Capability of the economic operator for performing professional activity:
— document for registered activity.
Capability for performing professional activity:
In order to prove the capability for performing professional activity the economic operator should submit a document for registered activity — DRA template, as a proof that it has been registered as a natural person or legal entity for performing the activity related to the subject of the public procurement contract or a proof that it belongs to the appropriate professional association in accordance with the regulations of the country where the economic operator is registered.

In order to prove its personal status, the economic operator should submit the following documents:
— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,
— confirmation stating that no bankruptcy procedure has been initiated by a competent body,
— confirmation stating that no liquidation procedure has been initiated by a competent body,
— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,
— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…
… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,
… temporary or permanent ban on performing particular activity has been pronounced,
— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.
Standards for quality systems:
In order to be qualified as capable for enforcement of the respective public procurement contract from the aspect of quality system standards, the economic operator should meet the following terms and conditions — The economic operator is obliged to ensure quality of the fuels, subject to procurement, in accordance with the applicable standards of RM, fulfilling the requirements harmonized with the European standards, as follows:

— for Eurosuper-95 / Eurosuper BS-95 MKC EN 228 2012+А1 2017 quality standard or equivalent thereof,
— for Eurodiesel BS (D-EV) — MKC EN 590 2013+А1 2017 quality standard or equivalent thereof.
Proof: Confirmations, certificates, lists or documents for fuel quality.
The quality of fuels offered by the bidders in the procedure should be in accordance with the valid Rulebook on quality of liquid fuels, published in the Official Gazette of RM nº 88/07, 91/07, 97/07, 105/07, 157/07, 15/08, 78/08, 156/08 and 81/09.
Proof: Statement that the fuels subject to procurement shall be in accordance with the valid Rulebook on quality of liquid.
Fuels published in the Official Gazette of RM nº 88/07, 91/07, 97/07, 105/07, 157/07, 15/08, 78/08, 156/08 and 81/09, signed electronically by enclosing valid digital certificate whose holder is the responsible person or a person authorized by the responsible person.

Минимално ниво(а) на стандарди:
Minimum criteria for determining the technical and professional status of the economic operator:
— the economic operator has a network of petrol stations with minimum 1 (one) petrol station in the cities — Skopje, Bitola, Strumica, Kumanovo, Tetovo, Prilep, Kicevo, Kocani, Ohrid, Veles and Stip,
— the economic operator has system for non-cash card payment.
