— statement of economic operator that in the last 5 years there was no effective conviction for crime committed in accordance with Article 88 paragraph 1 of the LPP,
— certificate that any competent authority has initiated no open
bankruptcy procedure,
liquidation procedure,
— certificate for paid taxes, contributions and other public payments by competent authority in the country where the economic operator has been registered in,
— certificate from the register of penalties for crimes committed by legal persons that there is no minor penalty that prohibits participation in procedures for public announcement, awarding contracts on public procurements and contract for public-private partnership,

— certificate from register of penalties for crimes committed by legal persons that there is no effective conviction for temporary or permanent prohibition to perform certain activit,
— certificate that there is no effective conviction by which infringement sanction has been imposed on — interdiction for professional activities, activities or duties, i.e. temporary interdiction of separate activity realization.
In order to prove their ability for performing professional activity, the economic operator should deliver: certificate of registered activity that the same is registered as natural or legal entity for performing the activity related to the subject of procurement or evidence that they belong to an appropriate professional association in accordance with the regulations of the country of registration.

Економска и финансиска состојба:
— balance sheet issued by a competent authority i.e. revised balance sheet or excerpts from the balance sheet in cases when publishing a balance sheet is stipulated by law in the country of registration of the economic operator:
For lot 1: minimum 36 000 000 MKD total income in the last 3 years (2016, 2017 and 2018);
For lot 2: minimum 27 000 000 MKD total income in the last 3 years (2016, 2017 and 2018).
— Statement of the total income of the enterprise (data from the balance sheet issued by competent authority i.e. revised balance sheet) and, wherever needed, statement for the income in the area covering the public procurement contract for, maximum, the last 3 financial years for which there is such information available, depending on the date on which the enterprise has been founded or put into operation and depending on the availability of such information:

For lot 1: minimum 26 000 000 MKD total income in the last 3 years (2016, 2017 and 2018);
Минимално ниво(а) на стандарди:
For lot 1: they should have an insurance policy of 1 000 000,00 MKD minimum issued by an insurance company in case of damage incurred by the hygienists;
For lot 2: they should have an insurance policy of 1 000 000,00 MKD minimum issued by an insurance company in case of damage incurred by the maintenance staff.
Техничка и професионална способност:
— with statement for the average annual number of employees at the service provider or contractor and the number of their management staff in the last 3 years:
For lot 1: the bidder should have at least 50 employees available;
For lot 2: the bidder should have at least 30 employees available.
— with statement of instruments, plants or technical equipment which the service provider or the contractor has at disposal for the performance of the contract:
For lot 1: the bidder should have:
— hard-floor cleaning machines, at least 3,
— soft-floor cleaning machines, at least 3,
— battery or electricity-supplied machines for hard-floor cleaning with 100 % drying, at least 2,
— industrial (professional) machines, at least 2,
— vacuum cleaners, at least 15,
— steam machines, at least 1,
— carts, at least 10,
— lifting devices of minimum 12 meters, at least 1,
— van, at least 2,
— snow blower, at least 1,
— sweeper for asphalt surfaces, at least 1.
— van, minimum 1,
— movable scaffold 6 meters high minimum.
Минимално ниво(а) на стандарди:
For lot 1: the bidder should have at least 3 contracts concluded in the last 3 years being within the same scope of the subject of procurement, with value of 3 000 000,00 MKD minimum per contract, for which contracts they should have certificates of quality performance of services issued by the clients;
