In order to prove its personal status, the economic operator should submit the following documents:

— statement that in the last 5 years no effective court verdict has been issued for committing an act of crime pursuant to Article 88 Paragraph 1 of the Law on Public Procurement,

— confirmation stating that no bankruptcy procedure has been initiated by a competent body,

— confirmation stating that no liquidation procedure has been initiated by a competent body,

— certificate of paid taxes, benefits and other public duties issued by a competent body in the country where the economic operator is registered,

— confirmation from the Register of penalties for committed criminal offenses of legal entities proving that no secondary penalty —…

… ban on participating in open call procedures, awarding public procurement contracts and contracts on public — private partnership has been pronounced,

… temporary or permanent ban on performing particular activity has been pronounced,

— confirmation stating that no misdemeanor sanction — ban on the performance of the profession, activity or duty, i.e. temporary ban on the performance of a particular activity has been pronounced with an effective verdict.

Capability of the economic operator for performing professional activity:

Document for registered activity: For Lot 1 and Lot 2 from the subject procurement:

— document for registered activity as a proof that the bidder is registered as a natural person or a legal entity for performing the activity related to the public procurement subject or a proof that the bidder is a member of a professional association in accordance with the regulations of the country where the bidder is registered.

Економска и финансиска состојба:

Report on the balance sheet issued by competent authority, that is revised balance sheet or extracts from the report on balance sheet in cases when the publishing of the balance sheet is prescribed by law in the country where the economic operator is registered.

Минимално ниво(а) на стандарди:

For Lot 1 of the subject procurement: the economic operator should have realized minimum annual income of 25 000 000,00 MKD, per each year in particular, in the last 3 years (2016, 2017 and 2018).

For Lot 2 of the subject procurement: the economic operator should have realized minimum annual income of 15 000 000,00 MKD, per each year in particular, in the last 3 years (2016, 2017 and 2018).

Техничка и професионална способност:

— list of main deliveries of goods or services performed in the last 3 years, including values, dates, buyers (Contracting Authorities or economic operators), by providing confirmation for deliveries made or services realised,

— description of the technical staff and technical bodies that are to participate in the realization of the public procurement, in particular those responsible for quality control, and in case of public procurement of works, those that are to be involved in the realization of the work, notwithstanding whether they are emp0loyed at the economic operator or not,

— statement for the instruments, plants or technical equipment, the service provider or contractor of works has at disposal for realization of the contract.

Минимално ниво(а) на стандарди:

For Lot 1 of the subject procurement:

— the economic operator should have made (realized) at least 2 (two) contracts of this type of public procurement with total value not lower than 30 000 000,00 GBP VAT included, per each contract in particular, in the last 3 years with minimum 2 confirmations for prompt and quality realized contract related to the same contracts.

For Lot 2 of the subject procurement:

— the economic operators should have made (realized) at least 2 (two) contracts for purchase of industrial salt for street maintenance in winter conditions, in the last 3 years with minimum 2 confirmations for prompt and quality realized contract related to the same contracts.

— regarding the staff that is to be involved for the entire duration of the contract for public procurement, the economic operator should have at disposal: minimum 36 drivers for special vehicles for winter maintenance operators for loaders.

— the economic operator should have at disposal the following technical equipment for the entire duration of the contract: minimum 16 (sixteen) special 3-axes vehicles for salt spreader and snowplough for winter maintenance (each vehicle should be with drivers for 24/7 duty),

— minimum 2 (two) special 2-axes vehicles with salt spreader and snowplough (each vehicle should be with drivers for 24/7 duty) minimum 1 (one) loader with shovel with capacity o minimum 2 m

All special vehicles should be equipped with system for satellite vehicle monitoring (GPS devices) and should be connected to software solution,

— certificates and reports issued by competent bodies for quality control with recognized competence, and which test the compliance that was clearly set in references to the specifications and standards:

— the salt offered should fulfill in its entirety the requirements stated in the technical specification.
