In order to prove its personal status, the economical operator should submit the following documents:

— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering,

— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquified action procedure has been initiated by a competent authority,

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,

… temporary penalty or permanent ban on the performance of particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction…

IV.2.2) Capability for performing professional activity of the economical operator:

Економска и финансиска состојба:

The following documents are necessary in order to prove the economic capability of the economic operator:

— statement of the total turnover of the enterprise (data from the profit and loss account issued by the competent authority, i.e. audited profit and loss account) and, where applicable, from the turnover in the area which is covered by the public procurement contract, mostly for the last three financial years for which such information is available depending on the date on which the enterprise was established or started operation and depending on the availability of such information.

Minimum criteria for determining the economic and financial status of the economic operator:

2.4. Economic and financial status To qualify as capable of performing the subject public procurement contract from the aspect of its economic and financial standing, the economic operator needs to meet the following minimum criteria — to have achieved income no less than the estimated value of each part individually in at least 1 of the last 3 years.

If the economic operator has performed the activity for a period shorter than three years, the minimum requirement for determining the economic and financial status is that the economic operator has fulfilled the condition of paragraph 1 in the years for which data are available.

PART 1 – Procurement of fuels — Subsidiary “Tikvesh” — Kavadarci The economic operator proves the fulfillment of the minimum requirements by submitting:

— a list of successfully executed contracts related to the subject of procurement in the last 3 years, including values of contracts, dates of conclusion, buyers (contracting authorities or economic operators), providing confirmation of performed deliveries issued by the recipients or, if such certificates can not be provided for reasons beyond the control of the economic operator, only with his statement of performed deliveries,

— a statement on the use of a non-cash payment system,

— a statement of disposing with, i.e., providing at least 1 gas station in the area of the municipalities of Kavadarci and Negotino within a radius of maximum 10 km from the seat of Subsidiary “Tikvesh” Kavadarci on Str.Industriska bb – Kavadarci and Str.Industriska bb-Negotino. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 2 – Procurement of fuels — Subsidiary “Juzen Vardar” — Gevgelija The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement on the use of a non-cash payment system, and

— a statement of disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of the Subsidiary on Str. Sedmi Noemvri no.14 – Gevgelija. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator. PART 3 – Procurement of fuels — Subsidiary “Crni Drim” — Ohrid The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement on the use of a non-cash payment system, and - a statement of disposing with, i.e., providing at least 1 gas station within a radius of maximum 10 km from the seat of Subsidiary “Crni Drim” on Str. Zivko Cingo no.8 – Ohrid. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 4 – Procurement of fuels — Subsidiary “Radovishko Pole” — Radovish The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement of disposing with, i.e., providing at least 1 gas station within a radius of maximum 10 km from the seat of Subsidiary “Radovishko Pole” on Str. Spaso Radovishki bb – Radovish. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 5 – Procurement of fuels — Subsidiary “Polog” — Gostivar The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement on the use of a non-cash payment system, and — a statement of disposing with, i.e., providing at least 1 gas station within a radius of maximum 10 km from the seat of Subsidiary “Polog” on Str. JNA no.139 – Gostivar. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 6 – Procurement of fuels — Subsidiary “Kumanovsko Lipkovsko Pole” — Kumanovo The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement of disposing with, i.e., providing at least 1 gas station within a radius of maximum 10 km from the seat of Subsidiary Kumanovo Lipkovsko pole village of Lipkovo (point Opae) The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator. PART 7 – Procurement of fuels — Subsidiary “Berovsko Pole” — Berovo The economic operator proves the fulfillment of the minimum requirements by submitting:

— a list of successfully executed contracts related to the subject of procurement in the last three years, including values of contracts, dates of conclusion, buyers (contracting authorities or economic operators), providing confirmation of performed deliveries issued by the recipients or, if such certificates can not be provided for reasons beyond the control of the economic operator, only with his statement of performed deliveries,

— a statement of disposing with, i.e., providing at least 1 gas station within a radius of maximum 10 km from the seat of Subsidiary “Berovsko Pole” on Str. Marshal Tito bb, Berovo. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 8 – Procurement of fuels — Subsidiary “Bitolsko Pole”— Bitola The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement of disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Bitolsko Pole” on Str. “Prilepska” bb, Bitola. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator. PART 9 – Procurement of fuels - Subsidiary “Bitolsko Pole” — Bitola The economic operator proves the fulfillment of the minimum requirements by submitting:

— a proof (Vehicle registration certificate or rental agreement) that the economic operator owns at least 1 (one) tank with ADR certificates intended for transport of dangerous goods with a calibrated flow mete, issued by the Bureau of Metrology or other legal entities authorized by the Ministry of Economy to determine the exact quantity of fuel delivered. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 10 — Procurement of fuels — Subsidiary “Skopje Pole” — Skopje The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement of disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Skopsko Pole” on Str. “Slavejko Arsov” bb Skopje. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 11 — Procurement of fuels - Subsidiary “Skopje Pole” — Skopje The economic operator proves the fulfillment of the minimum requirements by submitting:

PART 12 — Procurement of fuels — Subsidiary “Strumicko Pole” — Strumica The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement of disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Strumicko Pole” on Str. Leninova no.21 Strumica. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 13 — Procurement of fuels - Subsidiary “Bregalnica” — Kocani The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement of disposing with, i.e., providing at least one gas station per each area of the municipalities of Kocani, Stip and Sveti Nikole within a radius of maximum 10 km from the seat of Subsidiary “Bregalnica” on the territory of str. Vmro no.20 – Kocani, str. Strasho Pindzur no.2 – Stip, str. Marshal Tito no.98 – Sveti Nikole. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 14 — Procurement of fuels - Subsidiary “Prilepsko Pole” — Prilep The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement of disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Prilepsko Pole” on Str. Oktomvriska bb, Prilep. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

PART 15 — Procurement of fuels — Directorate of JSC Water Management of the Republic of Macedonia in state ownership, Skopje The economic operator proves the fulfillment of the minimum requirements by submitting:

— a statement on the use of a non-cash payment system, and - a statement of disposing with, i.e., providing at least one gas station on the territory of the city of Skopje, at least one gas station on the territory of the municipalities of Ohrid, Bitola, Gevgelija, Stip, Kumanovo, Veles and Tetovo. The proof is prepared by the economic operator himself and the same should be electronically signed with a digital certificate from the responsible or authorized person of the economic operator.

Minimum criteria needed for establishing the technical and professional condition of the economic operator:

PART 1 — Procurement of fuels — Subsidiary “Tikvesh” - Kavadarci To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 1 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station per area of the municipalities of Kavadarci and Negotino within a radius of maximum 10 km from the seat of Subsidiary “Tikvesh” Kavadarci on Str.Industriska bb – Kavadarci and Str.Industriska bb-Negotino. PART 2 — Procurement of fuels — Subsidiary “Juzen Vardar” — Gevgelija To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 2 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and - disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of the Subsidiary on str. Sedmi Noemvri no.14 — Gevgelija.

PART 3 — Procurement of fuels — Subsidiary “Crni Drim” — Ohrid To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 3 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Crni Drim” on str. Zivko Cingo no.8, Ohrid.

PART 4 – Procurement of fuels — Subsidiary “Radovishko Pole” — Radovish To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 4 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last three years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Radovishko Pole” on str. St.Spaso Radovishki bb — Radovish.

PART 5 — Procurement of fuels — Subsidiary “Polog” — Gostivar To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 5 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Polog” on str. JNA no.139 — Gostivar.

PART 6 — Procurement of fuels — Subsidiary “Kumanovsko Lipkovsko Pole” — Kumanovo To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 6 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Kumanovsko Lipkovsko Pole” village of Lipkovo (point Opae).

PART 7 — Procurement of fuels — Subsidiary “Berovsko Pole” — Berovo To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 7 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last three years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Berovsko Pole”on str. Marshal Tito bb, Berovo. PART 8 — Procurement of fuels — Subsidiary “Bitolsko Pole” — Bitola To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 8 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Bitolsko Pole”on str. “Prilepska” bb — Bitola.

PART 9 — Procurement of fuels — Subsidiary “Bitolsko Pole” — Bitola To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last three years — Technical equipment of the Economic operator that he owns at least 1 (one) tank with ADR certificates intended for transport of dangerous goods with calibrated flow meter issued by the Bureau of Metrology or other legal entities authorized by the Ministry of Economy to deliver diesel fuel to the seat of the Subsidiary “Bitolsko Pole” — Bitola Str. Prilepska bb — Bitola. PART 10 — Procurement of fuels - Subsidiary “Skopsko Pole” — Skopje To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 10 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and - disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Skopsko Pole” on str Slavejko Arsov bb — Skopje. PART 11 — Procurement of fuels — Subsidiary “Skopsko Pole” — Skopje To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last three years —Technical equipment of the Economic operator that he owns at least 1 (one) tank with ADR certificates intended for transport of dangerous goods with calibrated flow meter issued by the Bureau of Metrology or other legal entities authorized by the Ministry of Economy to deliver Eurodiesel BS (D-EV) fuel to the village of Jurumleri Skopje.

PART 12 — Procurement of fuels — Subsidiary “Strumucko Pole” — Strumica To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 10 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last three years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station within a radius of maximum 10 km from the seat of Subsidiary “Strumucko Pole” on str. Leninova no. 21.

PART 13 — Procurement of fuels — Subsidiary “Strumucko Pole” — Strumica To qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capability (for PART 13 for the subject public procurement), the economic operator should meet the following minimum requirements: experience in successfully executed contracts related to the subject of procurement in the last 3 years — technical capacity to use a non-cash payment system and — disposing with, i.e., providing at least one gas station per each area of the municipalities of Kocani, Stip and Sveti Nikole within a radius of maximum 10 km from the seat of Subsidiary “Bregalnica” on the territory of str.
