IV.2.1) In order to prove the personal standing, the economic operator should deliver the following documents:
— statement of the economic operator that in the past 5 years it was not rendered an effective verdict for participation in a criminal organization, corruption, fraud or money laundering,
— certificate that a bankruptcy proceeding is not open by a competent authority,
— certificate that a liquidation proceeding is not open by a competent authority,
— certificate on paid taxes, contributions and other public duties by a competent authority of the country where the economic operator is registered,
— certificate from the Registry of penalties for crimes committed by…
… the legal entities, that it was not rendered minor penalty ban on participation in public tender procedures, awarding agreements on public procurement and agreements for public-private partnership,
… legal entities that it was not rendered minor penalty for temporary or permanent ban on performing a specific activity,
— certificate that it was not rendered misdemeanor sanction – prohibition to perform a profession, an activity or a duty i.e. temporary prohibition to perform a specific activity.
IV.2.2) Ability of the economic operator to perform a professional activity:
Document on registered activity.

— a statement of the overall turnover of the enterprise (data from the profit and loss account issued by a competent authority i.e. revised profit and loss account) for the last 3 financial years, from which it can be determined that the economic operator has earned a revenue of not less than 28 000 000 MKD in at least one of the last 3 years.

Минимално ниво(а) на стандарди:
— to have earned a revenue of not less than 28 000 000 MKD in at least one of the last 3 financial years.
Техничка и професионална способност:
1) reference list of deliveries with certificates from the users for successfully realized delivery of gas measuring instruments from which it can be concluded that the economic operator has delivered at least 20 electronic measuring devices for gas volume correction, in total for the last 3 years or, if such certificates cannot be provided for reasons beyond the control of the economic operator, only with his statement on performed deliveries;

2) statement on the engaged technical staff, (attached certificates referred to in item 2.5.1, sub-item 2);
3) approval/certificate from the manufacturer proving that it can offer and timely deliver the equipment which is the subject matter of the procurement, and provide its further future servicing.

1) Experience from previous successfully completed deliveries of gas measuring instruments from which it can be concluded that the economic operator has delivered at least 20 electronic measuring devices for gas volume correction, in total for the last 3 years;

2) Technical staff that will be responsible for realization of the agreement:
— 3 mechanical engineers,
— 2 electrical engineers,
— 1 certified engineer and one certified repairer for electronic volume correctors — gas flow meters, 1 certified engineer and 1 certified repairer who possess a Certificate on passed professional exam for operators of energy devices and plants (for pressure vessels of I and II class);

3) In cases when complex goods are procured or in exceptional cases, goods for special purposes, check of the production capacities of the economic operator should be provided.
