In order to prove its personal status, the economic operator should submit the following documents:
— statement of the economic operator that no effective verdict has been issued against the economic operator within the past five years for participation in a crime organization, corruption, fraud or money laundering,
— confirmation stating that no bankruptcy procedure has been initiated by a competent body,
— confirmation stating that no liquidation procedure has been initiated by a competent body,
— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,
— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty -…
… ban on participating in open call procedures, awarding public procurement contracts and contracts on public - private partnership has been pronounced,
… temporary or permanent ban on performing particular activity has been pronounced,
— confirmation stating that no misdemeanour sanction - ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.
Capability of the economic operator for performing professional activity:

DRA Form — adequate“B” License for designing second category buildings, in accordance with the Law on Construction issued by the Ministry of Transport and Communications, and in the case of a foreign bidder, a certificate that certifies that it can design second category buildings is submitted, which is issued by an adequate state administration body competent for the execution of works in the field of landscaping in the Republic of Macedonia, in accordance with Article 42 of the Law on Construction, as a proof of the fulfillment of the special conditions for the performance of the activity prescribed by Law that refer to the subject of the contract.

NOTE In case an economic operator submits an independent bid, it should possess a “B” License for designing second category buildings and submit it together with the bid. In case the economic operator submits a group bid (a bid from a group of bidders), each member of the group responsible for the design should possess a “B” License for designing second category buildings and those licenses should be submitted together with the bid.

Техничка и професионална способност:
A minimum of 6 (six) copies of contracts, of which 3 (three) copies of contracts that refer to the preparation of basic projects for tunnels with a length of at least 0.3 km and a minimum of 3 (three) copies of contracts that refer to the preparation of basic projects for bridges or viaducts, of which at least 1 (one) contract for a bridge or a viaduct with a length greater than 250 m and at least one span with a length greater than 70 m (bright opening), by attaching certificates for timely and quality executed services that refer to the same contracts, as well as adequate evidence (situation and a longitudinal profile certified by a designer or a whole project or samples of a whole project) from which the length and the longitudinal profile can be determined. NOTE If a certain submitted contract also entails, that is, involves the preparation of a project for a tunnel or the preparation for a bridge or a viaduct, the Public Procurement Commission will accept it as valid and it will be deemed that this bidder submitted 2 (two) contracts (one contract for the preparation of a project for a tunnel and one project for the preparation of a project for a bridge or a viaduct). The Public Procurement Commission will not accept contracts that refer to – a basic and preliminary project for a hydro tunnel, reconstruction of roads, rehabilitation of roads, pedestrian and cycling paths – Infrastructural projects and feasibility studies for tunnels and traffic routes.
