— certificate on paid taxes, contributions and other public duties, issued by the competent body in the country where the economic operator is registered,

— certificate from the registry of penalties for committed crimes by legal entities that there is no…

… ban for the legal entity for participation in public tendering procedures, awarding public procurement contracts and public-private partnership contracts,

… penalty in the form of temporary ban or permanent ban on performing certain activity,

— certificate establishing that there is no valid legal sentence declaring a misdemeanor sanction — ban against performing a profession, activity or duty, i.e. temporary ban against performance of certain activity.

In order to establish its capacity for performance of professional duty, the economic operator should submit a document for registered business as evidence that it is registered as a physical or legal entity for performance of activities related to the subject of the public procurement agreement or evidence that the operator belongs to an adequate professional association, in accordance with the regulations of the country where the operator is registered.

Balance sheet statement and data from the profit and loss account, issued by a competent body, for the last 3 (three) years, 2015, 2016 and 2017 for clause 2.4.1 or balance sheet and profit and loss account data, issued by a competent body for clause 2.4.2 for the years for which data is available.

Минимално ниво(а) на стандарди:

— for part 1: total turnover not less than 85 000 000,00 MKD for the last 3 (three) years — 2015, 2016 and 2017,

— for part two (2): total turnover not less than 120 000 000,00 MKD for the last 3 (three) years — 2015, 2016 and 2017,

— for part three (3): total turnover not less than 120 000 000,00 MKD for the last 3 (three) years — 2015, 2016 and 2017.

Техничка и професионална способност:

2.5.3 The economic operator will prove compliance with the minimum criteria from clause 2.5.1 – for part one (1) by submission of:

— a statement with reference list listing at least 30 (thirty) translated, proofread and edited vocational textbooks or textbooks for primary and secondary education from Macedonian in Albanian or Turkish or Serbian or Bosnian language in the last 5 (five) years — 2013, 2014, 2015, 2016 and 2017, stating the title of issue, publisher, year of issue, language to which the textbook is translated, data about the translator and proofreading and editing professionals, and ISBN number,

— a copy of contracts with translators contracted by the bidder or a certificate from an employment agency, if such person is full time employee with the bidder for translation of vocational textbooks or textbooks for primary and secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language, not older than 5 (five) years for all issued vocational books or textbooks for primary and secondary education stated in the reference list,

— a copy of contracts with proofreader/s contracted by the bidder or a certificate from an employment agency, if such person is full time employee with the bidder for proofreading of vocational books or textbooks for primary and secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language, not older than 5 (five) years for all issued vocational books or textbooks for primary and secondary education stated in the reference list,

— statement for engagement of at least 1 (one) person by the bidder or a certificate from an employment agency, if such person is/has been full time employee with the bidder for editing…

… of vocational books or textbooks for primary and secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language, for all issued vocational books or textbooks for primary and secondary education stated in the reference list,

… and graphic preparation for printing of vocational books or textbooks for primary and secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language,

— certificate from the employment agency for at least 10 (ten) full time employees, not older than 15 days, counting back from the date stated as the deadline for delivery of bids for this public procurement procedure.

2.5.4 The economic operator shall prove the fulfillment of the minimal condition from clause 2.5.2, for part two (2) and part three (3) by submission of the following:

— statement with reference list stating at least 50 (fifty) printed vocational books or textbooks for primary or secondary education in the last 3 (three) years (2015, 2016, 2017), with titles, year of publishing and ISBN number,

— statement that the bidder has at least 2 four color offset printers,

— certificate from the employment agency for at least 20 (ten) full time employees, not older than 15 days, counting back from the date stated as the deadline for delivery of bids for this public procurement procedure,

— statement that the bidder has at least 5 distribution vehicles.

2.5.1 In order to qualify as capable to implement the subject public procurement agreement, for part one (1) from the aspect of its technical and professional capacity, the economic operator should fulfil the following minimal conditions:

— completed translation, proofreading and editing of at least 30 (thirty) vocational books or textbooks for primary or secondary education from Macedonian to Albanian or Turkish or Serbian or Bosnian language in the last five years (2013, 2014, 2015, 2016 and 2017),

— contracted or employed at least 2 (two) persons for translation of vocational books or textbooks, for at least 30 (thirty) vocational books or textbooks for primary or secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language,

— contracted or employed at least 1 (one) person for…

… proofreading of translated vocational books or textbooks, for at least 30 (thirty) vocational books or textbooks for primary or secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language,

… editing of translated vocational books or textbooks, for at least 30 (thirty) vocational books or textbooks for primary or secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language,

— the operator should have engaged or employed at least 1 (one) person for editing and graphic preparation for printing of vocational books or textbooks for primary or secondary education, translated from Macedonian to Albanian or Turkish or Serbian or Bosnian language,

— the operator should have at least 10 regularly employed.

2.5.2 In order to qualify as capable to implement the subject public procurement agreement, for part two (2) and part three (3) from the aspect of its technical and professional capacity, the economic operator should fulfil the following minimal conditions:
