In order to prove its personal status, the economic operator should submit the following documents:

— statement of the economic operator that no effective verdict has been issued against the economic operator within the past 5 years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanour sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Capability of the economic operator for performing professional activity:

Document for registered activity:

— document for registered activity as proof that it is registered as natural person or legal entity for performing the activity related to the subject of the public procurement contract or proof that it belongs to proper professional association pursuant to the regulations of the country it is registered,

— proper License B for designing constructions of second category, pursuant to the law on construction issued by the Ministry of Transport and Communications of Republic of Macedonia and if the bidder is foreigner confirmation should be delivered that it may design constructions of second category, issued by proper authority of the state administration competent for performing the works for landscaping of Republic of Macedonia, pursuant to Article 42 of the Law on Construction, as proof for fulfilment of the special conditions for realisation of the activity prescribed in accordance to the law that refers to the procurement contract.

Техничка и професионална способност:

Reference list of services performed in the last 5 years with values, dates and clients, by providing certificates for performed services issued by the clients and referring to the submitted reference list (Bidder fills Annex 2).

Note: If a particular service refers to, or involves, a bridge and tunnel design project, the public procurement commission shall accept it as valid and it shall be considered that this bidder has performed 2 (two) services or more specified in the service (one or more services for the design of a main tunnel project and one or more services for the design of a main bridge or viaduct project). The public procurement commission shall not accept services related to a preliminary project, infrastructure projects, studies and other project and technical solutions.

— statement by the bidder that it has the required engineers with B-category licences required for the project documentation.

Минимално ниво(а) на стандарди:

A minimum of 6 (six) services related to main projects design, at least 3 (three) of which have to be related to the design of a main tunnel project, with a length of at least 0,3 km; and at least 3 (three) services related to the design of a main bridge or viaduct project, at least 1 (one) of which shall be a bridge or viaduct with a total length greater than 250 m and at least one span with a length greater than 70 m (aperture), in the last 5 (five) years, with a minimum total value of 30 000 000,00 MKD cumulatively.

— to have a minimum of 9 (nine) engineers: at least 5 of them have to possess a B Licence for project documentation design in the field of construction, issued by the Chamber of Certified Architects and Certified Engineers of the Republic of Macedonia,

— minimum 2 engineers with Licence B for project documentation design in the field of geotechnics, issued by the chamber of certified architects and certified engineers of the Republic of Macedonia,

— minimum 1 engineer with Licence B for project documentation design in the field of electrical engineering, issued by the chamber of certified architects and certified engineers of the Republic of Macedonia,

— minimum 1 Engineer with Licence B for project documentation design in the field of mechanical engineering, issued by the Chamber of certified architects and certified engineers of the Republic of Macedonia.
