— Statement of economic operator that in the last five years there was no effective convictionfor participation in criminal organization, corruption, fraud or money laundering,

— Certificate that any competent authority has initiated no open…

… bankruptcy procedure,

… liquidation procedure,

— Certificate for paid taxes, contributions and other public paymentsby competent authority in the country where the economic operator has been registered in,

— Certificate from the Register of penalties for crimes committed by legal persons that there is no minor penalty that prohibits participation in procedures for public announcement, awarding contracts on public procurements and contract for public-private partnership

— Certificate from Register of penalties for crimes committed by legal persons that there is no effective conviction for temporary or permanent prohibition to perform certain activity

— Certificate that there is no effective conviction by which infringement sanction has been imposed on - interdiction for professional activities, activities or duties, i.e. temporary interdiction of separate activity realization

Document for registered activity

The economic operator should have a license / permit for performing the activity in the field of private security, issued according to the Law on Security of Persons and Property (Official Gazette 80/1999), Law on Amending and Supplementing the Law on Security of Persons and Property (Official Gazette 66/2007), Decision of the Constitutional Court of the Republic of Macedonia (Official Gazette 88/2008) and correction of the Law Amending and Supplementing the Law on Security of Persons and Property (Official Gazette 84/2007), the Law on Private Security (Official Gazette no.166/2012 dated 26.12.2012, as well as all its amendments, Official Gazette no.193/2015 dated 6.11.2015, Official Gazette no.148/2015 dated 31.8.2015, Official Gazette no.164/2013 dated 27.11.2013) and to submit valid evidence — copy of license / private security permit in the form of provision of services - physical security issued by the Ministry of Interior of Macedonia.

Економска и финансиска состојба:

— Balance Sheet certified by competent authority i.e. audited Balance Sheet or extracts from the Balance Sheet in cases when the publication of the Balance Sheet is stipulated by law in the country of registration of the economic operator,

— extract from the overall turnover of the enterprise (data from the Profit and Loss Account issued by competent authority i.e. audited Profit and Loss Account) and where appropriate, from the turnover in the area covered by the public procurement contract for the last three financial years maximum, for which such information is available, depending on the date on which the enterprise has been established or commenced with operation and depending on the availability of such information – evidence for relevant insurance for compensation in professional risk.

Минимално ниво(а) на стандарди:

— minimum 180 000 000 MKD total income for each year individually for the last 3 years (2015, 2016 and 2017) – Insurance policy of 6 000 000.00 MKD minimum issued by insurance company in case of damage incurred by contractors.

Техничка и професионална способност:

1) Proof — Certificate of 350 (three hundred and fifty) valid legal documents issued by the Chamber of the Republic of Macedonia for private security and List of the Employment Service Agency of the Republic of Macedonia not older than 15 days from the moment of the public opening of the bids;

2) List of main services of the bidders carried out in the last 3 years, with amounts, dates, clients (contracting authorities or economic operators) by submitting the contracts and bid from the client where the number of contractors and/or invoice to the client with the specification for the number of contractors is clearly stated;

3) Proof that the bidder has at their disposal 20 (twenty) visibly marked patrol vehicles, a photograph with visible registration, copy of driving licenses, sale and purchase agreement or leasing agreement;

4) Proof — a copy of radio frequency licenses issued by AEC;

5) Proof — certificate issued by the Ministry of Interior that the bidder has at their disposal 70 (seventy) pieces of firearms;

6) Proof — copies of weapons permits issued by the Ministry of Interior from at least 70 (seventy) workers;

7) Notification on the elements of the contract that the bidder intends to subcontract to a third party.

— Valid Quality System Standard Certificate EN ISO 9001;The certificate should be issued by accredited certification bodies.

Минимално ниво(а) на стандарди:

1) The bidder shall have 350 (three hundred and fifty) employees who have official security cards issued by the Chamber of the Republic of Macedonia for private security;

2) The bidder must have at least 2 contracts for physical security in the last 3 years with the same or larger volume (at least 70 persons engaged for security by contract) and of the same type with the subject procurement (physical security of the facility/property);

3) The bidder shall have at least 20 (twenty) visibly marked patrol vehicles available;

4) The bidder shall have at their disposal radio frequency permits issued by AEC;

5) The bidder shall have at least 70 (seventy) pieces of firearms available;

6) The bidder must have at least 70 (seventy) weapons permit.

— Valid Certificate for Environmental Management StandardEN ISO 9001; The certificate should be issued by accredited certification bodies.

Any interested person can attend the public opening of the bids. Only the authorized representatives of the bidders may participate in the public opening of the bids by giving their comments in the minutes from the opening of the bids.

The authorized representatives of the economic operators must carry on the public opening an authorization signed by the responsible person of the economic operator. All authorized representatives of the economic operators, present at the public opening, should sign a record sheet. The forms from the tender documentation are attached to the announcement and are available to all interested bidders.
