In order to prove its personal status, the economic operator should submit the following documents:

— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Document for registered activity:

— License “A” for audit of the project documentation for second category buildings pursuant to the Construction Law, issued by the Ministry of Transport and Communications of RM, and in the event of foreign bidder, Certificate should be submitted for the performance of audit of the project documentation for first category buildings, issued by the relevant state administration body competent for performance of the landscaping works of RM, pursuant to Article 42 of the Construction Law, serving as a proof for meeting the special conditions for performing the activity prescribed pursuant to the Law and referring to the contract subject in the DRA (document for registered activity) form.

Економска и финансиска состојба:

— Balance sheet verified by a competent body, i.e. audited balance sheet, or extracts from the balance sheet, in cases when the disclosure of the balance sheet is regulated by law in the country where the economic operator is registered or

— extract from the overall turnover of the enterprise (datum from the profit and loss account issued by a competent body, i.e. an audited profit and loss account) and, where appropriate, from the turnover in the area covered by the public procurement contract and for maximum of the last 3 financial years for which such information is available depending on the date when the enterprise was established or commenced with operation and depending on the availability of such information.

Минимално ниво(а) на стандарди:

— The economic operator should have realized positive financial operations in each of the last 3 years (2015, 2016 and 2017) with total revenue of 12 000 000,00 MKD.

Техничка и професионална способност:

— List of employees or hired persons with the necessary authorizations for audit of the project documentation for the performance of the procurement subject for the employees or the hired persons by submitting a certificate from the employment agency or contracts for hiring such persons and copies of the Authorizations for audit of the project documentation issued by the Chamber of Certified Architects and Certified Engineers of Republic of Macedonia,

— reference list of realized contracts in the last 3 (three) years for performed services of the same or similar type (project audit), with data on suppliers, dates and values, by enclosing at least 2 (two) copies of contracts for performed services of the same or similar type (project audit) and 2 (two) certificates for timely and qualitatively performed services, referring to the respective contract.

Минимално ниво(а) на стандарди:

The economic operator should have at least 15 (fifteen) employees or hired persons with authorization for audit of project documentation, of whom minimum:

— from the construction area:

— — 1 (one) civil engineer with PhD in civil engineering,

— — 1 (one) civil engineer with MSc in civil engineering,

— — 2 (two) civil engineers with “A” authorization for audit in the construction area,

— — 1 (one) civil engineer with “B” authorization for audit in the construction area;

— from the architecture area:

— — 2 (two) graduated architects with “A” authorization for audit in the architecture area,

— — 1 (one) graduated architect with “B” authorization for audit in the architecture area,

— — 1 (one) person with authorization for urban plan audit;

— From mechanical engineering area:

— — 1 (one) person with “A” authorization for audit in the mechanical engineering area;

— From electrical engineering area:

— — 2 (two) persons with “A” authorization for audit in electrical engineering area;

— The economic operator should have concluded or realized minimum 2 (two) contract for performance of services of the same or similar type as the procurement subject (project audit), as well as certificates for timely and qualitative performance of those contracts in the last 3 (three) years, with total value of 7 000 000,00 MKD, of which 1 (one) contract should have the minimum value of 3 000 000,00 MKD.
