— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict,

— confirmation for registered activity (DRD form) as proof that the bidder is registered as a natural person or legal entity for conducting the activity related with the subject of the public procurement contract or proof that the bidder belongs to a relevant professional association in accordance with the regulations of the country where it is registered.

Техничка и професионална способност:

— including list of main deliveries of goods or realised services in the last 3 years, with values, dates, buyers (contracting bodies or economic operators), by provision of confirmation for realised deliveries or services made: at least 1 (one) realised contract in the last 3 (three) years, for services for maintenance of information systems in the field of real estate cadastre (integrated system for maintenance of alphanumeric and graphic data integrating the processes of registration of the rights on real estates and registration of real estate properties), where the information system should be in operations use: at least 1 (one) realised project in the last 3(three) years for quality control and confirmation of quality of geospatial data: at least 1(one) realised contract in the last 3 (three) years in the field of GIS (Geographic Information System), and developed in accordance with OGS (Open Geospatial Consortium) or equivalent standards, drafted by use of Geoserver or equivalent component, as well as ESRI (ArcSDE) or equivalent component. The realised systems should be in operational use:

— including description of the technical staff and the technical bodies that are to participate in realisation of the public procurement, in particular those who are responsible for quality control, and in case of public procurement works, those that are to be involved in realisation of the works, notwithstanding whether the same are employed at the economic operator or not: at least one project manager, employed or engaged for this project at the economic operator, with full time and with working experience as project manager at projects for development of information system as follows at least 2(two) such projects, having value of at least 100 000 EUR each:

—— at least 2 (two) business process analysts, employed or engaged for this project at the economic operator, with full time. Each of the persons had to have participation in at least 2(two) projects for development of information systems, each having value of at least 100 000 EUR,

—— at least 1 expert for development of GIS information solutions, employed or engaged for this project at the economic operator, with full time. The expert should have participated in at least 2 (two) projects for development of information systems in the field of real estate cadastre, one of which was aimed to serve more than 1 000 users,

—— at least 1 bachelor of geodetic engineering.

Having authorisation for licenced surveyor pursuant to the Law on Real Estate Cadastre and with experience in the field of real estate cadastre, having ARC GIS certificate for desktop 10 or newer or equivalent issued by local distributer, employed or engaged for this project at the economic operator, with full time. The person should have participated in at least one project for development of information system for real estate cadastre at state level,

–— at least 2 (two) certified persons for Oracle Database 11 g Administration OCP (Oracle certified Professional) (or equivalent) or newer, employed or engaged for this project at the economic operator, with full time. The certified persons should have participated in at least 2 (two) projects where Oracle database (or equivalent) was used,

–— at least 1 certified person for ESRI Certified Enterprise Associate – Enterprise Geodatabase management (or equivalent) employed or engaged for this project at the economic operator, with full time. The certified person should have participated in at least 2(two) projects where ESRI Geodatabase was used,

—– at least 1 certified person for Java (Oracle Certified Associate, Java SE 7 programmer or newer) or equivalent, employed or engaged for this project at the economic operator, with full time. The certified person should have participated in at least 2(two) projects where JAVA was used.
