In order to prove its personal condition the economic operator is obliged to submit the following documents:
— statement of the economic operator that in the past five years it was not rendered a final judgment for participation in criminal organization, corruption, fraud or money laundering,
— confirmation by a competent organ that a…
… bankruptcy procedure was not opened,
… liquidation procedure was not opened,
— confirmation for paid taxes, contributions and other public duties by a competent organ in the country where the economic operator was registered,
— certificate from the registry of penalties for crimes committed by legal persons that…
… minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him,
… a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him,
— confirmation that a final judgment - prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.
Capacity for performing professional activity of economic operator:
In order to prove its capacity for performing professional activity, the economic operator should submit a document for registered activity as an evidence that it is registered as a legal entity for performing the activity related to the public procurement subject or an evidence that it belongs to relevant professional association in accordance to the regulations of the country where it is registered.

Техничка и професионална способност:
1— In the past 3 (three) years (2014, 2013 and 2012) the economic operator has concluded contracts with clients for performing services of maintenance and repair of motor vehicles and to submit at least 3 confirmations for quality contract execution.

2— The economic operator should own an equipped servicing facility for performing the subject service as follows:
—— minimum 3 (three) winches with capacity of min. 2,5 t,
—— minimum 1 canal with canal winch,
—— diagnostic OBD device(s) that may register and delete code errors for all vehicles for which the applicant applies.
— Basic mechanical tools,
— basic electronic tools,
— gas analyzer for gasoline and diesel engines,
— machine for tires change and balancing,
— machine for centering of a vehicle management system,
— machine for adding and changing freon in a cooling system,
— device for extraction of vehicles,
— basic tools for sheet painting,
— basic tools for glass change,
— electronic catalogues for procurement of original spare parts for all vehicles the applicant applies,
— electronic maintenance manuals by the vehicle producer for which the applicant applies
— software application for electronic registering and analytics for maintenance of vehicles being applied for with possibility for running an electronic file /history for the maintained vehicle.
The economic operator shall submit a Statement confirming that it has at disposal an equipped service facility in accordance to the subject requirements for proving its technical and professional capacity.
3— The economic operator shall submit a statement that it owns a parking area with minimum 3 parking lots and 24 hours option for acceptance of a non-operational vehicle.
4— The economic operator shall submit a statement that it owns a warehouse with stock of spare parts and supplies with possibility the spare parts that are not found in stock to be procured in a deadline not longer than 10 working days.
5— The economic operator shall submit a statement that it shall incorporate original spare parts and supplies or parts with equivalent quality that meet the production specifications and quality standards of the vehicle produces.
6— The economic operator shall submit a statement that it has full-time professional and technical employees who would be engaged for the realization of the procurement subject as follows:
— minimum 2 (two) professional auto-mechanics with high-school education,
— minimum 1 (one) professional auto-electrician with high-school education,
— minimum 1 (one) professional car tinsmiths,
— minimum 1 (one) auto lacquer.
Минимално ниво(а) на стандарди:
In order to qualify as capable of performing the subject public procurement contract from the aspect of its technical or professional capacity, the economic operator should meet the following minimum conditions:
1— experience in relevant previous rendered services,
2— technically equipped service facility,
3— parking space,
4— incorporation of original spare parts,
5— employed professional and technical personnel.
