information is available, depending on the date on which the enterprise has been established or commenced with operation and depending on the availability of such information – evidence for relevant insurance for compensation in professional risk.

Минимално ниво(а) на стандарди:
For lot 1 – minimum 250 000 000 denars total income in the last three years (2015, 2016 and 2017) – Insurance policy of 6 000 000.00 MKD minimum issued by insurance company in case of damage incurred by the land service. For lot 2 – 50 000 000 MKD minimum total income in the last three years (2015, 2016 and 2017) - Insurance policy of 6 000 000.00 MKD issued by insurance policy in case of damage incurred by the contractors.

1) List of main services of the bidders performed in the last 3 years, with values, dates, clients (contracting authorities or economic operators) by submitting the contracts and confirmation letters for quality performed services issued by the clients;

2) List from the Employment Service Agency of Republic of Macedonia issued not later than 15 days from the moment of the public opening of bids;
3) Statement for technical equipment and competence of the bidder and for other potentials it has available for performing the specific services and quality assurance, with detailed view of the equipment available to the bidder by providing invoices, driving licenses, customs declarations or evidence of donation or gift;

For lot 1
1) The bidder should have concluded at least 5 contracts in the last 3 years with the same nature as the procurement’s subject in the amount of 3 000 000.00 per contract minimum for which it is necessary to have obtained confirmation letters for quality performed services issued by the clients;

2) The bidder should have available 350 workers minimum;
3) The bidder should have available:
— machines for cleaning hard floors, 20 minimum,
— machines for soft floors, 15 minimum,
— machines operating on batteries or electricity for washing hard floors with 100 % draying, 15 minimum,
— industrial (professional) machines, 30 minimum,
— vacuum cleaners, 100 minimum,
— steam machines, 3 minimum,
— moving trolleys, 100 minimum, a hoist of 12 meters height minimum,
— pickups, 10 minimum,
— vans, 2 minimum,
— passenger vehicles, minimum 5,
— snow blowers, 2 minimum,
— basket crane truck with 12 meters minimum, 1 minimum.
For lot 2
1) The bidder must have at least 3 contracts in the last 3 years of the same nature as the subject of the procurement for which contracts it need to have certificates for quality performed services issued by the contracting authorities;
2) The Bidder should have at its disposal a minimum of 250 workers;
3) The bidder must have available:
— pickups, 5 minimum,
— vans, 1 minimum,
— passenger vehicles, 5 minimum,
— basket crane truck of 12 meters height minimum, 1 minimum,
— mobile scaffold of 6 meters height minimum,
— Certificate of Environmental Management Standard EN ISO 14001-2015.
The certificate should be issued by accredited certification bodies.

Any interested person can attend the public opening of the bids. Only the authorized representatives of the bidders may participate in the public opening of the bids by giving their comments in the minutes from the opening of the bids.
The authorized representatives of the economic operators must carry on the public opening an authorization signed by the responsible person of the economic operator. All authorized representatives of the economic operators, present at the public opening, should sign a record sheet. The forms from the tender documentation are attached to the announcement and are available to all interested bidders.
