For personal status proof, the economic operator should submit the following documents:

— statement of the economic operator that no effective verdict has been pronounced against the economic operator within the past five years for participation in a crime organization, corruption, fraud or money laundering,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, contributions and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanor sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Capacity for performing professional activity of the economic operator:

— certificate for registered activity – DRD certificate and Decision for wholesale trade with pharmaceuticals issued in accordance with the law on pharmaceuticals and medical aids.

Техничка и професионална способност:

The economic operator proves the completion of the technical and professional capacity by submitting the following documents:

In aim to qualify for implementation of the procurement subject and fulfilling the criteria for technical and professional capacity, the economic operator must conform to the following:

— declare a statement that the conditions for drugs safe keeping, accommodation, transport and managing are fulfilled pursuant to the Guidance for the conditions related to the space, equipment and human resources for awarding approval for whole sale trade with drugs (Off. Gazette of RM No. 151/08),

— declare a statement that the economic operator owns…

… — cold chamber for accommodation with automatically integrated thermometer from (2o-8oC) for the offered drugs which require this range) and temperature reader for the drugs chamber and requires special temperature regimen,

… vehicle for transport and distribution of drugs (equipped for temperature regimen for keeping (2o-8oC),

— declare a statement for equipment – reserve (spare) electricity aggregate for the cold chain,

— declare a statement that at the moment of reception of the drugs, the expiry date shall be at least 9 months valid out of the total drugs expiry date.

Минимално ниво(а) на стандарди:

The economic operator proves the minimum criteria for technical and professional capacity defined in paragraph 2.4.1 by submitting the following documents:

— the conditions for drugs safe keeping, accommodation, transport and managing must be fulfilled pursuant to the Guidance for the conditions related to the space, equipment and human resources for awarding approval for whole sale trade with drugs (Off. Gazette of RM No. 151/08),

— the economic operator owns - cold chamber for accommodation with automatically integrated thermometer continuously maintaining temperature from (2o-C-8o- C) with proper capacity for the offered drugs and requires special temperature regimen,

— the economic operator owns vehicle for transport and distribution of drugs (equipped for temperature regimen for keeping 2o-C-8o- C) for the offered drugs and requires special temperature regimen,

— employed staff to work in the procurement phases (reception, keeping and issuing drugs),

— the economic operator owns reserve (spare) electricity aggregate for the cold chain which shall be functional and activated in case of power failure or lack of electricity,

— guarantee that at the moment of reception of the drugs, the expiry date shall be at least 9 months valid out of the total drugs expiry date.

Subject of the e-auction shall be the total price of the procurement subject, including all costs and discounts VAT excluded.
