— statement of the economic operator that no effective verdict has been issued against the economic operator within the past five years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Економска и финансиска состојба:

Extract from the overall turnover of the company (data from the balance sheet issued by a competent authority, or an audit balance sheet) and, where appropriate, from the turnover in the area covered by the public procurement contract, maximum for the last 3 financial years for which such information is available, depending on the date when the company was established or commenced its operations, depending on the availability of such information.

Foreign legal entities should submit a positive audit report issued by a renowned institution registered for conducting audits, which report should contain data on the overall economic operations of the foreign bidder in the last 3 years, and this report should be translated into Macedonian.

Минимално ниво(а) на стандарди: Total revenues for the last 3 years should exceed 50 000 000,00 MKD.
Техничка и професионална способност:

— list of jobs performed in the last 5 years and enclosing a copy of implemented contracts and certificate of satisfactory performance of the required implemented contracts from Item 2.5.1, certificates including value, time and location of performing the work and statements whether the jobs were finished in accordance with the rules of business operations and if they were properly completed,

— proof that the economic operator has the required technical personnel, and also proof of possession of License A for category one construction contractor as defined with the applicable legal regulations, i.e. enclosed: list of employees issued by the Agency for employment of the Republic of Macedonia, Authorization A for construction engineer for minimum 3 (three) employees and Authorization B for construction engineer for minimum 1 (one) employee with the economic operator,

— educational and professional qualifications of the economic operator or its professional staff and especially the persons who are key personnel; please enclose a short professional biography (Curriculum Vitae) and specify their experience as “from month/year to month/year) for each person (with data for the duration of the engagement, description of the facility, category of the facility, description of the engagement), degree for completed education, the relevant Authorization A and Statement from each of the offered candidates for key personnel for the credibility of the data provided in the submitted short professional biography (Curriculum Vitae),

— statement on engaged and available technical personnel at the construction site for the entire validity period of the contract regardless if the personnel is employed with the economic operator or not, and if the specified technical personnel at the construction is not employed with the economic operator, to provide proof of availability thereof,

— statement on possession of the technical equipment and the capabilities of the economic operator for other potential capacities at the disposal of the economic operator for performing the said works and ensuing the quality,

— proof of possession either through a lease contract, contract on leasing, procurement contract or that the economic operator in another manner provided the minimum key equipment defined in Item 2.5.1 in fully functional condition, and also proof that — based on the known engagements — such equipment would be available for the entire period of implementation of the proposed contract,

— information on the elements of the contract that the economic operator intends to outsource to subcontractors.

Минимално ниво(а) на стандарди:

— the economic operator has implemented minimum 3 (three) contracts for construction of water-supply infrastructure in the last 5 (five) years,

— the minimum value of 2 (two) implemented contracts for construction of water-supply infrastructure should have the value of over 10 000 000,00 MKD, VAT included, for each individual contract. The economic operator should have the following number of employed personnel, with enclosed proof of compliance with the applicable legal regulations, specifically:

—— for License A for conducting category I constructions, the economic operator should submit proof of employment of at least 20 people, where 3 persons possess Authorization A for construction engineer and 1 person with Authorization B for construction engineer in accordance with Article 26, Paragraph 2 of the law on construction,

— submit M1/M2 forms enclosed or a certificate from a competent institution, as well as the relevant Authorizations for conducting category I constructions.

Key personnel

— job position: 1 (one) site manager — civil engineer with Authorization A for building construction facilities, with minimum 5 (five) years of experience in building facilities in the area of hydroelectric engineering,

— job position: 1 (one) laboratory assistant with minimum 3 (three) years of working experience in the area of construction,

— job position: 1 (one) surveyor with minimum 3 (three) years of working experience on hydroelectric engineering facilities and/or civil engineering.

Please enclose CVs for all of the specified technical staff at the construction site — the required authorizations and a photocopy of the degrees of completed education,

— the availability of the specified technical staff at the construction site for the entire period of contract validity, regardless if they are employed with the economic operator or not. If the specified technical staff at the construction site is not employed with the economic operator, their availability should be proven with a valid document in accordance with the Law on Public Procurements.

Equipment:

The economic operator should specify and prove to have possession either through a lease contract, contract on leasing, procurement contract or that the economic operator in another manner provided the minimum key equipment in fully functional condition:

— minimum 2 (two) tracked excavators,

— minimum 1 (one) backhoe loader,

— minimum 5 (five) tipper trucks,

— minimum 1 (one) sludge pump with capacity of 10 m

— minimum 2 (two) vibratory plate compactors,

— minimum 1 (one) vibratory roller,

— minimum 4 (four) automatic cement mixers,

— laboratory for ongoing control tests.
