Procurement of air purifiers for indoor premises

Ministry of Environment and Physical Planning

Мinistry of Environment and Physical Planning, according to the funds provided in the budget for 2018 will procure air purifiers for indoor premises. They will be distributed in kindergartens, special hospitals and institutes throughout the territory of the Republic of Macedonia. A detailed description of the technical specifications is given in the tender documentation, published on the ESPP website.

Information and formalities necessary for evaluating if the requirements are met: Information and formalitiesnecessary for evaluating if the requirements are met: Together with the tender, theeconomic operator shall submit accompanying documentation proving the following: personal status, capabilityfor professional activity performance.

The contracting authority shall exclude from the procedure for public procurement contract awardingeveryeconomic operator:

— against which sentence for participation in criminal organisation, corruption, fraud or money launderinghasbeen passed by means of effective court decision for the last 5 years,

— against which secondary penalty prohibition to participate in public calls, contracts for public procurementandcontracts for public private partnership awarding has been passed,

— against which secondary penalty of temporary or permanent prohibition to perform certain activity hasbeenpassed,

—— which is subject to bankruptcy or liquidation procedure,

—— who has unpaid taxes, contributions and other public charges, except where economic operatorhasbeen approved delayed payment of taxes, contributions and other public charges in accordance withspecificregulations and these are paid on regular basis,

— against whom misdemeanour sanction — prohibition to perform profession, activity or duty ortemporaryprohibition to perform activity has been passed, and who has given false data or failed to deliver thedatarequested by the contracting authority.

To prove their personal status, economic operators shall submit the following documents:

— statement by the economic operator that no sentence for participation in criminal organisation,corruption,fraud or money laundering has been passed against it by means of effective court decision for thelast 5years,

— certificate that no bankruptcy procedure has been initiated against it by the competent authority,

— certificate that no liquidation procedure has been initiated against it by the competent authority,

— certificate for paid taxes, contributions and other public charges by the competent authority of the countryinwhich the economic operator has been registered,

— certificate from the Registry of Penalties for perpetrated crimes for legal persons that no…

… secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed,

… secondarypenaltytemporary or permanent prohibition to perform certain activity has been passed,

— certificate that misdemeanour sanction — prohibition to perform profession, activity or duty ortemporaryprohibition for performance of specific activity — has not been passed against it by means of effectivecourtdecision.

The statement by the economic operator that no sentence for participation in criminal organisation,corruption,fraud or money laundering has been passed against it by means of effective court decision for thelast 5 years,shall be prepared and signed by the economic operator itself and it does not have to be certified bycompetentauthority.

Certificates that no bankruptcy procedure or liquidation procedure has been initiated, as well as certificatesfromthe Registry of Penalties for perpetrated crimes, shall be issued by the competent authorities in thecountrywhere the economic operator is registered.

Certificate for paid taxes, contributions and other public charges shall be issued by the competent authorityofthe country in which the economic operator has been registered.

Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision, shall be issued by the competent authority of the country in which the economic operator has been registered.

The above mentioned documents shall not be older than 6 (six) months counted from the deadline fortenders.

Submission backwards.

If the country in which the economic operator has been registered does not issue the abovementioneddocuments or they do not include all above listed cases, the economic operator may submit a:

— statement certified by the competent authority capability to perform professional activity.

To prove their capability for performance of professional activity, the economic operators shallsubmitdocument:

— For registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration.

Потребни депозити и гаранции:

As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation)atan amount of at least 3 % of the total value of the tender without VAT included.

More information on the requested bank guarantee is available in the tender documentation.

The signing of the contract with the selected most favourable tenderer shall be conditioned by the provisionofguarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 5 % of the contract value.
