Construction works for building a facility Block 1 Urban Community 3 CP 1.15 in Negotino. The quantities of works are defined as performance of construction, construction- artisan, artisan, installation and other works for construction of a facility CP No.1.15, CM Negotino, from DUP UZ 3, Blok 1 Negotino, determined in the draft prepared by the designer DPGI "Vektor 90" Tome DOOEL, 2400 Strumica.

At the public opening of tenders, may attend any person who is interested. Only authorized representatives of bidders may participate in the procedure of public opening of bids by giving their comments in the minutes of opening of bids. Authorized representatives of the bidders at the public opening must have an authorization signed by the person in charge.

Construction works for building a facility Block 1 Urban Community 3 CP 1.15 in Negotino.

The quantities of works are defined as performance of construction, construction- artisan, artisan, installation and other works for construction of a facility CP No.1.15, CM Negotino, from DUP UZ 3, Blok 1 Negotino, determined in the draft prepared by the designer DPGI "Vektor 90" Tome DOOEL, 2400 Strumica.

In order to prove its personal status, the economical operator should submit the following documents:

— statement of the economic operator stating that no effective verdict has been pronounced in the past 5 years for participation in criminal organization, corruption, fraud or money laundering,

— confirmation that no bankruptcy procedure has been initiated by a competent authority,

— confirmation that no liquidation procedure has been initiated by a competent authority,

— confirmation for paid taxes, contributions and other public fees from the authority competent in the country where the economic operator has been registered,

— confirmation from the Registry for penalties for committed criminal acts of the legal entities stating that no secondary penalty,…

… ban on participation in open call procedures, on awarding of contracts for public procurement and contracts on public-private partnership has been pronounced,

… temporary penalty or permanent ban on the performance of particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or obligation, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

In order to prove the capacity to perform a professional activity, the economic operator should submit a document for registered activity — construction — DRD Form as proof that it is registered as a natural or legal person for performing the activity related to the subject of the public procurement contract or evidence that it belongs to an appropriate professional association in accordance with the regulations of the country where it is registered and A or B License for construction of first or second category buildings, in accordance with the Construction Law.

Documents necessary to prove the economic status of the economic operator:

— a report on the balance sheet certified by a competent authority, i.e. a revised balance sheet or excerpts from the balance sheet report in cases where the publication of the balance sheet is prescribed by the law of the country where the economic operator is registered for the last 3 years — 2015, 2016 and 2017,

— an extract from the overall turnover of the enterprise (data from the profit and loss account issued by a competent authority, i.e. revised profit and loss account) for the last 3 years 2015, 2016 and 2017 and, where appropriate, turnover of the area covered by the public procurement contract maximum for the last 3 financial years for which such data are available, depending on the date on which the company was founded or started work and depending on the availability of such information,

— a statement by the economic operator confirming that the minimum total revenue for the last 3 years (2015, 2016 and 2017) in the amount of 4 000 000,00 EUR is in the field of construction.

Minimum criteria for determining the economic and financial status of the economic operator:

Statement of the economic operator for the minimum required staff (50 employees or engaged persons) who will be engaged for realization of the subject of the procurement stated with their name, surname and qualification, and for the minimum of the professional staff the following is to be submitted: M1/M2 Form for the staff that will be engaged for realization of the subject of procurement, A or B authorization for performance for the professional staff who will be engaged for realization of the subject of the procurement, degree for completed construction section of the graduated civil engineers. Statement on the elements of the contract that the economic operator intends to delegate to subcontractors and their data (company, head office, unique tax number, etc.) that fullfil the conditions for performing the works, prescribed by the Law on Construction. Statement certified by a Notary Public that if the contract for public procurement is awarded, the facility to the stage of shell construction will be performed by the bidder (without delegation to subcontractors). (The statement certified by a Notary Public shall also be signed electronically with a digital certificate by the economic operator).

— the bidder should have certificates (recommendations) for quality and timely performed works, for facilities of the first and/or second category — highrise construction — residential and residential — business facilities, in the last 5 years, issued by former investors for the submitted contracts. Minimum professional staff who will be engaged for realization of the subject of the procurement: minimum 5 (five) graduate engineers with A or B performance license, as follows: 2 (two) graduate engineers architects, 2 (two) graduate civil engineers construction section, 1 (one) electrical engineer, indicated by name and surname. A minimum of 50 (fifty) employees or engaged persons immediately prior to the submission of the bid, qualified to perform the activity related to the subject of the public procurement contract, with evidence continuously in the last 3 (three) months. Minimum the facility to the stage of shell construction will be performed by the bidder (without delegation to subcontractors).

The subject of the electronic auction is the total price. Minimum differences allowed in the negative bidding process is 1 % of the value of the starting price (which represents the lowest price of the submitted eligible bids) subject to bidding. Maximum differences allowed in the negative bidding process are 5 % of the value of the starting price.

At the public opening of tenders, may attend any person who is interested.
