Statement by the economic operator that it has not been announced, in the last 5 years, effective court decision for participation in criminal organization, corruption, fraud or money laundering,

— Certificate that it is not subject to bankruptcy procedure issued by competent authority,

— Certificate that it is not subject to liquidation procedure issued by competent authority,

— Certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— Certificate from the register of penalties for committed criminal acts of legal entities that a minor penalty ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed,

— Certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty temporary or permanent ban on performing certain activity has not been imposed,

— Certificate that it has not been announced any sanctions for misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity,

— Copy of a business registration document,

— Valid evidence – copy of a license / permit for providing private security as a service – physical security, issued by the Ministry of Internal Affairs of R. Macedonia,

— Valid evidence – copy of a license/permit for providing technical security as a service – technical security, issued by the Ministry of Internal Affairs of R. Macedonia.

Техничка и професионална способност:

— The economic operator is required to have 500 (five hundred) employees who possess valid official ID cards for security services issued by the Chamber of RM for Private Security of People and Property,

— The economic operator is required to have an experience in the last 3 (three) years of minimum 30 (thirty) contracts in regular physical security services, and minimum 30 (thirty) contracts in patrol security and video monitoring services,

— The economic operator is required to have his own operating network (physical and patrol security) on the whole territory of the Republic of Macedonia with his own resources and security officers,

— The economic operator is required to have at his availability 30 (thirty) patrolling vehicles on the territory of the Republic of Macedonia, that are equipped with GPS system for measurement of intervention time, and sensors installed on the vehicles,

— The economic operator is required to possess permits for using radio frequencies issued by the Agency for Electronic Communications (AEC) of R. Macedonia on his own name for the whole country of Republic of Macedonia,

— The economic operator is required to possess 50 (fifty) pieces of fire arms,

— The economic operator is required to possess 150 (one hundred and fifty) mobile encrypted radio communication devices,

— The economic operator is required to possess a monitoring center and a video monitoring center with video server and management, with software for 24/7 recording and for archiving the video material.

The economic operator shall prove his Technical and Professional capacity by submitting the following:

— Certificate about 500 (five hundred) official ID cards issued by the Chamber of RM for Private Security of People and Property, and proof of employment or respective evidence of engagement according to the valid Public Procurement Law, and copies of the official ID cards,

— Copies of contracts for minimum 30 (thirty) contracts on regular physical security service and minimum 30 (thirty) contracts on patrol security and video monitoring services in the last three years,

— Statement that the economic operator possesses his own operating network for physical and patrol security on the whole territory of the Republic of Macedonia with his own resources and security officers, map of coverage and statement about the number of officers appropriately located by cities,

— Evidence that the economic operator has at his availability 30 (thirty) patrolling vehicles equipped with GPS system for measurement of intervention time, and sensors installed on the vehicles (copies of registration certificates and a statement by the economic operator that the vehicles are equipped with GPS system for measurement of intervention time, and with sensors installed on the vehicles),

— Copies of permits for using radio frequencies issued by the Agency for Electronic Communications (AEC) on his own name for the whole territory of the Republic of Macedonia,

— Certificate issued by the Ministry of Internal Affairs that the economic operator possesses 50 (fifty) pieces of fire arms,

— Statement by the economic operator that he possesses 150 (one hundred and fifty) mobile encrypted radio communication devices (invoice of the purchase of the devices),

— Evidence about having a monitoring center and a video monitoring center with video server and management, with software for 24/7 recording and for archiving the video material.

III) Standards for Quality Management Systems

The tenderer is required to conform to the following Quality Systems Standards:

— ISO 9001:2008 and OHSAS 18001:2007

Proof of conforming to the Quality System Standards:

— The economic operator is required to submit evidence about conforming to the Quality System Standards, i.e. copies of Certificates ISO 9001:2008 and OHSAS 18001:2007.

IV) Standards for Environmental Management

The tenderer is required to conform to the following Environmental Management System Standards:

— ISO 14001:2004

Proof of conforming to the Environmental Management Standards:

— The economic operator is required to submit an evidence about conforming to the Environmental Management System Standards, i.e. copy of Certificate ISO 14001:2004.
