IV.2) Criteria for determination of the ability of the bidder or the candidate

IV.2.1) In order to prove the personal standing, the economic operator should deliver the following documents:

— statement of the economic operator that in the past 5 years it was not rendered an effective verdict for participation in a criminal organization, corruption, fraud or money laundering,

— certificate that a bankruptcy proceeding is not open by a competent authority,

— certificate that a liquidation proceeding is not open by a competent authority,

— certificate on paid taxes, contributions and other public duties by a competent authority of the country where the economic operator is established,

— certificate from the Registry of penalties for crimes committed by…

… the legal entities, that it was not rendered minor penalty ban on participation in public tender procedures, awarding, agreements on public procurement and agreements for public-private partnership,

… legal entities that it was not rendered minor penalty for temporary or permanent ban on performing a specific activity

— Excerpt from the overall turnover of the enterprise (data from the profit and loss account issued by a competent authority, i.e. a revised profit and loss account) for the last three financial years from which it can be determined that the economic operator has earned a revenue of not less than 18 000 000,00 MKD, in total in the last 3 financial years.

— to have earned a revenue of not less than 18 000 000,00 MKD, in total in the last 3 financial years.

Техничка и професионална способност:

Required documents to prove the technical or professional ability of the economic operator:

— A list of main deliveries related to the subject matter of the procurement performed in the last 3 years with values, dates and buyers with provided certificates on performed deliveries issued by the buyers or if such certificates cannot be provided for reasons beyond the control of the economic operator, only the operator’s statement on the performed deliveries,

— Statement by the economic operator on the educational and the professional qualifications of the professional staff,

— Description of the technical equipment and competence of the economic operator, quality assurance measures and the operator’s equipment and ability to conduct testing and research.

Minimum criteria for determination of the technical and the professional condition of the economic operator: to have realized at least three deliveries of connective elements related to the subject matter of procurement in the last 3 years:

— to have employed at least 2 graduate mechanical engineers,

— to have technical equipment and ability, as well as an ability to undertake quality assurance measures and equipment and competence to conduct testing and research.
