Information and formalities necessary for evaluating if the requirements are met: together with the tender, the economic operator shall submit accompanying documentation proving the following: personal status, capability for professional activity performance.

The Contracting Authority shall exclude from the procedure for public procurement contract awarding every economic operator:

— against which sentence for participation in criminal organisation, corruption, fraud or money laundering has been passed by means of effective court decision for the last 5 years,

— against which secondary penalty prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed,

— against which secondary penalty of temporary or permanent prohibition to perform certain activity has been passed:

—— which is subject to bankruptcy or liquidation procedure,

—— who has unpaid taxes, contributions and other public charges, except where economic operator has been approved delayed payment of taxes, contributions and other public charges in accordance with specific regulations and these are paid on regular basis,

— against whom misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition to perform activity has been passed, and who has given false data or failed to deliver the data requested by the Contracting Authority.

To prove their personal status, economic operators shall submit the following documents:

— statement by the economic operator that no sentence for participation in criminal organisation. Corruption, fraud or money laundering has been passed against it by means of effective court decision for the last 5 years,

— certificate that no bankruptcy procedure has been initiated against it by the competent authority,

— certificate that no liquidation procedure has been initiated against it by the competent authority,

— certificate for paid taxes, contributions and other public charges by the competent authority of the country in which the economic operator has been registered,

— certificate from the registry of penalties for perpetrated crimes for legal persons that no secondary penalty…

… prohibition to participate in public calls, contracts for public procurement and contracts for public private partnership awarding has been passed,

… temporary or permanent prohibition to perform certain activity has been passed,

— certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision.

The statement by the economic operator that no sentence for participation in criminal organisation, corruption, fraud or money laundering has been passed against it by means of effective court decision for the last 5 years, shall be prepared and signed by the economic operator itself and it does not have to be certified by competent authority.

Certificates that no bankruptcy procedure or liquidation procedure has been initiated, as well as certificates from the Registry of Penalties for perpetrated crimes, shall be issued by the competent authorities in the country where the economic operator is registered.

Certificate for paid taxes, contributions and other public charges shall be issued by the competent authority of the country in which the economic operator has been registered.

Certificate that misdemeanour sanction — prohibition to perform profession, activity or duty or temporary prohibition for performance of specific activity — has not been passed against it by means of effective court decision, shall be issued by the competent authority of the country in which the economic operator has been registered.

The above mentioned documents shall not be older than 6 (six) months counted from the deadline for tenders.

Економска и финансиска состојба:

Economic operator shall prove the fulfilment of the minimum conditions for economic and financial. Capability by submitting the following:

— balance sheet statement and data from the balance of success for the last 3 years certified by competent authority.

Минимално ниво(а) на стандарди:

— minimum annual turnover of financial resources for the last 3 years shall not be less than 120 000 000,00 MKD (aggregate),

— overall profit of the tenderer for the last 3 years shall amount 40 000 000,00 MKD at minimum (aggregate).

Техничка и професионална способност:

— list of works carried out in the last 5 years by attaching a copy of at least 2 (two) implemented contracts (agreements) in the last 5 (five) years for the construction of water treatment plants for drinking water or for the implementation of a water supply system with a drinking water treatment plant, of which the minimum value of one realized contract is shall not be less than 40 000 000,00,

— with the contracts (agreements) to be submitted certificates for satisfactory performance of the works issued by the investor. The certificates should contain the value, time and location of performing the works (and if they do not contain, it is required to submit a document for commissioning that contains the requested information),

— statement for engaged technical staff and technical authorities regardless of whether they engaged directly to the economic operator or are engaged with a contract, with submission of B license for performance for civil engineers, and

— statement of at least 1 person engaged with a certificate from the area of occupational health and safety regardless of whether he/she is engaged directly to the economic operator or is engaged with a contract, with the submission of the certificate for passed professional exam.

Минимално ниво(а) на стандарди:

— the bidder must have realized at least 2 (two) contracts in the last 5 (five) years for the construction of water treatment plants for drinking water or for the implementation of a water supply system with a drinking water treatment plant, of which the minimum value of one realized contract is shall not be less than 40 000 000,00 MKD,

— the bidder has employed or hired (engaged) at least…

… 2 civil engineers with B license for performance,

… 1 person with a certificate from the area of occupational health and safety.

As part of the tender, the economic operator shall provide guarantee of the tender (guarantee for participation)at an amount of at least 3 % of the total value of the tender without VAT included.

More information on the requested bank guarantee is available in the tender documentation.

The signing of the contract with the selected most favourable tenderer shall be conditioned by the provision of guarantee by the selected most favourable tenderer for high quality execution of the contract to the level of 10 % of the contract value.
