The operator shall submit the following documents for evaluation of its capacity:

— a declaration by the economic operator that in the last 5 years he wasn’t rendered a verdict for participation in a criminal organization, corruption, fraud or money laundering,

— confirmation that there are no bankruptcy proceedings opened against the operator by a competent authority,

— confirmation that there are no liquidation proceedings opened against the operator by a competent authority,

— receipt for paid taxes, contributions and other public duties by the competent authority in the country where the operator is registered,

— certificate from the Registry of penalties for criminal acts by legal entities that minor penalty…

… ban on participation in public tender procedures, award contracts and contracts for public – private partnership has not been imposed,

… for temporary or permanent prohibition of professional activity wasn’t announced,

— confirmation that a final judgment for sanction a prohibition of professional activity or duty i.e. temporary prohibition for performing professional activity has not been imposed.

Capacity for performing professional activity of the economic operator:

— In order to prove its capacity to perform a professional activity the economic operator shall deliver a document for registered activity as a proof that it is registered as natural or legal entity for the performance of the activity related to the subject of the public procurement agreement or a proof that it belongs to a proper professional association according to the regulations in the state where it is registered. Also, in order to prove the capacity to perform the professional activity the economic operator shall deliver: for Lot Nº 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 15 an original valid license for conducting special line transport for the economic operator. The licenses shall be issued by a competent authority in accordance with the Law on conducting transport in the road transport, they shall be valid and verified by the economic operator (attach a scanned document of the original license for conducting special line transport for the economic operator). For Lot 10 the economic operator shall deliver an original, valid license for performing auto taxi transport of passengers issued by the competent authority in accordance with the Law on conducting transport in the road transport (attach a scanned document of the original license for conducting special line transport for the economic operator). If the economic operator hires sub-contractors than it shall deliver the documents for proving the professional capacity to perform a professional activity identically as the economic operator which has submitted the bid.

Економска и финансиска состојба:

Excerpt of the Balance Sheet verified by a competent authority, that is revised Balance Sheet or excerpts of the Balance Sheet in cases when in the country where the economic operator is registered it is stipulated by law to update the Balance sheet.

Минимално ниво(а) на стандарди:

Minimum 10 000 000,00 MKD average annual income for the last 3 accounting years (2017, 2016 and 2015)

Техничка и професионална способност:

The economic operator proves the fulfillment of the minimum criteria from sub-item 2.4.1.1. of the tender documentation by delivering valid traffic license (attach a scanned document of the original traffic license):

– Excerpt of the License for vehicles for special line transport and Certificate for technical exploitation condition stipulated for vehicles for performing transport of passengers with which it participates (scanned original document),

– Certificate by the Ministry of Transport and Communications that the offered vehicles are free vehicles for line transport (scanned original document),

– Notification on the elements of the contract that the economic operator intends to give to a sub-contractor and that it meets all the criteria supposed to be met by the contractor or if it does not engage a sub-contractor to deliver a Notification that it will not engage a sub-contractor (The Notification is prepared by the economic operator and shall be electronically…

… signed), 2.4.3. The economic operator proves the fulfillment of the minimum criteria of sub-item 2.4.1.2 of the tender documentation by delivering an Excerpt of the License for a vehicle for auto taxi transport of passengers (scanned original document),

Минимално ниво(а) на стандарди:

2.4.1.1 For Lot Nº 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 15 – the vehicles with which the economic operator participates in the procedure shall be owned by the bidder (or a sub-contractor if it intends to engage such according to the law regulations) or to have a Leasing Agreement, until the day of submitting the bid the latest. The vehicles participating in the procedure shall have an Excerpt of a License for the vehicle issued by the Ministry of Transport and Communications until the day of submitting the bid the latest.

– The vehicles with which the economic operator participates in the procedure shall have the proper number of seats according to the number of transported passengers described in the technical specifications, — the bidded vehicles shall be free vehicles for special line transport,

– to deliver a Notification on the elements of the contract that the economic operator intends to give to a sub-contractor or if it does not engage a sub-contractor to deliver a Notification that it will not engage a…

… sub-contractor, 2.4.1.2. For Lot 10 – the vehicle with which it participates shall have an Excerpt of a License for a taxi vehicle issued by a competent authority until the day of submitting the bid the latest,

In order to qualify as capable of performing the Public procurement agreement in terms of quality system standards, the economic operator shall perform the Public procurement agreement in accordance with the standards, regulations and technical regulations applied for this type of activity. 2.5.2 The economic operator proves the fulfillment of the standards of sub-item 2.5.1 by delivering ISO 9001 Standard.
