… prohibition has been imposed on it for participating in public tender procedures, being awarded public procurement contracts, as well as public-private partnership contracts thereof,

… temporary or permanent prohibition has been imposed on it for exercising specific business operation,

— confirmation Letter certifying that no effective court decision has been imposed on it prohibiting it to exercise occupation, activity or duty, or temporary prohibition to exercise a specific business operation thereof,

Техничка и професионална способност:

Lot 1

1) Proof testifying that the Bidder has been registered as operator in AEC (Agency for Electronic Communications;

2) Statement testifying that the Economic Operator disposes of nationally developed IP network, table of equipment used for MPLS network technology, based on MPLS network technology and broadband infrastructure;

3) Statement given by the Bidder that the MPLS network has been redundantly connected through geographically distributed broadband links and possibility of quick rerouting of communication;

4) List of main services of the bidders or candidates delivered within 3 years, including values, dates, buyers (contracting authorities or economic operators), by providing at least 3 references for quality distribution of MPLS based on Metro Ethernet or VPN services from receivers, or, in case of failure to provide such references due to reasons out of the control of the Economic Operator, its statement shall be sufficient on delivered services;

5) Statement on minimum 130 MPLS VPN points;

6) For the implementation of the object of procurement, the Economic Operator should dispose of minimum give (5) employees or hired experts, that is, qualified technical staff, who shall be at disposal throughout the entire Contract duration, including:

(a) At least one (1) employee or hired expert with at least 5 years of work experience, in possession of PMP (Project Management Professional) Certificate, or Prince2 (Project Management) Certificate;

(b) At least one (1) employee or hired expert in possession of CCIE (Cisco Certified Internetwork Expert) Certificate or Equivalent;

(c) At least one (1) employee or hired expert in possession of CCNP Voice (Cisco Certified Network Professional Voice) Certificate or equivalent;

(d) At least one (1) employee or hired expert in possession of CCDP (Cisco Certified Design Professional) Certificate or equivalent;

(e) At least one (1) employee or hired expert in possession of CCNP Security (Cisco Certified Network Professional Security) Certificate or equivalent.

Lot 2

1) Statement testifying that the Economic Operator disposes of web system for problem reporting (Help Desk web application) and a document describing the procedure of problem reporting, as well as the application to be utilised. 2. The Economic Operator should enclose a Statement containing a list of minimum 4 (four) certified employees or hired technical experts, by enclosing pertinent certificates proving the expertise in the area of action for:

(a) At least one (1) employee or hired expert in possession of CCIE (Cisco Certified Internetwork Expert) Certificate or equivalent;

(b) At least one (1) employee or hired expert in possession of CCIE Security (Cisco Certified Network Professional Security) Certificate or equivalent;

(c) At least one (1) employee or hired expert in possession of CCNP Voice (Cisco Certified Professional Voice) Certificate or equivalent;

(d) At least one (1) employee or hired expert in possession of CCNP (Cisco Certified Network Professional) Certificate or equivalent.

— valid certificate for implemented quality control management system MKS ISO/IEC 9001;2015 or equivalent,

— valid certificate for implemented information safety management system MKS ISO/IEC 27001;2013 or equivalent,

— valid certificate for implemented IT (information) services management system MKS ISO/IEC 20000;2011 or equivalent.

Минимално ниво(а) на стандарди:

Lot 1

1) The Bidder should be operator of public telecommunication network, registered by AEC (Agency for Electronic Communications);

2) The Bidder should dispose of nationally developed IP network, based on MPLS network technology and broadband (optic and/or copper) infrastructure. Through such network, the Bidder should dispose of possibility to provide the service in all districts around Macedonia, where PDIFM has its affiliate offices, as per the technical specification, which would represent a basis for fulfilment of the needs for developing PDIFM network;

3) The MPLS network of the Bidder should be redundantly connected through geographically distributed links and it should ensure fast traffic rerouting, in case of failure of any of its parts;

4) The bidder should be experienced in delivering services of same or similar type in the last 3 years;

5) The bidder should have installed minimum of 30 MPLS VPN points;

6) For the implementation of the purchase object, the Economic Operator should dispose of minimum five (5) employees or hired experts, that is, qualified technical staff, who shall be at disposal throughout the entire Contract duration, including:

(a) At least one (1) employee or hired expert with at least 5 years work experience, in possession of PMP (Project Management Professional) Certificate or Prince2 (Project Management) Certificate;

(b) At least one (1) employee or hired expert in possession of CCIE (Cisco Certified Internetwork Expert) Certificate or equivalent;

(c) At least one (1) employee or hired expert in possession of CCNP Voice (Cisco Certified Network Professional Voice) Certificate or equivalent;

(d) At least one (1) employee or hired expert in possession of CCDP (Cisco Certified Design Professional) Certificate or equivalent;

(e) At least one (1) employee or hired expert in possession of CCNP Security (Cisco Certified Network Professional Security) Certificate or equivalent.

Lot 2

1) The Economic Operator should dispose of a web system for problem reporting (Help Desk web application);

2) For the implementation of the procurement object, the Economic Operator should dispose of minimum four (4) employees or hired experts, that is, qualified hired technical staff, who shall be at disposal throughout the entire Contract duration, including:

(b) At least one (1) employee or hired expert in possession of CCNP Security (Cisco Certified Network Professional Security) Certificate or equivalent;
