— certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— certificate from the Register of penalties for committed criminal acts of legal entities that a minor penalty ban on participation in procedures for public announcements, awarding of public procurement contracts and contracts for public private partnership has not been imposed,

— certificate from the register of penalties for committed criminal acts of legal entities that a minor penalty temporary or permanent ban on performing certain activity has not been imposed,

— certificate that it has not been announced any sanctions for misdemeanor with an effective court decision.

Resulting in prohibition for pursuing professional activity or duty, i.e. in a temporary prohibition for performing professional activity.

— business Registration Certificate (BRC) or other document as a proof that he is registered either as a natural or legal entity for performing a professional activity related to the subject of the public procurement contract, or a proof that he belongs to a respective professional association as per the legislation of the country he is registered in.

The economic operator is required to possess certificate A for performing supervision of works on first (I) category structures, issued by the competent authority in the country as per the Construction Law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18), or, for foreign economic operators, a certificate issued by the authority responsible for operations in the area of spatial planning/management according to Article 42 of the construction law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18). (applies to each member of the group in case bid is submitted by a group of economic operators – JV).

Економска и финансиска состојба:

— minimum annual income of 20 000 000,00 MKD/year in the last 3 years.

The economic operator shall prove that he meets the requirements for economic and financial status by furnishing the following:

— copy of balance sheet report and data on income statements for 2015, 2016 and 2017, certified by a competent authority, i.e. audited balance sheets or abstracts of the report on balance sheets, where balance sheet publication is required under the law of the country where the economic operator is registered and

— for foreign tenderers, in case balance sheet reports and data on income statements for 2015, 2016, and 2017 are not published, copies should be furnished of auditors’ reports of the foreign tenderer, which shall be positive and shall be issued by a reputable foreign institution registered to provide audit services. Audit reports should contain data about the overall economic operation of the Foreign Tenderer (for the last 3 years).

Техничка и професионална способност:

— one contract on performing supervision of works on construction, reconstruction or rehabilitation of state roads according to FIDIC contracting terms in the last three (3) years, with minimum contract value of 10 000 000,00 MKD,

— notification on contract items that the economic operator intends to subcontract to third parties, if any.

A. Key Expert Staff (Personnel):

A1 — Engineer’s Representative (one) – University degree (honours bachelor's degree)

— Certificate A for a supervising engineer in civil engineering as per the construction law in force (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18); or, in case of a foreign natural person, a certificate verified by the chamber of certified architects and certified engineers of RM, according to Article 42 of the construction law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18),

— university degree in civil engineering (BS CE)

1) Work experience of 7 (seven) years in the specified field (profession) with the required education;

2) Four (4) years of experience as an Engineer’s Representative or key staff member of the supervision team of construction or reconstruction of state roads, railways or airports.

— or 6 (six) years of experience as an Engineer for investment-technical supervision (employer’s supervision) on construction or reconstruction of state roads, railways or airports,

— or 6 (six) years of experience as a project manager or technical manager on construction or reconstruction of state roads, railways or airports,

— or total experience of 6 (six) years as an Engineer’s Representative or key staff member of the supervision team, investment-technical supervisor or manager, or a technical manager on construction or reconstruction of state roads, railways or airports.

3) Experience as an Engineer’s Representative or a key staff member of the supervision team, or investment-technical supervisor, or project manager of construction of minimum 1 (one) completed project for construction-reconstruction-rehabilitation of a motorway, expressway, national or regional road in the last 15 years, implemented under FIDIC terms and conditions of the Contract Agreement;

4) Experience in projects implemented under FIDIC (Red Book) terms and conditions of the Contract Agreement (participation in at least one implemented contract on infrastructure project).

5) English language knowledge;

6) Permanently or temporarily employed by the Engineer, engaged on the project via another company, or as an independent expert/consultant;

7) Signed written statement and consent for participating in the project.

А2 – Engineer for Geotechnics and Materials (one) — University degree (honours bachelor's degree)

2) Three (3) years of experience as an Engineer’s Representative or key staff member of the supervision team of construction or reconstruction of state roads, railways or airports.

— or, four (4) years of experience as an Engineer for investment-technical supervision (employer’s supervision) on construction or reconstruction of state roads, railways or airports,

— or four (4) years of experience as a project manager or technical manager on construction or reconstruction of state roads, railways or airports,

— or total experience of four (4) years as an Engineer’s Representative or key staff member of the supervision team, investment-technical supervision or manager, or technical manager on construction or reconstruction of state roads, railways or airports.

3) Experience as an Engineer’s Representative, or a key staff member in the supervision team or investment-technical supervisor, or a project manager on construction, or a technical manager of at least 1 (one) completed project for construction-reconstruction-rehabilitation of a state road section in the last fifteen (15) years;

4) English language knowledge;

5) Permanently or temporarily employed by the Engineer, engaged on the project via another company, or as an independent expert/consultant;

6) Signed written statement and consent for participating in the project.

А3 – Engineer for Structures/Facilities (several) - University degree (honours bachelor's degree).

5) Permanently or temporarily employed by the engineer, engaged on the project via another company, or as an independent expert/consultant;

А4 – Engineer for Asphalt Works (one) — University degree (honours bachelor's degree).

— certificate A for a supervising Engineer in Civil Engineering as per the construction law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18); or, in case of a foreign natural person, a certificate verified by the chamber of certified architects and certified Engineers of RM, according to Article 42 of the construction law (Official Gazette of Republic of Macedonia no. 130/09, 124/10, 18/11, 36/11, 54/11, 13/12, 144/12, 25/13, 79/13, 137/13, 163/13, 27/14, 28/14, 42/14, 115/14, 149/14, 187/14, 44/15, 129/15, 217/15, 226/15, 30/16, 31/16, 39/16, 71/16, 103/16, 132/16 and 35/18),

3) Experience as an Engineer’s Representative, or a key staff member in the supervision team or investment-technical supervision, or a project manager on construction, or a technical manager of at least 1 (one) completed project for construction-reconstruction-rehabilitation of a state road section in the last fifteen (15) years;

A5 – Engineer for Environment Protection 1 (one) — University degree (honours bachelor's degree) in environment:

— protection engineering,

— ecology,

— energetics,

— architecture,

— engineering,

— technical-technological sciences or

— natural sciences related to environment protection.

1) Five (5) years of work experience in the field of protection and improvement of environment and nature;

2) Certificate about minimum 3 years of work experience as supervision Engineer for environment protection during construction or reconstruction of state roads – motorways, expressways, national and regional roads, or for infrastructure projects in the railways sector or for other line infrastructure projects (gas pipelines, oil pipelines or power lines);

3) English language knowledge;

4) Permanently or temporarily employed by the Engineer, engaged on the project via another company, or as an independent expert/consultant;

5) Signed written statement and consent for participating in the project.

B. Support Technical and Other Staff

B1 – Surveyor (for land acquisition + alignment), with required surveying equipment (one) – High (secondary) school degree in a civil engineering, technical or other field respective to project’s needs (geodesy, civil engineering, roads, electricity, informatics, or similar).

1) Three (3) years of work experience in the specified field (profession) with the required education;

2) Two (2) years of work experience in civil engineering construction and infrastructural structures;

3) Basic computer knowledge (MS Office, Word, Excel);

4) Signed written statement and consent for participating in the project.

B2 – Technical person for Documentation and Correspondence (civil engineering) (one) — High (secondary) school degree in a civil engineering, technical or other field respective to project’s needs (geodesy, civil engineering, roads, electricity, informatics, languages, or similar).

1) Two (2) years of work experience in the specified field (profession) with the required education;

2) One (1) year of work experience in civil engineering construction and infrastructural structures;

3) English language knowledge (writing, reading, speaking);

4) Basic computer knowledge (MS Office, Word, Excel);

B3 – Technical person (2) for Laboratory and Site Surveys — High (secondary) school degree in a civil engineering, technical or other field respective to project’s needs (geodesy, civil engineering, roads, electricity, informatics, or similar)

3) Experience in site and laboratory surveys on similar projects;

Economic operator shall prove that he meets the requirements for technical and professional competence by furnishing the following:

— performance certificate verified by the Contracting Authority, and a copy of the Contract,

— notification on contract items that the economic operator intends to subcontract to third parties.

— copy of the Diploma and

1) Completed biography form (provided in bidding documents) of proposed expert for the purpose of determining the required work experience and a written Statement confirming that he/she has the required work experience;

2) Completed biography form (provided in bidding documents) of proposed expert for the purpose of determining the required work experience, and a written Statement confirming that he/she has the required work experience;

3) Completed biography form (provided in bidding documents) of proposed expert for the purpose of determining the required work experience and, a written Statement confirming that he/she has the required work experience in project(s) implemented under FIDIC terms and conditions of the Contract;

4) Written statement confirming that he/she has the required work experience in project(s) implemented under FIDIC terms and conditions of the Contract;

5) Written statement by the expert proposed for the concrete job position about having knowledge of English language;

6) Copy of employment evidence or respective proof of work engagement as per the valid procurement law and

7) Completed and signed written statement of consent for participating in the project, provided as Annex 1 in the bidding documents.

For А2 – Engineer for Geotechnics and Materials (one)
