The Contracting Authority reserves the right not later than 6 days before the deadline for submission of bids on its own initiative or on the basis of requests for clarification by the bidders to amend or supplement the tender documentation, and immediately inform all economic operators that have obtained the documentation. In the case of amendments to the tender documentation, the Contracting Authority shall extend the deadline for submission of bids for at least 6 days. In the case of a change and an amendment to the tender documents published on the ESPP and the extension of the deadline, the Contracting Authority is obliged to publish the amendment made by ESPP, after which all economic operators that have taken tender documentation by the time of the amendment will receive automatic electronic notification that an amendment to the specific listing has been published.

The Contracting Authority shall exclude from the procedure for awarding a public procurement contract any Economic operator:

— to whom in the last 5 years a final verdict has been pronounced for participation in a criminal organization, corruption, fraud or money laundering,

— to which a minor penalty has been imposed ban on participation in public call procedures, awarding public procurement contracts and public-private partnership contracts,

— to which a minor penalty has been pronounced temporary or permanent prohibition for carrying out a particular activity,

— is in a bankruptcy or liquidation procedure,

— who has unpaid taxes, contributions and other public duties, unless the economic operator has been granted deferred payment of taxes, contributions or other public fees in accordance with the special regulations and regularly pays them,

— to whom a misdemeanor sanction has been pronounced a ban on performing a profession, activity or duty, that is, a temporary ban on performing a particular activity; and

— who gives false data or fails to submit the data requested by the Contracting Authority.

In order to prove the ability to perform professional activity, the economic operator should submit a document for registered activity as evidence that it is registered as a natural or legal person for performing the activity related to the subject of the Public procurement contract or evidence that it belongs to a suitable professional association in accordance with the regulations of the country where it is registered.

The same is proved by:

— Copy of the Document for registered activity — DRD Form.

Економска и финансиска состојба:

N order to qualify as capable of carrying out the relevant public procurement contract in terms of its economic and financial standing, the economic operator must meet the following minimum requirement:

— to have earned an income not less than the estimated value of the procurement in at least 1 of the last 3 years.

If the economic operator performs the activity in a period of less than 3 years, the minimum condition for determining the economic and financial condition is that the economic operator has fulfilled the requirement of paragraph 1 in the years for which data exist.

Минимално ниво(а) на стандарди:

The economic operator shall prove the fulfillment of the minimum condition by submission in sub-section 2.4.1 by submitting:

— an extract from the overall turnover of the enterprise (data from the profit and loss account issued by a competent Authority, ie revised profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract, mostly for the last 3 financial years for which such information is available, depending on the date on which the enterprise was established or started operating and depending on the availability of such information.

Техничка и професионална способност:

To qualify as capable of carrying out the relevant public procurement contract in terms of its technical or professional capability, the economic operator must meet the following minimum requirements:

— experience in successfully executed contracts related to the subject of procurement in the last 3 years for at least 1 legal entity,

— the economic operator should provid service of the equipment in the Republic of Macedonia,

— the economic operator shall provide 2 day training for handling with the tool.

Минимално ниво(а) на стандарди:

The economic operator shall prove the fulfillment of the minimum requirements of sub-item 2.5.1 by submitting:

— list of successfully executed contracts related to the subject of procurement in the last 3 years, with values of the Contracts, dates of concluding, buyers (contracting authorities or economic operators), by providing a certificate for performed deliveries issued by the recipients or if such certificates can not to be provided for reasons outside the control of the economic operator, only with his declaration of performed deliveries,

— statement from the economic operator that he will provided service of the equipment in the Republic of Macedonia,

— statement by the economic operator that it will provide two day training for handling with the tool.
