1) For proving personal status, the economic operator should provide the following documents:

— statement by the economic operator that in the previous 5 years, an effective court decision for participation in a criminal organisation, corruption, fraud or money laundering, has not been announced,

— a certificate that it is not subject to bankruptcy procedure issued by a competent authority,

— a certificate that it is not subject to liquidation procedure issued by a competent authority,

— a certificate for paid taxes, contributions and other public duties by the competent authority in the country where that economic operator is established,

— a certificate from the Register of penalties for criminal acts committed by legal entities that a secondary penalty…

… ban on participation in procedures for public announcement, the award of public supply contracts and public-private partnership, has not been imposed,

… temporary or permanent prohibition of certain activities has not been imposed and,

— a certificate that a sanction for a misdemeanor with an effective court decision, resulting in prohibition for pursuing professional activity or duty, i.e. temporary prohibition for performing a professional activity, it is not being announced.

2) Document for registered activity - A document for a registered activity as a proof that the operator is registered as a natural person or a legal entity to perform an activity related to the public procurement contract or proof of membership in an appropriate professional association in accordance with the regulations of the country where the operator is registered,

Economic operator shall prove the fulfillment of special requirements for performing activity prescribed in accordance with the law by submitting the following document:

— valid license for performing insurance activities in the respective classes of insurance (for Lot No. 1 - classes of insurance 7,8 and 9 and for Lot No.2 - classes of insurance 3 and 10) that is subject to public procurement, according to the Law on Insurance Supervision (" Official Gazette of the Republic of Macedonia" No. 27/02, 84/02 ........... 192/15 and 23/16) issued by a competent authority.

Necessary documents for economic and financial ability of the economic operator:

The economic operator shall prove the fulfillment of the minimum requirements by submitting the following documents:

— report from the Insurance Supervision Agency of the Republic of Macedonia for 2016,

— audited financial statements for 2016.

Минимално ниво(а) на стандарди:

— the economic operator has had realized minimum…

… 600,000,000.00 MKD gross written premium for 2016 (in case the bid refers only to Lot No. 1 or to both Lots No.1 and No.2),

… 150 000 000,00 MKD gross written premium for 2016 (in case the bid refers only to Lot No.2),

— to have positive financial results form the operation in 2016.
Техничка и професионална способност:

Necessary documents for technical or professional ability of the economic operator:

— evidence from a competent authority or a rating agency for the rating of the reinsurance company,,

— copy of the reinsurance contract with the first reinsurer with a minimum "A" credit rating determined by Standard and Poor's or equivalent with validity for 2018 (for foreign acts a translation from.

Authorized court interpreter is needed),

— reinsurance program for 2018,

— providing "Insurance Conditions" (General and Specific) for the concrete procurement,

— a list of provided property insurance services to legal entities in the last three years, with values, dates, buyers (contracting authorities and economic operators), and providing at least three (3) statements for the provided services issued by the recipients or providing a copy of at least three (3) contracts for insurance of property and movables of legal entities for the previous year, with an individual value of the contracts not less than 1.500.000,00 MKD (in case the bid refers only to Lot No.1 or to both Lots No.1 and No.2), or providing a copy of at least three (3) contracts for insurance of motor vehicles for the previous year, with an individual value of the contracts not less than 250.000,00 MKD (in case the bid refers only to Lot No. 2),

— statement for the amount of the highest paid damages in the last three years, per year (2015, 2016, 2017),

— a statement that the economic operator has engaged professional person qualified to assess the damages adequate to the concrete procurement,

— notification on the elements of the contract which the economic operator intends to subcontract to third parties (if necessary).

Минимално ниво(а) на стандарди:

— 100 % reinsurance of the stocks of the compulsory oil reserves subject to the public procurement contract,

— having reinsurance coverage from a reinsurance company which has a minimum credit rating of "A" fixed by Standard and Poor's or equivalent,

— in the last three years having performed an insurance services for the same or similar risks for at least three legal entities,

— having engaged (with an employment contract or other agreement) professional personnel qualified to assess the damages of the respective public procurement.

Извршување на договорот
Потребни депозити и гаранции:

1) Statement about the steadiness of the offer;

2) Performance guarantee (5 % of the total contract value)

— in order to sign the contract with the selected most favorable economic operator, the successful bidder shall be required to provide a contract performance bank guarantee in the amount of 5 % of the contract value.

A group of economic operators shall have the right to submit a bid without an obligation to form any legally appropriate association. The contracting authority shall not require the group of bidders to be associated in an appropriate legal form if the group is selected as the carrier of the procurement.

Holding license for providing insurance services (as well registration for the following classes of insurance:

— Lot No.1 - classes of insurance 7, 8 and 9,

— Lot No 2 - classes of insurance 3 and 10 - under provisions of the Law on Insurance Supervision (Official Gazette of the Republic of Macedonia no. 27/02,79/07, 67/10, 44/11, 112/11,188/13, 112/14, 153/15, 192/15 and 23/16).
