In order to prove its personal status, the economic operator should submit the following documents:

— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Capability of the economic operator for performing professional activity:

Document for registered activity.

— document for registered activity as a proof that the economic operator is registered as a natural person or legal entity for performing the activity related to the subject of the public procurement contract or proof of membership in the relevant professional association in accordance with regulations in the country where the economic operator is registered,

— corresponding “B” licence for performing second category constructions, in accordance with the Construction Law, issued by the Ministry of Transport and Communications, and in case of foreign bidder a confirmation should be submitted for performing second category constructions, issued by an appropriate state administration body competent for performing works for spatial arrangement of RM, pursuant to Article 42 of the Construction Law as a proof for fulfilling the special conditions for performing the activity prescribed pursuant to the law referring to the contract subject.

Техничка и професионална способност:

Reference list of realized contracts by specifying the data on orderer’s name, subject and value of the contract, as well as the date of contract conclusion, by enclosing at least 3 (three) copies of contracts and 3 (three) certificates for timely and qualitatively realized contracts referring to the same contracts, issued by the orderers specified in the reference list.

— Statement that the economic operator has employed or engaged at least 15 (fifteen) persons, by enclosing a list of employed or engaged persons as well as B Authorizations for construction of the required engineers.

Минимално ниво(а) на стандарди:

— The economic operator to have realized at least 3 (three) contracts for construction and/or reconstruction of facilities – buildings, in the past 5 (five) years,

— The economic operator to have employed or engaged at least 15 (fifteen) persons, of whom at least 1 (one) person with B Authorization for construction of second category facilities from the area of construction and at least 1 (one) person with B Authorization for construction of second category facilities from the area of architecture.
