The subject of the public procurement contract is public procurement of prefabricated concrete tiles, soil compaction material, construction aggregate and concrete curbstone for the needs of Lipkovo municipality. A detailed description of the contract is provided in the technical specifications within this tender documentation. The subject of the contract is divided into lots as defined in the technical specifications. The bidder may place a bid for 1, more or all lots listed in the subject of the public procurement contract. The bidder may not divide the constituent parts of each lot. For each lot listed in the subject of the contract, an electronic auction shall be carried out separately, through the electronic public procurement system (https://www.e-nabavki.gov.mk). The subject of each auction shall be the total price of each lot of the subject of the public procurement contract, including all costs, discounts and import customs expenditures, excluding VAT.

4.5 Offer validity period:

4.5.1 The offer validity period is 90 days, starting from the day of the public bid opening during which the offer with all its elements is binding for the bidder. Should the day of the bid opening be a non-working day, the offer validity period shall commence on the following working day. The bid that is valid for a period shorter than the envisaged one shall be rejected as non-compliant with the conditions.

4.6 Bid Bond:

4.6.1 Along with the bid, the bidder shall submit an electronically signed bid bond while using the form provided in the tender documentation. Should the bidder break the given bid bond, they shall be excluded from the following procedure and shall be issued a negative reference in accordance with the Law on Public Procurements.

4.7 Signing the offer:

4.7.1 The offer is electronically submitted through the e-PPS and should be electronically signed by the economic operator by using a digital certificate belonging to the economic operators themselves or persons authorised by the economic operators. Should the offer be signed by a person authorised by the economic operator, an authorization signed by the economic operator should be provided.

4.9 Final deadline of bid submission:

4.9.1 Bids are to be submitted no later than _______________________.

6.1 Awarding a public procurement contract:

6.1.1 Once the electronic auction is conducted as the last phase of the open procedure, the contracting authority awards the public procurement contract to the economic operator that has provided the lowest price.

7.1. Means of payment:

7.1.1 The economic operator is obligated to pay the invoice upon receiving it within 60 days. Each offer non-compliant to the means of payment defined in this item shall be deemed unacceptable and as such shall be rejected by the Public Procurement Commission.

7.2 Deadline for and site of delivery.

7.2.1 The economic operator has to deliver the subject of the public procurement contract within 5 days upon receiving the order in a written form (upon signing the contract prior to the delivery) at the following location: Lipkovo Municipality, Lipkovo village. The economic operator has to meet the deadline for and site of delivery. Offers that provide deadlines for and sites of delivery non-compliant to the ones defined in this item shall be deemed unacceptable and as such shall be rejected by the Public Procurement Commission.

Capacity to perform professional activity:

In order to verify their capacity to perform professional activity, the economic operator has to submit a document for registered activity, as verification that they are registered as a natural or legal person that performs the activity related to the subject of the public procurement contract, or evidence that they belong to a corresponding professional association in accordance with the regulations of the country where the economic operator is registered.

Техничка и професионална способност:

In order to qualify as competent for carrying out the said public procurement contract in terms of its technical and professional capacity, the economic operator must meet the following minimum conditions:

— for lot 1: to have concluded at least 1 contract in the past 3 years of the same or similar subject as the one of the public procurement contract in the amount of at least 8 000 000,00 MKD,

— for lot 2: to have concluded at least 1 contract in the past 3 years of the same or similar subject as the one of the public procurement contract in the amount of at least 3 000 000,00 MKD.

Минимално ниво(а) на стандарди:

— for lot 1: a copy of at least 1 contract the bidders or candidates have concluded in the last 3 years of the same or similar subject as the one of the public procurement contract in the amount of at least 8 000 000,00 MKD, with data on values, dates and buyers (contracting authorities or economic operators), by providing a certificate for performed deliveries issued by the recipients, or, if such certificates cannot be provided for reasons beyond the control of the economic operator, only their statement for performed deliveries shall suffice,
