— certificate that it is not subject to bankruptcy procedure issued by competent authority,

— certificate that it is not subject to liquidation procedure issued by competent authority,

— certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established;

— certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty…

… ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed.

… temporary or permanent ban on performing certain activity has not been imposed.

— certificate that it has not been announced any sanctions for misdemeanor with an effective court decision resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity.

— business Registration Certificate (BRC form) as a proof that he is registered either as a natural or legal entity for performing a professional activity related to the subject of the public procurement contract, or a proof that he belongs to a respective professional association as per the legislation of the country he is registered in,

— certificate A for performing engineering design reviews according to Article 23 of the Construction Law in force (Official Gazette of Republic of Macedonia nº 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16 and 132/16). (In case of tenderers bidding as a group of economic operators (Joint Venture), this condition shall apply to each of the companies (members) comprising the group (JV)).

Техничка и професионална способност:

— completed review of minimum 2 designs (Detailed Designs) for construction or rehabilitation of state roads, each of minimum 10 km length,

— notification about the contract elements which the economic operator intends to subcontract to third parties.

Equipment.

The bidder should either possess or should have secured access to the equipment – laboratories listed below, which must be fully equipped, and must demonstrate that, based on the known commitments, they shall be available during the realization of the proposed contract. For the equipment which is not in his ownership, the bidder shall submit valid evidence as per the article 154 of the Public Procurement Law that this equipment and capacities are at his availability throughout the duration of the Contract.

— Laboratory for Geotechnics,

— Laboratory for Concrete,

— Laboratory for Asphalt,

— Laboratory for Geodesy,

— Laboratory for Hydrotechnics.

PERSONNEL:

A) Field: road alignment, engineering design, roadbed, asphalts and tunnels

Minimum 3 persons with high vocational education in the field of civil engineering and in the following areas:

— minimum one person in the area of road alignment and engineering design, possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for construction, reconstruction, or rehabilitation of state roads in the last 5 years,

— minimum one person in the area of roadbeds and asphalts possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for construction, reconstruction, or rehabilitation of state roads in the last 5 years,

— minimum one person in the area of tunnels possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for construction, reconstruction, or rehabilitation of state roads in the last 5 years.

B) Field: geotechnics

Minimum three persons with high vocational education in the field of civil engineering or geology and in the following areas:

— minimum one person in the area of foundation engineering possessing Certificate A for performing reviews of engineering designs in geotechnics, who has participated in at least two (2) reviews of technical documentation in the field of geomechanics or geotechnics developed for state road designs in the last 5 years,

— minimum one person in the area of engineering geology and rock mechanics possessing Certificate A for performing reviews of engineering designs in geotechnics, who has participated in at least two (2) reviews of technical documentation in the field of geomechanics or geotechnics developed for state road designs in the last 5 years,

— minimum one person in the area of soil mechanics possessing Certificate A for performing reviews of engineering designs in civil engineering, who has participated in at least two (2) reviews of technical documentation concerning geomechanics or geotechnics developed for state road designs in the last 5 years.

C) Field: concrete works and structures

— minimum one person in the area of concrete and reinforced concrete technology possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for structures (bridges, overpasses, underpasses, retaining walls, galleries) on state roads in the last 5 years,

— minimum one person in the area of reinforced concrete…

… structures and prestressed concrete possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for structures (bridges, overpasses, underpasses, retaining walls, galleries) on state roads in the last 5 years,

… bridges possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for structures (bridges, overpasses, underpasses, retaining walls, galleries) on state roads in the last 5 years.

D) Hydrotechnics

Minimum two persons with high vocational education in the field of civil engineering and in the following areas:

— minimum one person in the area of river regulation, hydrology and hydraulics possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for river regulation, hydrology, hydraulics, or hydrotechnical structures in the last 5 years.

— minimum one person in the area of hydrotechnical structures possessing Certificate A for performing engineering design reviews in civil engineering, who has participated in at least two (2) reviews of technical documentation for river regulation, hydrology, hydraulics, or hydrotechnical structures in the last 5 years.

E) Environment

Minimum one person with high vocational education in the field of civil engineering or environmental engineering possessing Certificate A for performing engineering design reviews in civil engineering, and Certificate for passed expert exam for gaining the status of an Expert in Environmental Impact Assessment.

F) Geodesy

2 persons with high vocational education in the field of geodesy possessing Certificate A for performing reviews of engineering designs for geodesy, who have participated in reviews of at least two (2) designs for state roads.

G) Traffic signalization and equipment

1 person with high vocational education possessing Certificate A for performing engineering design reviews in traffic engineering, who has participated in reviews of minimum 2 (two) designs in traffic engineering on state roads.

H) Electricity

1 person with high vocational education in the electrotechnics field and possessing Certificate A for performing engineering design reviews in electrotechnics, who has participated in a review of minimum 1 (one) design in the field of electrotechnics.

The economic operator shall prove that he meets the requirements for Technical and professional competence by furnishing the following:

— written confirmations about completed reviews issued by the clients and copies of issued review reports to be furnished as evidence of performed review on minimum two (2) engineering designs (Detailed Designs) for construction or rehabilitation of state roads in minimum length of 10 km,

— For Laboratory for Geotechnics – furnish a Statement about possessing a laboratory that is fully operational,

— For Laboratory for Concrete - furnish a Statement about possessing a laboratory that is fully operational,

— For Laboratory for Asphalt - furnish a Statement about possessing a laboratory that is fully operational,

— For Laboratory for Geodesy - furnish a Statement about possessing a laboratory that is fully operational,

— For Laboratory for Hydrotechnics - furnish a Statement about possessing a laboratory that is fully operational.

Personnel:

For minimum three persons with high vocational education in civil engineering, the following documents are required to be furnished:

— copies of Diplomas for completed education in civil engineering,

— copies of M1/M2 employment forms or respective evidence of engagement according to Article 154 of the Public Procurement Law,

— copies of Certificates issued by competent national authorities as per the Article 24 of the Construction Law (Official Gazette of RM nº 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16 and 132/16),

— Copies of issued review reports in which development the experts had participated, which must include minimum 2 (two) reviews of technical documentation for construction, reconstruction or rehabilitation of state roads in the last 5 years.

For minimum one person with high vocational education in civil engineering or environmental engineering, the following documents are required to be furnished:

— Copy of Diploma for completed education in civil engineering or environmental engineering,

For 2 persons with high vocational education in geodesy, the following documents are required to be furnished:

— copies of Diplomas for completed education in geodesy,

— copies of issued review reports in which development the experts had participated, which must include minimum 2 (two) state road designs.

For 1 person with high vocational education, the following documents are required to be furnished:

— copy of Diploma for completed high education,

— copies of issued review reports in which development the experts had participated, which must include minimum 2 (two) designs in traffic engineering on state roads.

For one person with high vocational education in electrotechnics, the following documents are required to be furnished:

— copy of Diploma for completed high education in electrotechnics,

— copies of issued review reports in which development the experts had participated, which must include minimum 1 (one) design in electrotechnics.
