Услови за учество
Способност за вршење на стручната дејност:

— A declaration by the economic operator that in the last 5 years has not been a final verdict for participation in criminal organization, corruption, fraud or money laundering,

— Confirmation that no bankruptcy procedure was not opened by the competent authority,

— Certificate that no liquidation procedure was opened by the competent authority,

— Certificate for paid taxes, contributions and other public duties by the competent authority of the country in which the economic operator is registered,

— Certificate for the Penalty Registry for crimes committed by legal entities that are not imposed with a ban on participation in public bidding procedures, awarding public procurement contracts and public – private partnership,

— Certificate from the Penalty Register for crimes committed by the legal entities that were not imposed with temporary or permanent ban on performing a certain activity,

— Certificate stating that there has not been imposed a misdemeanor sanction – ban on performing profession activity or duty, i.e. temporary prohibition for specific activity,

— To demonstrate the ability to perform professional activity, the economic operator should submit a document for registered activity as proof that it is registered as a legal entity for performing the activity related to the subject of the contract or proof that it belongs to professional association accordance with the regulations of the country where it is registered.

Економска и финансиска состојба:

— Statement of the total turnover (data from the income statement issued by a competent authority, i.e. audited income statement) and where what may be appropriate, of turnover in the area covered by the contract and the maximum of the last 3 financial years that such information is available depending on the date on which the company was founded or started work and depending on the availability of such information.

Минимално ниво(а) на стандарди:

— To have achieved a positive financial result (profit) in the last 3 years and has generated total revenue of 500 000,00 EUR in MKD equivalent value in the last 3 years.

Техничка и професионална способност:

— reference list of delivered services identical or similar to the subject of procurement in the last 3 (three) years (2015, 2016 and 2017) with values of contracts, the contract date and contract services (contracting parties / government institutions in the country or abroad),

— statement (attached in the tender documentation) for the number of experts, at least four (4) expert professionals who will be engaged by the economic operator of the procurement,

— detailed CV (filled in the form which is given in the tender documents) all expert — consultants who will be involved in the procurement, which will prove relevant professional experience in same or similar projects such as the procurement,

— statement that is not dependent, under the influence or control of any other institution and doesn’t have conflict of interest in submitting the bid with previous commitments to suppliers, or in a position / condition for which it could not perform services in the best interests of the contracting authority (annexed to the tender documentation).

Минимално ниво(а) на стандарди:

— to have delivered at least 2 (two) the same or similar services as the subject of public procurement in the last 3 (three) years (2015,2016 and 2017 year) in institutions (private or public) in the Republic of Macedonia or abroad-that economic operator has at least 2 (two) persons (experts — advisors) with at least ten (10) years of professional experience in the field of analysis of financial and operational-technical elements and at least 2 (two) people (experts and consultants) at least ten (10) years of professional experience in the analysis of the legal elements of the business entity (or in pursuit of the same or similar services),

— that economic operator is not dependent, under the influence or control of any other institution that has no conflict of interest in submitting a bid with previous commitments to suppliers, or in a position / condition for which you could not perform services in best interest to the contracting authority.
