IV.2.1) In order to prove the personal standing, the economic operator should deliver the following documents:

— statement of the economic operator that in the past 5 years it was not rendered an effective verdict for participation in a criminal organization, corruption, fraud or money laundering,

— certificate that a bankruptcy proceeding is not open by a competent authority,

— certificate that a liquidation proceeding is not open by a competent authority,

— certificate on paid taxes, contributions and other public duties by a competent authority of the country where the economic operator is registered,

— certificate from the Registry of penalties for crimes committed by…

… the legal entities, that it was not rendered minor penalty ban on participation in public tender procedures, awarding agreements on public procurement and agreements for public-private partnership,

… legal entities that it was not rendered minor penalty for temporary or permanent ban on performing a specific activity,

— certificate that it was not rendered misdemeanor sanction – prohibition to perform a profession, an activity or a duty i.e. temporary prohibition to perform a specific activity.

IV.2.2) Ability of the economic operator to perform a professional activity:

IV.2.3) Economic and financial standing of the economic operator:

Required documents to prove the economic standing of the economic operator:

— a statement of the overall turnover of the enterprise (data from the profit and loss account issued by a competent authority i.e. revised profit and loss account) for the last three financial years, from which it can be determined that the economic operator has earned a revenue of not less than 120.000.000 denars in at least one of the last three years.

Minimum criteria for determining the economic and the financial standing of the economic operator:

— to have earned a revenue of not less than 120.000.000 denars in at least one of the last three financial years.

Техничка и професионална способност:

Required documents to prove the technical or professional ability of the economic operator:

1) a list of main deliveries of the bidders performed in the last 3 years, with values, dates, buyers (contracting authorities or economic operators), by providing a certificate of performed deliveries issued by the recipients or, if such certificates cannot be provided for reasons beyond the control of the economic operator, only with his statement on the performed deliveries (this refers to items 1.1, 1.2, 1.3, 1.4, 1.5 and 1.6);

2) a statement from the bidder that it has an established technical support center. 3. Certificate (MAF-Manufacturer Authorization Form) from the manufacturer of the program equipment (the software) for participation in the tender. Or a submitted agreement on business-technical cooperation between the economic operator and the manufacturer of the program equipment.

Минимално ниво(а) на стандарди:

1 In order to qualify as capable of performing the subject matter agreement on public procurement in terms of its technical or professional ability, the economic operator should fulfill the following minimum conditions:

1) To possess references;

1.1) At least 1 (one) verified reference for quality execution of projects in the field of reading, storage, transmission of measurement data of the natural gas transport system, in the last 3 (three) years. The reference implementation must be of an appropriate size, that is, with connected minimum 60 ending measuring stations, and the program equipment must be implemented as a fail over redundant system in two locations;

1.2) At the users it should have an implemented commercial OPC server that supports the standard communication protocols: ENRON Modbus, Modbus Ethernet, Modbus RTU Serial, Modbus RTU and TCP with a minimum of 30 000 tags in the system, with a precisely specified model and type of OPC server;

1.3) To have implemented in a user system minimum 3 (three) different manufacturers of correctors that support corrected and uncorrected states and flows, with accurately indicated models and types;

1.4) To have implemented in a user system at least 2 (two) different manufacturers of chromatographs, with accurately indicated models and types;

1.5) To have implemented in a user system minimum 2 (two) flow computers, with accurately indicated models and types;

1.6) To have implemented in a user system minimum of 1 (one) HMI PANEL, with accurately indicated models and types.

2) The bidder must have an established technical support center.

In addition, the Technical Support Center should be authorized by the manufacturer of the equipment with defined minimum quantities of equipment that needs to be kept in stock in order to provide quick intervention in case of a defect;

3) The bidder should be authorized by the manufacturer of the equipment (MAF-Manufacturer Authorization Form) for participation in the tender. The certificate refers to the program equipment which is actually the core of the technical solution. Or, the bidder can submit an agreement on business-technical cooperation with the manufacturer of the program equipment.
