In order to qualify as capable of carrying out the relevant public procurement contract in terms of its economic and financial standing, the economic operator has to meet the following minimum requirements:

— The economic operator has to have generated a minimum total positive revenue for the last 3 years in the amount of at least 18 000 000,00 denars (cumulatively for all three years).

2.4.2 If the economic operator performs the activity for a period of less than three years, the minimum condition for determining the economic and financial condition is that the economic operator has fulfilled the requirement in subsection 2.4.1 in the years for which data exist.

Минимално ниво(а) на стандарди:

Report on the Balance Sheet and data from the Income Statement for the last three financial years issued by a competent authority, that is to say, audited Balance Sheet and Income Statement, or excerpts from the balance sheet and the Income Statement in cases when the publication of the balance sheet is prescribed by law in the country where the economic operator is registered:

2.4.1) If the balance sheet and the income statement have been subject to commercial audit, the economic operator may submit them as proof that it meets the minimum requirement for determining the economic and financial standing without having them additionally certified by a competent authority;

2.4.5) If the balance sheet and income statement have not been subject to commercial audit, the economic operator shall submit them certified, that is to say, issued by a competent authority as proof that it meets the minimum requirement for determining the economic and financial standing. The competent authority in the Republic of Macedonia is the Central Registry of Republic of Macedonia;

2.4.6) The economic and financial capability of the economic operator may be supported by another entity, regardless of the legal relationships between the economic operator and said entity, except in the case of the Income Statement data;

2.4.7) If the economic operator proves its economic and financial capability, referring to the support from another entity, it is obliged to prove the support with valid evidence that said entity will make available the appropriate financial means to the economic operator. There must not be an effective verdict for participation in a criminal organization, corruption, fraud or money laundering against the entity providing the financial support;

2.4.8) If economic operators submit a bid as a Group of economic operators, the economic and financial standing shall be proved by taking into account the resources of all members of the Group. If the group of economic operators takes part with financial support from a third entity, the economic and financial standing shall be determined in accordance with the aforementioned.

Техничка и професионална способност:

List of main services (list of references) of the bidders or candidates rendered in the last three years, including amounts, dates, buyers (Contracting Authorities or economic operators), by providing certificates for the deliveries rendered issued by the recipients, or if such certificates may not be provided due to reasons outside of the control of the economic operators, only its statement on the deliveries rendered.

2) Certificate issued by the Private Security Chamber of R. of Macedonia for at least 100 (one hundred) official IDs issued to the economic operator:

3) Copies of M1/M2 forms, a list issued by the EARM (Employment Agency of R. of Macedonia) and copies of at least 100 (one hundred) licenses for the employees, issued by the Private Security Chamber of R. of Macedonia;

4) Copies of M1/M2 Form, a list issued by the EARM and copies for at least 4 (four) officers with valid technical security licenses, issued by the Private Security Chamber of R. of Macedonia and copies of training certificates for: InnerRange, Hikvision and Paradox systems;

5) Certificate for membership in the Private Security Chamber of R. of Macedonia;

6) Copy of a valid contract - an insurance policy against workplace injuries for the employees;

7) Copy of the document for compliance with the Law on Personal Data Protection;

8) Statement for possession of at least 100 certificates for completed firefighting training, with copies for at least 100 valid certificates for completed firefighting training;

9) Statement on possession of rapid response groups that will be ready for emergency responses;

10) List with minimum 6 (six) patrolling vehicles, accompanied by copies of their registration licenses or leasing agreement, as well as adequate evidence that the vehicles are equipped with a GPS device and a radio-communication system;

11) Specification - a list of at least 15 (fifteen) pieces of firearms, accompanied by copies of certificates/permits for possession;

12) Statement on possession of a central monitoring system (duty operating centre) with technical details on the operating system (back-up capabilities, systems, specification, number of employees), accompanied by a description thereof;

13) Statement on possession of central communication with min 90 % coverage on the territory of R. of Macedonia;

14) Specification — list with at least 100 (one hundred) portable communication devices, which are in its possession.

1) The economic operator has to have performed at least 3 contracts for services of the same or similar type with the procurement in question in the last 3 years;

2) The economic operator has to have at least 100 (one hundred) official IDs issued by the Private Security Chamber of R. of Macedonia;

3) The economic operator has to have at least 100 (one hundred) officers with valid physical security licenses issued by the Private Security Chamber of R. of Macedonia employed on a regular basis;

4) The economic operator has to have at least 4 (four) officers with valid technical security licenses issued by the Private Security Chamber of R. of Macedonia employed on a regular basis; The persons possess training certificates for: InnerRange, Hikvision and Paradox systems;

5) The economic operator has to be a member of the Private Security Chamber of R. of Macedonia;

6) The economic operator has to have a valid contract - an insurance policy against workplace injuries for its employees;

7) The economic operator has to have a document for compliance with the Law on Personal Data Protection;

8) The economic operator has to have at least 100 (one hundred) certificates for completed firefighting training, issued by a firm specialized for fire protection;

9) The economic operator has to have rapid response groups that will be ready for emergency responses;

10) The economic operator has to have at its disposal at least 6 (six) patrolling vehicles, clearly marked and branded as patrolling vehicles, equipped with a GPS system and a response timer;

11) The economic operator has to have at least 15 (fifteen) pieces of firearms, with copies of certificates/permits for possession;

12) The economic operator has to have a central monitoring system (duty operating centre) with technical details on the operating system (back-up capabilities, systems, specification, number of employees);

13) The economic operator has to have a central communication system with a minimum of 90 % coverage on the territory of R. of Macedonia;

14) The economic operator has to have at least 100 (one hundred) portable communication devices, which are in its possession.

IV.2.5) Standards for quality systems:

— ISO 9001:2008 Certificate,

— OHSAS 18001:2007 Certificate.
