Public Call for Submission of the Applications for granting of Financial Support for Domestic and Foreign Airlines

Based on article 38-a from the Aviation Act (“Official Gazette of the Republic of Macedonia” nº 14/06, 24/07, 103/08, 67/10, 24/12, 80/12, 155/12, 42/14 97/15, 152/15, 27/16, 31/16 and 64/18) and article 9 and article 13 from the Regulation on the manner and detailed criteria for granting financial support to domestic and foreign airlines and the necessary documentation that shall be submitted by the user of financial support (“Official Gazette of the Republic of Macedonia” nº 99/18 and 114/18), the Commission for implementation of the procedure for granting the financial support announces a Public call for submission of applications for granting financial support

1) Provider of the financial support is the Government of the Republic of Macedonia, through the Ministry of transport and communications;

2) Subject of the procedure is granting financial support to domestic and foreign airlines;

3) Granting the financial support is performed through a public call, as a procedure for public call conducting for granting financial support;

4) Validity of the applications is 30 days from the day of the public opening of the applications;

5) The application documentation for participation in the procedure for granting of financial support can be obtained every working day from 10:00 to 15:00 hrs., local time, from in the Ministry of Transport and Communications, “Dame Gruev” Nº 6, 1000, Skopje, Republic of Macedonia for the duration of this call;

6) The deadline for submission of the application for participation in the procedure for granting financial support is 27.7.2018 (Friday) until 12:00 PM, local time, in the archive of the Ministry of transport and communications;

7) Language on which the application documentation for participation in the procedure for granting financial support should be submitted is Macedonian or English with certified translation into Macedonian (by a certified court translator);

8) Public opening will be held on 27.7.2018 (Friday) in 12:00 PM, local time, on location specified in application documentation. Authorized persons to participate at the public opening of the applications are those authorized by the applicant for financial support;

9) The evidence and documentation needed for the applicant to prove the personal status, professional activity, economical and technical capacity and technical or professional capacity are given in the documentation for application;

10) The financial support shall be granted in compliance with the following criteria:

— the applicant for financial support is required to hold an Air Operator Certificate (AOC),

— the applicant for financial support should have transported at least 10 000 000 passengers in the year 2017,

— the applicant for financial support should have a profit of at least 25 000 000,00 EUR in the year 2017, and

— the applicant for financial support should realize the obligations set forth in the application documentation.

11) The user of financial support is necessary to meet the following conditions:

— to establish and/or maintain a base of at least one aircraft at the "International Airport Skopje" airport for the period for which the financial support is granted by 1.12.2018 at the latest

— to establish and/or maintain a base of at least one aircraft at the "St. Paul the Apostle" – Ohrid airport for the period for which the financial support is granted by 1.12.2018 at the latest,

— to start operating at least 2 new destinations from the "International Airport Skopje" airport and serve them for the period for which the financial support is granted by 1.11.2018 at the latest,

— to start operating at least four new destinations from the "St. Paul the Apostle" — Ohrid airport; the first 2 by the end of 2018, and the rest within a year from the conclusion of the Contract and to serve them for the period for which the financial support is granted,

— the new destinations must not be the same, i.e. the offered destinations for the "International Airport Skopje" airport must not match the offered for the airport "St. Paul the Apostle" — Ohrid airport,

— Every new destination introduced to the "International Airport Skopje" airport and the "St. Paul the Apostle" — Ohrid airport for the period the financial support is granted subject to the granted financial support shall be operated at least 2 times per week in any of the IATA seasons following a predetermined flight timetable in the period of usage of the financial support,

— Every new destination introduced for the period for which financial support is granted subject of financial support is operated from the "International Airport Skopje" airport must not be served by scheduled air services in the last two IATA seasons from/to the "International Airport Skopje" airport,

— Every new destination introduced for the period for which financial support is granted subject of financial support operated from the "St. Paul the Apostle" — Ohrid airport must not be served by scheduled air services in the last two IATA seasons from/to the "St. Paul the Apostle" — Ohrid airport and "International Airport Skopje" airport,

— The financial support user to develop a plan for promotion and marketing. The promotion and marketing plan may be subject to change upon the provision of the financial support provider,

— The Financial Support user shall submit a report on its operations every six months to the Ministry of Transport and Communications.

12) The provider of financial support shall grant:

— onetime financial support amounting 40 000 EUR in denar counter value for the implementation of every new destination introduced for the period for which financial support is granted from the "International Airport Skopje" airport and the "St. Paul the Apostle" — Ohrid airport.

For every new destination from the "International Airport Skopje" airport introduced for the period for which financial support is granted shall be granted amounting in:

— 9 EUR in denar counter value per departing passenger during the first year of the Contract on financial support,

— 8 EUR in denar counter value per departing passenger during the the second year of the Contract on financial support and

— 7 EUR in denar counter value per departing passenger during the third year of the Contract on financial support.

For every new destination from the "St. Paul the Apostle"- Ohrid airport introduced for the period for which financial support is granted shall be granted amounting in:

— 13 EUR in denar counter value per departing passenger during the first year of the Contract on financial support,

— 12 EUR in denar counter value per departing passenger during the the second year of the Contract on financial support, and

— 11 EUR in denar counter value per departing passenger during the third year of the Contract on financial support.

Remark:

One-time financial support shall not be given for a new destination substitute for a new destination for which one-time financial support has already been given.

13) The financial support shall be granted to the applicant who will offer most destinations on which will operate from/to "International Airport Skopje" airport and the "St. Paul the Apostle" — Ohrid airport, not served by scheduled air services in the last two IATA seasons from/to the "International Airport Skopje" airport and the "St. Paul the Apostle" — Ohrid airport.

In case 2 or more applicants offer same number of destinations to be operated from/to "International Airport Skopje" airport and the "St. Paul the Apostle" — Ohrid airport, the financial support shall be granted to the applicant who will offer more weekly frequencies on those destinations which will be operated from/to "International Airport Skopje" airport and the "St. Paul the Apostle" — Ohrid airport.

In case 2 or more applicants offer same number of weekly frequencies on the destinations operating from/to "International Airport Skopje" airport and the "St. Paul the Apostle" — Ohrid airport, the financial support shall be granted to the applicant based on the principle of priority conducted during the submission of the application;

14) The financial support is granted according to the funds determined in the Program for determining the funds necessary for granting financial support for incitement and development of the air traffic in Republic of Macedonia to domestic and foreign airlines for the period 2018-2021 support (“Official Gazette of the Republic of Macedonia” nº 99/18);

15) Within 10 working days from the day of the public opening, the applications for granting financial support shall be evaluated.

The financial support is granted according to the funds determined in the Program for determining the funds necessary for granting financial support for incitement and development of the air traffic in Republic of Macedonia to domestic and foreign airlines for the period 2018-2021 support (“Official Gazette of the Republic of Macedonia” nº 99/18).
